- Introduction
The National Broadcasting Commission (NBC) is a parastatal of the Federal Government of Nigeria, empowered to license, monitor and regulate the broadcasting industry by the National Broadcasting Commission Act (NBC Act) Cap N11 Laws of the Federation of Nigeria (LFN), 2004. The NBC Act also empowers the Commission to promote authenticated radio and television audience measurements and penetration in Nigeria.
1.1Subject of Proposal
The purpose of this document is to obtain proposals from audience measurement companies (AMC) for the provision of audience measurement and insight services. Measurement will take place on the audience of the Nigerian National Digital Terrestrial Television (DTT) and Direct-To-Home (DTH) “Free TV” services.
Please identify where your company will use any third party supplier to perform certain services. In all cases where you have identified a third party supplier you must include that company’s information and marketing materials in addendum to your proposal submission.
The NBC will review all submissions and evaluate these according to the quality of responses. Particular attention will be paid to responses which add extra detail to the information requested, and go further in identifying opportunities to build a truly independent, defensible, accurate and relevant audience measurement solution for Nigerian free to air TV and radio on DTT and DTH networks.

2.1DSO – Digital Switch Over
The NBC has planned for the country wide DSO and is launching the DSO process in Plateau State. The NBC expects full coverage of digital media transmission across Nigeria within two (2) years, either by DTT distribution or by DTH distribution to homes which fall outside the DTT network signal.
Up to thirty two (32) advertising revenue funded free to air channels will be available on the DTT network with additional free to air channels available through the DTH network. Nigerian audiences will have the option of using a “Free TV” set top box to receive free to air TV and radio channels, or audiences will continue to be able to view certain channels from the Free TV bouquet as part of existing pay TV subscriptions.
2.2The Common Technology Solution
The NBC has engaged 3rd party technology partners to deliver technology solutions in Nigeria including transmission companies, set top box manufacturers, set top box distributors, set top box software companies, call centres and content aggregators. The resulting Nigerian DTT and DTH platform will operate under the brand name “Free TV”.
The Free TV platform is accessible via the National Common Set Top Box which is manufactured by authorised Nigerian manufacturers and which includes a consistent Electronic Programme Guide (EPG) user experience across all box types. The EPG can be used to:
- View TV schedules for the next 7 days
- Set programme reminders and recordings
- View Teletext style information and services
- Read regularly updated news pages
- View web-page style government information and services such as education, health and security information.
- Serve banner advertisements and full screen adverts to the viewer.
The set top box also features the ability to listen to digital radio through the TV, and submissions must describe both TV and radio audience measurement.
The set top box does not include in-built return path functionality, however the internal software does support the use of return path functionality through an additional USB connected device e.g 3G dongle. The audience measurement company will engage the third party set top box software technology partner to arrange access to set top box data. The set top box software which has been specifically developed for the purposes of audience measurement is configured to record all interactions with the set top box including:
-Channel viewed
-EPG interactions
-Ad banner interactions
-Teletext / information services interactions
Standard retail set top boxes do not contain the special software build that allows for measurement. Any set top box earmarked for measurement purposes must therefore be installed with the upgraded audience measurement software build and a mechanism for harvesting this data.
The proposal must describe how set top box technology will be incorporated within the complete audience measurement solution.
2.3The Audience
The Free TV audience will buy their common set top box from a retailer and will attach this to their home TV and antenna or satellite dish. Other audience segments may access Free TV through existing Pay TV networks that may carry some or all Free TV channels. Set top boxes which are unauthorised for the National Common set-top-box system, for instance existing boxes in the marketplace or pay TV boxes, may not have the common set top box software as described in 2.2.
The proposal must describe solutions to measure all Free TV audiences.
2.4The Roll Out Plan
Digital switch over will begin with the controlled launch phase in the Plateau region in early 2016 and is expected to reach up to 350,000 TV households during that phase. Digital transmission in subsequent Nigerian regions will be switched on during 2016 and beyond.
The proposal should clearly indicate how the audience measurement solutions will scale with the ongoing roll out of digital services across Nigeria.
2.5Funding
The NBC expects that the successful bidder will be able to monetize and fund their own audience measurement operation however all compensation options presented will be reviewed.
The proposal should clearly identify viable commercial options. Please also state clearly any options your company will not consider.

3.1Advisory
Following the award to the successful bidder, the company will be expected to spend time with the NBC planning for the launch of the audience measurement services. Please describe the process you will follow in this preliminary stage, including likely meeting sessions required, and milestones expected.
You are required to confirm to the NBC’s technical partner the type of 3G dongle (e.g. WCDMA, or GSM) you will use for our proposed solution and which mobile telco you will partner with and what frequency band they intend to use. The NBC’s technical partner will have to configure the 3G dongles based on these responses
You must include the full lead time and cost of this process.
3.2Measurement
Please describe the methodologies you will deploy to measure the audience and pay particular attention to how specific methods will work in the Nigerian context. This must include;
- How you propose to select your nationally representative sample and size of the sample
- How you propose to work with the NBC’s technical partners to upgrade a population of set top boxes with the audience measurement software
- How you propose to purchase and distribute set top boxes and dongles to the sample
- How you propose to leverage the common set top box technology
- All data collection methods you recommend deploying
- How you propose to mitigate challenges expected due to Nigeria’s demographic mix, geography and diversity.
- Data protection.
It is expected that audience measurement solution will grow in a phased manner to allow the successful service provider time to measure performance, correct and improve the service.
You must include full and detailed roll out and growth plans for each method, benefits and drawbacks, and lead times and costs broken down for each method. All submissions must describe the end-to-end solution in detail including the setup and management of any user groups.
3.3Analysis
Please detail how your company manages the raw data once it is collected, including all options for accessing data. All submissions should identify data security measures taken and compliance with prevailing Nigerian data regulations. Please include any sample reports to demonstrate the type of analysis which your company will make available, including paper reports or access to sample online portals.
3.4Distribution
Audience analysis will be valuable to a network of stakeholders including the Nigerian government agencies, advertisers, brands, TV platforms, channels, content owners, and other interested parties.
Please describe how your company currently manages the distribution or sale of audience measurement insight. All submissions must include clear plans for making the insight available to interested parties, and give indications of the total value of the insight e.g. rate cards with accompanying explanation. Please also submit example commercial strategies from other national deployments including how stakeholders are charged.

5.2Other Important Information

All applications shall be submitted in English language. The application shall be submitted in a sealed envelope marked ‘’Application for Audience Measurement Services”

Consent to Publication /
- Each applicant must consent to the publication of their name as an applicant as well as the composition of the shareholding, after the submission deadline date.

- The letter should identify the single point of contact for the applicant together with full contact details including e-mail address and direct telephone number
- The letter should be signed by an authorized signatory representing the applicant
- The applicant should clearly declare his/her acceptance of the terms and conditions set out in this RfP
Packaging and checklist / The application shall consist of distinct envelope that shall contain:
- All materials that clearly demonstrate eligibility
- All materials that clearly demonstrate the minimum commitment set in this RfP
Number of copies for all submitted documents /
- Five (5) printed copies of each required document with one soft copy of each document submitted in a folder on a USB disk. All commercial/financial information are to be submitted in spreadsheets format.

Selection Process /
- All applications received on or before the closing date shall be reviewed for completeness and responsiveness. To clarify, this means that the application meets all the basic requirements for packaging (sealed and marked envelopes). All incomplete and non-responsive applications shall be put aside immediately and the applicant will be informed in writing.
Cost of proposal preparation /
- All costs incurred in the preparation and submission of the application will be borne by the applicant, irrespective of the outcome of the process.
Consortium bid /
- Consortium of existing broadcasters and other interested parties can apply as a single legal body. Declaration of participation in the consortium shall be legally binding.
Commencement date /
- Regardless of the date of the award, commercial service shall begin at the time specified in the offer, including rollout timeline and quality of service.
Application fee /
- Each applicant shall pay a non-refundable application fee of one hundred thousand naira (N100, 000.00) by bank draft in the name of NATIONAL BROADCASTING COMMISSION before the bid closure date on March 11, 2016.
Confidentiality and late application /
- Any information that is considered confidential should be clearly noted and marked on the document by the applicant. Any application received after the closing date shall be considered nonresponsive and will be returned.
5.3Disclaimer
- NBC shall reserve the right to verify the authenticity of claims made by the interested companies and to disqualify any company based on false or unverifiable claim or information.
- NBC shall not be liable for any expenses incurred by interested companies in preparing their responses to the RFP.
- The NBC reserves the right to inspect or verify claims/information submitted as it deems necessary. Similarly, the Commission is not bound to shortlist any company and reserves the right to annul the process when unforeseen and justifiable developments warrant such action, without incurring any liability and assigning reasons thereof.
- That at any time the Commission discovers that the information submitted for pre-qualification is false, the Commission reserves the right to disqualify the company.

By submission of this RFP, the applicant acknowledges that he/she has carefully examined the terms and conditions set forth in this document and that all information provided are correct, accurate and complete. The applicant recognizes and accepts that any inaccurate or incomplete information renders this application invalid.
