Responses to questions to numbered items in the RFI’s Statement of Requirements

1.  Question 1: In what context is this question being asked?

  1. Are you asking how each author assembles each topic and what information is being selected to go into the topic?
  2. Or are you asking how we determined to cover the medical specialties we now cover and how we determined to add the various features (Full Drug Database, Patient Level content, Calculators, etc.)

2.  Question 2: In what context is this question being asked?

a.  Are you asking where our topics come from?

b.  Or are you asking about where our authors get their material from?

Response: b

3.  Question 3: We are assuming this does not include tutorials and other supporting video. Is that right?

Response: Please describe the nature of your product, and how it is compiled. Explain how different audio, video and images files enhance the text and the variety of formats included, and importantly, how the different formats can be cited. If tutorials are part of the primary content that composes the product and contains supporting video please explain that and perhaps illustrate with an example and provide a sense of how much of the entire product contains that configuration.

4.  Question 19: No. 19 asks us to provide editorial policy for authors. There are several types of content available in our product, each with a different editorial policy for the authors. Are all of the editorial policies needed in this response?

Response: All of the editorial policies are needed in this response

5.  Question 26: Are you asking whether all of our content can be downloaded into a federated search engine for later indexing and retrieval or are you asking about single user abilities to copy content and images and re-use them for a class of students?

Response: The latter – single user abilities to copy content, images, etc.

6.  Question 28: Do not understand this question.

Response: If your product contains references to articles, studies, cases, etc., how is that content referenced and can a user of the [your product] database access such materials? If so by what means? Examples may be that your references are compatible with filters, link resolvers such as SFX and match library holdings with citations in databases, etc. We know that [your product] contains drug information but we are not sure if any of it is from cited literature such as journal literature, textbooks, etc.

7.  Question 37: Don’t understand the question “how do users capture the information into an easily referenced citation?”

Response: Your product may not lend to this question, however if you link to other primary literature, how does that happen and can the references be copied, saved, downloaded and how can a user or researcher indicate that they found the content in [your product]?

8.  Question 37: In what context is this question being asked? Are you referring to mass downloads of content into a federated search engine for later indexing and retrieval or are you asking about single user abilities to copy content and images?

Response: The latter – single user ability to copy.

9.  Question 38: You are asking about technical enhancements but have not asked about content enrichment or additions into the future. Is there an interest to understand all of our developmental goals? If yes, then we must insist that this information remain Confidential and not posted for public viewing.

Response: Yes, we are interested in content enhancements and development goals as well. Note that RFI responses are not posted publically but are subject to release under the California Public Records Act (CPRA) (California Government Code Section 6250 et seq.) and may be disclosed upon written request.

10.  Question 39: In what context is this question being asked?

·  Are you asking what other EMR’s has [our product] been integrated into?

·  Are you asking which other clinical tools has [our product] integrated into?

·  Are you asking which other clinical tools have integrated into [our product]?

Response: All of the above

11.  Question 42: The copy of the RFI that we have in our possession appears to skip No. 42. No. 41 is about the HELP line and No. 43 is about training. Please let us know if we missed an item.

Response: You did not miss an item, numbered questions skipped number 42.

12.  Question 45: Since UC Campuses are now using [our product], we are unsure if this question applies to us. Does it?

Response: No

13.  Question 54: In what context is this question being asked?

  1. Are you looking for the names of 3rd party companies (i.e., EMR companies, content providers) with which [our firm] is now working to develop future products?
  2. Are you looking for the names of clinical facilities with which [our product] works to develop and test new product features or offerings?

Response: Yes to both questions.

14.  Questions 58 through 61 refer to pricing policies but it is not clear that a request is being made to solicit a price quote. Please confirm if a price quote for the UC system as described in the RFI is required.

Response: A price quote is not required but budgetary pricing would make it easier for UC to move forward with next steps.

Responses to other questions

15.  Question: The second bullet in Section C provides information about 5 University of California Medical Campuses and their academic medical centers which support the clinical teaching programs. The medical centers for UC Davis and UC Irvine are listed in this section. In order to provide appropriate pricing for enterprise access and campus access, we will need a list of all the academic medical centers/hospitals and the number of staffed beds for each site that would have access to our point of care solution. Is it possible to provide a statement of all medical campuses and their respective academic medical centers/hospitals with the staffed bed count listed?

Response: The following bed counts are taken from the respective websites:

a.  UCD – 619

b.  UCI – 422

c.  UCLA – 520

d.  UCSD – 505

e.  UCSF – 590

16.  Question: In addition to tools that assist in decision-making at the point of care, would the UC System consider a Patient Education database?

Response: This RFI is intended for point of care tools for the clinician. We will not be evaluating patient education materials except to note that they may be part of a POC tool for the clinician. However, we are interested in learning about your plans for patient education databases if they are interoperable with your POC.

17.  Question: When can we expect to have answers to all of the above questions?

Response: As soon as the questions have been aggregated and answered, they are being shared with all firms who have indicated their intent to respond.

18.  Question: Will all questions from all vendors with your answers be available for review?

Response: Yes. Similar questions are combined and products/firms have been de-identified.

19.  Question: Is international market experience and non-US customer experience considered relevant to this RFI?

Response: If international market experience is evidence of corporate stature, reputation, and accomplishment, then yes, it is of interest.

20.  Question: We understand that with state institutions all information can be made available for public review for up to 5 years. Is the institution planning to post our response to the RFI as a public record?

Response: RFI responses are not posted publically but are subject to release under the California Public Records Act (CPRA) (California Government Code Section 6250 et seq.) and may be disclosed upon written request.

21.  Question: Are each of the 5 main medical centers and their medical management teams aware of and supportive of a consolidated Point of Care contract managed by the UC central offices?

Response: Yes

22.  Question: Who will be on your Point of Care team to critically evaluate the following aspects of this RFI (please list titles and campus location): IT Infrastructure, EMR integrations, third party software integrations, third party product integrations, medical content, drug content, evidence grading, recommendations, editorial process, CME processes-accrual & redemption, nursing CEU processes-accrual &redemption, impact on physician training, impact on nursing training, impact on health outcomes, impact of speed of information retrieval on clinician workflow and efficiency, impact on physician satisfaction?

Response: We are the process of identifying a team, representative of the campuses and areas, to evaluate the RFIs. The full team has not yet been selected and evaluators will not be identified.

23.  Question: What will be the criteria for evaluation, and how will each criterion be weighted in the selection of final candidate Point of Care providers?

Response: This is currently in the Request for Information stage and final criteria have not yet been developed.

24.  Question: Where there is considerable information to answer the questions posed by UC, can we include hyperlinks to web pages or do you prefer to have all the content reprinted into the RFI document.

Response: You may include hyperlinks to Web pages, but for critical information we prefer to have the answers within the RFI document. Use your good judgment in this area.

25.  Question: As [our product] is the current incumbent at all of the UC Medical campuses, where can we provide the current and historical usage data for each campus, and in the aggregate, as a reference point for the decision making process? If yes, where shall we add this content?

Response: This may be included with the RFI response, for example, as an attachment.

26.  Question: Are other Point of Care resources which have been solicited by the UC, currently used by each of the 5 medical campuses?

Response: We are soliciting information from any Point of Care product that wishes to respond, whether it is used currently within UC or not.

If yes, can you provide comparative usage statistics of each of them?

Response: No.

27.  Question: Will the UC consider 3rd party peer-reviewed studies as references in the selection process?

  1. If yes, what would the scope be
  2. Impact on Outcomes
  3. Impact on Learning
  4. Impact on mortality
  5. Impact on Length of Stay
  6. If no, why not?
