Rules & Regulations

Homes & Adjacent Structures:

Homes must be approved by management prior to entering the park. We reserve the right to decline to allow any space to be occupied. All homes are to have a minimum width of 12 feet unless approved by management in writing.

Siding or Repainting - Upon occupying the park, any resident who wishes to re-paint or add vinyl siding to their home must submit a written request to park management along with a color swatch of desired color/material.

Skirting must be installed within 60 days of occupancy weather permitting. NO FIBERGLASS PRODUCTS. All skirting installed must have vinyl with landscape timbers under the bottom track. Timbers are to be secured to the ground with re-rods in at least two points, or more if needed, to stabilize the timber from movement. The bottom track must be secured to the timbers. Skirting must all be the same color and coordinate with the mobile home. White is preferred. Skirting must remain in good repair and free of cracks, holes, or other damage. Skirting is not permitted to be bowed or curved and pieces can’t be missing. Homes must have the hitches removed. This must be done when the skirting is installed. This rule applies to all move-ins after 3/20/96.

Decks and steps must be built within 90 days weather permitting. Minimum size is 6’ x10’. Steps and decks must be kept painted or stained and in good repair. Area under deck must be skirted to match the home or enclosed with wooden lattice. Concrete blocks will not be allowed for steps at any time. Decks do require a permit from the City of St. Charles and must comply with safety codes.

Awnings - Only patio canopies of commercially manufactured material will be allowed. Aluminum commercial

screen rooms will be allowed. Please submit a diagram along with specification to management and allow 5 days for approval to be returned to you in writing before beginning installation.

Sheds - storage sheds may be the commercial type or built of wood (copy of plans and material list for our

files), and must be approved by the management. (Not to exceed 12’ X 14’.) Sheds must be kept painted and in good repair. Any and all concrete pads necessary for sheds, air conditioners, etc., are at the tenant’s expense. One shed per rental lot is permitted. Please submit a diagram along with specification to management and allow 5 days for approval to be returned to you in writing before beginning installation.

Fencing – must be pre-approved by management & shall be constructed of 4 foot high chain link fencing only and should not extend beyond the front of the home. Office approval must be obtained before construction begins, please submit your request in writing along with specifications and details. Allow 5 days for a decision to be returned to you in writing. Only a portion of the yard may be fenced. Check with office for lot lines. No privacy fences or dog runs/dog pins will be allowed. It is suggested that the resident or his contractor calls Dig Rite first to mark any utility lines before installation begins. This rule applies to all fences constructed after 9/10/97.

Address Stickers - There must be an address number, using 3” numerals, permanently affixed to each mailbox, and placed on the side facing the street. Also 5” numerals are to be placed on the right side of the home facing the street. This is the resident’s responsibility.

Blinds - Also we ask that residents have only white blinds, shades, or curtain backing showing out of their mobile home so that as people drive by each home looks clean and neat. No printed sheets, blankets, flags, or curtains showing facing out but may have whatever you wish facing the interior of the home.

Preventative Maintenance - Each mobile home must have an electric heat tape on water line. Inspection will be made annually. Residents will be given one week after inspection to effect necessary repairs. In case of non-

compliance, water service will be shut off. Residents are solely responsible for frozen pipes and

clogged sewer lines. Homes are required to have outside water faucet on the home, or attached to their water line. Please see that this is done when home is placed on the lot. Thermaline heat rods are initially provided for each resident. Any replacements necessary are the tenant’s responsibility.

Breakers are the responsibility of the tenant both to provide and pay for. See City approved and licensed electrician about this.

Rent - All rent is due and payable in advance, the first day of each month, and must be received at our office

no later than the fifth day of each month. A late charge of $20.00 plus $2.00 per day beyond the fifth

day of the month will be assessed for each day such payment is late. Returned checks will be charged $15.00 plus any bank charges, plus late charges. Management reserves the right not to accept partial payment when fees/fines are outstanding. Anyone who does not have rent paid in full before the 25th of the month could be subject to receiving an eviction notice.

Traffic & Parking - Speed limit in the park is 15 MPH. Anyone speeding may be immediately evicted. Motorcycles may be ridden from the mobile home to the entrance only. No pleasures riding of motorcycles, atvs, motorbikes, etc. within the park is permitted. Posted speed limits and stop signs are to be observed at all times. $25-$100 fines may be imposed for this violation.

Parking in Deerfield is limited to two vehicles only per lot. Campers, boats, trailers, etc. are not to be parked for longer than 24 hour period within confines of the park. Tow trucks, dump trucks, etc. are not permitted to be parked on the street. They may only be parked in the tenants own driveway as long as they do not stick out into the street and as long as no portion of the tires are on the grass. Moving trucks are permitted for a limited timeframe not to exceed 72 hours and are only allowed for the express purpose of moving in or moving out.

Under no conditions should you park or allow your guests to park in another resident’s parking space without first obtaining his permission. Parking in yards or on any grass is not allowed; do not block mailboxes. Parking facing the wrong way against the flow of traffic on the street is not allowed. Parking in vacant lot driveways is not allowed. There is to be no on-street parking except for temporary guest parking (Not to exceed 6 hours).

Yard/Lot Maintenance:

·  Small fire pits with a screen/lid are acceptable –open fires, burning barrels, rock fire areas are NOT.

·  Lawns must be kept neatly mowed, trimmed and free of debris. Doing so weekly is suggested over the weekend (Friday, Saturday, Sunday) – Manager will do weekly inspection every Monday or Tuesday. Any lawns that are not FULLY cut and trimmed will be done by Manager’s landscaping service and resident billed $75.

·  Removal of any vegetation from parking pad and vegetation between curb and parking pad. Applying weed killer and fertilizer at least yearly.

·  Keeping grass green and free of weeds. It is your responsibility to spray weed killer & fertilizer as needed.

·  Trimming shrubs, cleaning and weeding of shrub beds.

·  Tree trimming is the responsibility of the Lessee.

·  Dead trees will need to be removed by a licensed vendor at the Lessee’s expense after they have sought permission to do so by Management.

·  Removal and replacement of dead bushes on lot. Removal of leaves from lot as necessary.

·  Any plantings and/or landscaping added by the resident becomes a permanent part of the mobile home lot and requires written approval by Landlord prior to installation. Management has 48 hour to respond to your request – don’t plant without approval please.

·  Park management will make weekly checks each Tuesday (weather permitting) of all spaces and perform any work required to give the space a well groomed appearance. Fines ranging from $15-$100 may be charged for non-compliance.

·  Blinds/curtains must only show the color white facing outside of the home thru all windows which is visible to others. Blinds must not be broken or bent. No printed sheets, curtains, blankets, etc. can be hung over windows. No signs or posters can be displayed in windows without management’s approval.

If tenant fails to keep lawn properly trimmed, this will be performed by Landlord at tenant’s expense, and secured hereunder, due and payable as additional rent on the first day of the following month.

Charges are as follows: Lawn Mowing - $50, Trimming - $25, Hand Weeding - $50/Hr or any part of an hour.

Laundry Clothes Lines are not permitted outdoors. Towels & Clothes should not be hung outside on decks either.

Only standard patio furniture in good condition, barbecue equipment, fire pits with lids, and potted plants may be kept outside the home. Toys, bikes, etc. are not permitted in yards and need to be stored in storage shed or lined up neatly behind the deck out of sight from the street. Excessive toys are not allowed. Pools, trampolines, and swing sets are permitted as long as they are functional and kept in good repair. Storage of boats, campers, etc. should be kept in the storage are. See office about obtaining a space in the storage area for $15 monthly per item in storage.

Decorative light strings & lanterns on homes & decks are only permitted from November 15 – February 1st for the holiday season and must be safely illuminated according to manufacturer’s safety requirements.

Automobile repairs on a very limited basis; nothing that could be considered major.

An automobile in an obvious state of disrepair may only remain so for 48 hours. Unlicensed or unusable vehicles are not allowed in Deerfield Village and will be towed at the owner’s expense. No vehicle repairs requiring the cars to be on jack stands for longer than 12 hours may be made in the park at any time.

Children (17 years and under):

Each resident is responsible for all minor children that reside in their home. Residents are also responsible for any guests that visit their home. That responsibility encompasses that residents must inform children and guest of the park rules and expectations. The resident will also be held responsible for any damages or fines those children or guest incur. Children are never to walk or cut through other resident’s lot or vacant lots. Children are never allowed to walk, ride bikes, or play in the street. They should always be along the outside of the street closes to the homes when walking or riding bikes to avoid obstructing cars that are driving down the street. This has been a problem and will be strictly enforced. A penalty fine of $25 per incident will be charged if your child is found breaking these rules. After 3 fines, you will be asked to move from the mobile home park with a 10 day written notice.

Trash:

Each resident is responsible for the cost of trash removal solely. They shall provide one refuse container per city ordinance. Container is to be kept in storage or behind steps, etc., not visible from the street. Effective 9/1/2015 Management is requiring that people that choose not to put their cans in their shed or behind their deck, must add a partition made of 2 white wooden or vinyl lattice panels approximately 32” wide each (64” wide total) and 46” tall (see photo attached on page 9 of the rules) between the driveway and the deck in the front of the home. Deerfield Village MHP will be happy to install these lattice partitions for a one-time cost of $68. The trash cans should be stored out of sight behind that partition. Partitions are required to be in place no later than January 1, 2016. Fines of $25-150 can be issued for failure to comply with this new requirement.

Containers with wheels can be obtained from the refuse hauler. Pickup day is Thursday; trash containers must be removed off the street before Friday 8AM or a $10 fine will be issued to resident by Deerfield management. Cans should not be set out at the curb for pick up before 8PM on Wednesday evenings as well. This helps keep the community looking it’s best.

If, at any time, trash, debris, junk, etc., is allowed to accumulate around or in front of your home or in your yard, we will, at our discretion, remove such debris and you will be charged $75.00/hour or any part of an hour plus dump charges. You will then be billed the appropriate amount, due and payable as additional rent on the first day of the following month.

RESIDENTS ARE NOT ALLOWED TO PUT FURNITURE OR ITEMS FOR “FREE” ON THEIR DRIVEWAY OR AT THE CURB or leave it there for others to take. This is considered trash and is only allowed on the last Monday of the month when your trash company will pick up large items. AT ANY OTHER TIME IN THE MONTH IT IS A VIOLATION AND OUR STAFF WILL PHOTOGRAPH IT, HAUL IT AWAY, AND REPORT IT TO THE MANAGER. YOU WILL THEN RECEIVE A FINE OF $25 minimum - $150 maximum for this service. We must all do our part to make this a nice mobile home community and not a trashy trailer park.

Pets:

Effective May 1, 2012 all dogs must be registered through the management office and must wear a provided red pet tag on their collar for identification purposes. Pets shall not be allowed to run loose, but must be kept on a leash being held by a responsible person. They may not chained out in the yard or on a dog lead/stake. Under no circumstances are pets to be chained to the trees, decks, etc. Pets are not to be kept outside unsupervised at any time. Unruly or noisy pets will not be allowed to remain.
