Return on Investmentfor sustainability in the health and care system

This proposal is sought by the Sustainable Development Unit on behalf of the NHS, public health and social care system

Please note - The “health and care system” is used as short hand for the “NHS, public health and social care system”.

Project Specification – Return on Investment for sustainability in the health and care system

1.Aim

1.1.To collate evidence and quantify the return on investment (ROI) for sustainability in the health and care system and present the results in a report. This could also include the ROI of a unit such as the SDU.

2.Outputs:

2.1.Areport which presents a summary of quantified evidence on the sustainability savings in the health and care system including financial, environmental and social aspects where feasible.

3.Expected Outcomes from the report:

3.1.It is easily understandable to decision makers and finance directors.
3.2.It covers a broad range of sustainability impacts across all the areas of focus identified in the Health and Care System Sustainable Development Strategy and
3.3.It incorporates a robust balance of already realised costs and impacts from sustainabilityin all parts of the NHS, public health and social care system.
3.4.It uses existing data and is evidence based.
3.5.Environmental and financial and social value impacts are includedwhere available.
3.6.The methodology and any assumptions are transparent and robust enough to be credible.

4.Context:

4.1.The Sustainable Development Unit was established in 2008 and helpsthe health and care system in England to develop, embed and promote sustainable development in order to reduce emissions, save money and improve the health of people and communities.
4.2.The Carbon Reduction Strategyidentified a significant body of evidence of a return on investment within 5 years.
4.3.The purpose of this return on investment calculation is to demonstrate the win-win-win nature of sustainability by identifying the level of impact implementing sustainability has on the NHS, public health and social care system. The analysis could also include forecasts of future impacts as appropriate.
4.4.This report is intended to analyse the available information and summarise progress on realising these savings.
4.5.Thehealth and care system in the UK is seen internationally as a leader for sustainable development in health. Work completed with the Sustainable Development Unit on this project would be showcased both nationally and internationally. Innovative approaches which use the latest thinking could also drive uptake of these approaches across other sectors, both nationally and internationally.

6.Challenges:

6.1.The financing for this project will be very tight and will require a compromise between costs andlevel of evidence to draw out robust analysis.

6.2.Analysing the evidence of impacts and case studies of innovative approaches (both in health and care and other sectors) will require a compromise between timeframes, the breadth of impacts and robustness. The level of implementation in the health and care sector and the robustness of evidence would also need to be captured in some way.

6.3.The sweet spot in the health and care system is potentially very significant: better models of care which address preventable illness, and deliver personalised/preventative care with the best technology, closer to home with much more patient involvement can be both financially and environmentally more sustainable. Analysing information on the triple bottom line (environmental, social and financial impacts) is cutting edge and would need to use clear and transparent methods and assumptions.

6.4.Social value benefits will be across the system and consideration should be given to the scope of impacts, plus how and whether to accumulate the benefits into a single or multiple indicators.

7.Project Timescales

7.1.The outputs of this project will be delivered to the Sustainable Development Unit by 5pm on Thursday 25 February 2016

8.Project financing

8.1.The maximum budget available from the Sustainable Development Unit is £15.5k and we would welcome partnership working or joint investment of resources to maximise the impact of this work.

9.Provider Selection criteria

The following criteria will be used to evaluate the proposals. (Please note that the criteria are not necessarily in order of importance).

9.1.Vision for project output

There should be a clear credible vision of the project output with a clear statement of what will be included within the scope with reasons explaining why. This specifically applies to a vision for the inclusion of social value.

There should be a clear project plan.

9.2.Experience

There should be evidence of past experience of delivering this type of project.

9.3.Ability to meet timescales

There should be the capacity and capability to meet the proposed timescales.

9.4.Value for money

Cost of provision will be a key consideration although the relationship between cost and quality will be important.

10.Intellectual Property

10.1.Outputs of this project will be put into the public domain for use across the health and care system.
