Professional Experience

John has over 40 years of experience in the construction industry.

He was born and educated in England where he worked as an engineer with a civil engineering company. He received further education in construction and engineering at colleges in England.

He came to California in 1974 where he teamed up with two architects in their construction company.

In 1980, John obtained his State Contractor's License and formed Brogan Building Company, specializing in home remodeling and commercial building tenant improvements.

In 1985, John formed Brogan Home Inspection, Inc. John has provided well over six thousand home inspections to date, has provided consultation services to real estate investors, and has provided consultation and/or inspection services for a number of commercial and governmental residential properties.

John was the Secretary to the American Society of Home Inspectors – Golden Gate Chapter for seven years. He continues to be an active member of the Golden Gate Chapter of the American Society of Home Inspectors and attends their monthly educational meeting, workshops, and seminars.

In 2003 to 2009, John was engaged to provide services for an agency that administers City sponsored low-income loan program for homeowners (currently San Leandro, San Ramon, Livermore and Pleasanton Cities). John inspected well over two hundred (200) homes and provided contract-consulting services in relation to the rehabilitation programs. His duties as a housing rehabilitation inspector included but were not limited to the following.

  • Meet with the property owners to discuss the required and eligible repairs and participation in the rehab program.
  • Perform inspections of structure for eligible repairs and improvements and produce cost-estimated line item work write-ups
  • Assist in planning of environmental testing
  • Oversee the bid walk-throughs and the communications with the contractors
  • Review the contractors’ bids to ensure conformance with work specifications
  • Conduct and document inspections of work in progress; ensure that work is performed in a timely and acceptable manner; produce change orders as needed
  • Perform final inspection, for quality and workmanship
  • Assist in planning, scheduling, and recording rehabilitation workload
  • Assist in researching housing rehabilitation guidelines, procedures, and specifications
  • Act as an intermediary if a dispute arises regarding the rehabilitation work

In 2003, John purchased and rehabbed a 6,000 sq.ft. property in West Oakland. The building was derelict and boarded up for many years. It was set on fire by local youths. John was instrumental in helping to form a neighborhood watch group to combat local drug dealing activities and blight. The building consists of four fully occupied residential units and light commercial spaces, providing a substantial property tax base to the City of Oakland. The corner where the building is located has remained free of undesirable activities (e.g. drug dealing, illegal dumping, loitering, and graffiti) and is prized by the neighbors as a landmark property.

In 2005, John was qualified as an Expert Witness with the Alameda Superior Court.

In 2006, John was qualified as an Industry Expert with the California State Contractors License Board.

In January 2008, John was contacted to provide services for the Salvation Army, to inspect their residential and commercial properties in the East Bay, provide a work write-up of needed repairs, and provide construction management of the work, similar to his duties as a housing rehabilitation inspector.
