II. NOMINATION DETAILS
A.) Project Overview
This section should give high level introduction to the project and should explain the overall
approach to the project with plan and current status. Achievements with reference to plan and the
deviations from plan may be provided, with reasons.
Also please explain the goals / objectives with which this project was initiated, the benefits it was expected
to bring to its stakeholders, and the economic, technological and social agenda it was expected to fulfill – in
short the “value proposition” for the project. Please provide data on project original start date, planned and
actual completion date.

B.) RESULT INDICATORS
The Result Indicators are primarily the outcome and the key achievements of the project. For the purpose of these Awards, the Results are being evaluated on selected attributes listed below.
The nominations should address the required information as per attributes below, and if desired, important additional information for the purpose of this Award may be given. While responding please ensure the performance presented is against plan and, to the extent possible, provide quantitative data
as against qualitative statements.

1. Key Performance
a. Description of the services (G2C, G2B, G2G and G2E) that are currently being delivered using ICT [including description of the benefits obtained from these services by each category of stakeholders]
b. Special note on those services that were enhanced/introduced/functionally extended during the year along with description of the services planned to be delivered through ICT in subsequent stages / phases
c. Implementation coverage till date and during the year (geographical areas / category of stakeholders covered under pilot, roll-out, future plans)
2. Efficiency and Improvement Initiatives
a. Description of Time and cost efficiency improvements in delivering and availing of ICT enabled services.
b. Specific innovative ideas implemented in e-Gov area and their impact on services.
c. The extent of integration of this e-Governance initiative with other internal and/or external ICT systems.
C.) ENABLER INDICATORS
The Enabler Indicators are primarily the processes that are implemented to achieve the above
mentioned results. For the purpose of these Awards the Enablers are being evaluated on
selected attributes listed below. Nominations should address the required information as per
attributes below, and if desired important additional information for the purpose of this Award
may be given.

1. Process reengineering
a. Major ICT and Non-ICT front-end process changes that were planned and the extent to

a. Leadership support for capacity building, visibility of actions with current status
b. Change management strategy defined and status thereof
c. Capacity building plan and its implementation status
d. Project management & Monitoring adopted [whether full or part-time program management teams in
place, roles and responsibilities of department officials/consultants etc]
e. Financial model adopted [Source of funds, description of PPP if any, Total cost of ownership etc]
f. Additional efforts to ensure sustainability of the e-Governance initiative[s] [including but not limited to carrying out of third-party assessment[s] and implementation of their recommendations where feasible etc].
3. Technology
a. Description of the Technological solution adopted [including maintenance model] and it’s compliance with NeGP standards
b. Security and confidentiality standards planned and the level of compliance
c. Strategy planned for Disaster Recovery and service continuity and the level of compliance
D.) VALUE INDICATORS
The Value Indicators are high level goals and objectives which can be used as guiding philosophies for
defining visionary scenarios within which to place e-Governance projects.

1. Digital Inclusion
Language, demographic and Cultural differences may result in certain types of stakeholders not getting fully benefitted from e-Governance initiatives.
a. Describe the specific steps taken to address this factor.
2. Green e-Governance
Green e-Governance is about application of Green computing practices to the domain of e-Governance. It involves adoption of environmentally friendly practices with respect to creation, use, and disposal of ICT facilities. There are several dimensions to green e-Governance and prominent among these relate to Power and Paper consumption, and disposal of e-Waste.

Nomination Submission General Guidelines
CSI-Nihilent e-Governance Awards 2012-13
The Computer Society of India instituted a series of awards for recognizing the contributions made in the field of e-Governance in the country. These awards have been sponsored by Nihilent Technologies. The awards are given for recognizing the ICT initiatives made in e-Governance area by Government entities at various levels.
The nomination process continues to be largely on-line.
The judging process is exhaustive, with evaluation at various stages. The selection committee members have been drawn from Government, Industry, Academics and Computer Society of India. The Awards winners are normally felicitated at the CSI Annual Convention held annually usually during fourth quarter of the year.
Award Categories
Nominations for the year 2012-13 Awards are being accepted for the following categories:
1. Award of Excellence – Project Category
Projects that have been implemented or enhanced during the year 2012-13 and delivered benefits to its stakeholders will be judged in three sub-categories, namely G2C, G2B, andG2G/G2E. . Nomination is required to be filed online
2. Award of Excellence – State Category
States will be judged based on their overall performance in e-Governance initiatives during the year 2012-13, especially with respect to policies, infrastructure, capacity building, projects, Budgets etc. Information will be sought on invitation basis.
No nomination is required to be filed for this category.
3. Award of Sustenance- All the Project Award winners of CSI –Nihilent e-Gov award 2007-
08 will be considered for growth and sustenance of their Projects over last five years
(2008-2013). Information will be sought on need basis.
No nomination is required to be filed for this category.
Note:The committee may consider additional awards to appreciate efforts by an organizations / nominees, in addition to the above awards. As indicated and to encourage participation, all Government nominations from NE Region would be treated separately for the purpose of assessment and recognition. The decision of the selection committee will be final in the entire evaluation /recognition process.
Conditions for Entry
1. All the Government Organizations & Semi-Government Corporations, District Collectorate, Municipal Corporations, Autonomous bodies including Public Sector Undertakings are welcome to apply.
2. All Entries should fall in one of the specified Award categories as above.
3. Awards for year 2012-13 will consider the initiatives implemented anytime upto 31 March 2013.
4. To encourage fresh e-Governance efforts, the Initiatives that have been recognized and awarded by CSI in the last 2 years will NOT be considered by the Selection Committee for recognition.
5. For State and Sustenance award category Information will be sought on invitation basis. No nomination is required to be filed
6. Nominations received by the Awards Committee may be edited and published in the form of a book or on the Awards/ CSI SIG web site at the sole discretion of the Awards Selection Committee or nominated CSI SIG team.
Judging Process
1. Nomination will be judged by the Selection committee, consisting of members from Government, Industry, Academia and Professional Societies
2. After submission of nominations using online process, the judging process shall be as given below:
3. Scrutiny of cases for relevance (e-Governance related), applicability to the category submitted, completeness of nomination (All sections of the template) and compliance to template/submission guidelines
4. First level short listing of nominations for field visits
5. Field visits to short listed entries for on-site assessment and validation of Nomination data/ information
6. Second short listing of nominations and identification of ‘Finalists’
7. Presentations by ‘Finalists’ to the Selection committee
8. Third and final short listing of Winning Nominations
The Award slate would be generated based on the evaluation data at different stages as above applying weightages.
9. The selection committee reserves the right to seek additional information from the nominated entries during the evaluation process.
10. The Recommendation of awards will be made by the Selection Committee on the basis of the information available in the EoI / nomination form, on-site visits and presentations by the Finalists.
Evaluation Criteria for the Awards
1. The quality of information submitted by the applicants while submitting their Expression of Interest and the completeness of information provided during the field visit and final presentation [should the nomination be short-listed] are key determinants of the outcome of the evaluation process.
2. The key indicators and attributes being used for evaluation are as per the Detailed nomination templates available on the Awards web site. These details are required to be furnished by all nominees shortlisted for Final presentation by downloading and filling up appropriate template[s] from the awards web site.
3. CSI Nihilent e-Governance Awards committee is the final authority on all aspects of Awards review and short listing.
How to Apply
A. Visit the CSI-Nihilent e-Governance Awards website at www.csinihilent-egovernanceawards.org for filing nominations.
B. Initially all Nominees need to register their particulars and system generates a user-id (Contact Official’s email id) and a password (System generated) which is sent to the contact officials email id provided. For the first time Users will have to activate by clicking through the link sent to the email id of the Contact official and proceed for log-in with the user id and Password provided.
C. State category nominations are by Invitation hence No Template is provided. Similarly no nominations are required to be submitted for Award of sustenance.
4. Entries will be accepted, strictly as per the respective category “Nomination Submission Template” and general guidelines, and entries with deviations may not be accepted.
5. The selection committee if necessary may extend the closing dates and inform such extension on the website.
6. Please ensure complete contact details for all further communication related to awards.
7. As part of the CSI-Nihilent eGovernance Awards, the selected entries are published in a book to be released during the Award function, therefore it will be desirable that the correctness of Contents in the entries is rechecked by the nominees before the closing date.
