- Is this RFA for HUD dollars only?The RFA includes State and local funding opportunities in addition to HUD projects. The HUD projects being solicited include planning, and Brother Keily that was awarded as part of the 2015 USHUD NOFA competition.
- Does this RFA include Emergency Shelter or hotel beds? No
- Do we need to re-apply for emergency shelter beds if we were awarded a contract as part of the 2015 Primary Care solicitation?No
- Did you intend the RFA to state 2015 funding availability? Would it not be funding availability for 2016? The Homeless Trust removed the 2016 NOFA competition from this RFA in addenda I, issued following the Pre-Application workshop. We are however, still seeking a project sponsor for Brother Keily PH and planning activities that were awarded during the 2015 competition.
- When looking at the scoring criteria on page 26 and 27, it is unclear what points will apply for a Bridge Housing application. For example, in Attachment 2 it is indicated that the LEVERAGING WORKSHEET will not apply to Primary Care (Bridge Housing). However, in page 26 E.1 it is indicated that 4 points will be awarded for utilizing mainstream resources and for projects that have 150% leverage.
Can you please clarify and indicated exactly what points will be available for a New Bridge Housing Application and what are the total points that will be available for a Bridge Housing project?

- In the pre bid conference and in the RFA a brief definition of Bridge Housing was provided. Does the Homeless Trust have a specific best practice model in mind and/or is there one available or do we tailor our program to the Bridge Housing definition provided in the RFA.

- I am confirming that a DCF license to provide Residential Substance Abuse treatment will be a requirement for Bridge Housing.

9.Can there be points available for organizations accredited by CARF, JHACO or other accreditation body accepted by DCF? This insures that quality Behavioral Health Care services are being provided to this vulnerable population.
Points for accreditation are not contemplated by the RFA.
10.Will providers seeking Bridge Housing be able to submit multiple applications up to $300,000 per project or one application per provider.

11.Will renewal applications be accepted this year or only new projects? We are not seeking HUD funded renewal applications at this time. We are only seeking applications for the 2015 HUD NOFA Bonus project, planning activities, and new programs made available through the state and local Food and Beverage tax.
12.What is the due date for responses?
The due date for responses is 2:00 p.m., July 28, 2016. Applications must be received by the Clerk of Courts, 111 NW 1 St, Miami, FL, 17th floor.
13.Is there a Letter of Intent required or is that only for ESG projects?
Letters of Intent were only required for ESG.
14.Is a Letter of Interest (for inclusion in ESG) required for a planning grant
application.
No.
15.For the non-HUD money, will we still be subject to the match?
The local solicitation also referred to as Food and Beverage funding does not require a match.The collaborative application to the state for TANF and Challenge Grant does require a 100% match as outlined in section IX. of the RFA.
16.Is the expectation that the recipient of the Case Management funds provide case
management for both TBRA and PB units? Can they be split anddesignated towards a specific provider? From example can someone apply to provide case management for PB units or TBRA units?
The Trust will allow applications providing case management to all, or part of the vouchers being assigned by PHCD. Ultimately, the Selection Committee will select one or more applicant to provide the case management services to all 120 veterans benefiting from the rental assistance provided as part of PHCD's allocation of vouchers.
17.When will PHCD release the RFA for the PB Vouchers?
Release of an RFA for 60 units to participate in the PBV Program is pending. A date will be announced by the Public Housing and Community Development department.
18.What are the restrictions on those Vouchers?
The intent of the RFA will be to seek applications from qualified property owners/developers who would like to provide affordable housing for veterans. For more information on the PBV Program and HUD requirements you may want to review HUD regulations provided in 24 Code of Federal Regulations Part 983.
19.Will the vouchers be split 60 Project-Based and 60 Tenant-Based?
Yes.
20.Is the case management for as long as the Veteran holds the voucher or just for the initial intake, housing placement and stability for up to 3-6 months? Is case management short, mid or long term? Is case management only for these vouchers or additional veterans can be added by the VA?
Case management services are expected to be continuous and exclusively for all 120 veterans assigned a voucher. Case management services being sought are expected to provide initial screening and development of needs assessment with the veteran and their support network (to include the VA); when applicable, case managers will perform housing search; the case managers will be expected to perform regular needs assessments with the veteran, which may require fewer face to face visits after the veteran is stably housed and connected to the adequate support services; case managers will be the point of contact for landlords and property managers. F&B funding is anticipated for one year with the option to renew for two subsequent years, subject to the performance of the F&B tax.
