Okay, so.Whatwe’regoingtodois,I’mgoingtopresentaverybriefintroduction,andthenI’mgoingtoturnitovertomycolleagues,whowillbeprovidingtechnicalassistanceanddoingademonstration.And then,finally,we’regoingtowrapupwiththeresultsofapilottestthatwasconductedlastyear.

Asmanyofyoumayknowatthistime,theResearchPerformanceProgressReport,ortheRPPR,hasbeenmandatedbytheOMB.It’safederallywide,uniformresearchprogressreport, and itwasmadeuniformandelectronicsothatitreducestheadministrativeburdenongrantees,anditalsoprovidesstandardizeinformationthat’srequiredbyfederalagencies,notonlytheNIHbutotherslikeCDC,AHRQ,andsoon.

TheNIHRPPRreplacestheold2590.AsofOctober17,theuseoftheRPPRforcomplexmechanisms,whichtheCTSAisone,isnowrequired, so everybodybeginning—inourprogressreports,theirduedatesbegininJanuary—everybodywillbeusingthisformat.Youcanrefertothefollowingresources.We’llbeshowingtheseagainlateroninthepresentation.Here’sthewebsiteforanoverviewoftheRPPRaswellastechnicalassistance,asetofgeneralNIHinstructions,andwehavealsodistributedasetofCTSA-specificinstructions.You’regoingtoneedallthreeoftheseinordertoproperlyfilloutandsubmityourRPPRs.

Somehelpfulhints.TheRPPRessentiallyrequiresthesameinformationthatwasbeingaskedofyouinpreviousyears,onlythistime,it’sgoingtobeinadifferentformat.Theotherthingyoushouldpayattentiontoisthat theU,theK,andtheTaregoingtobesubmittedseparately.Sincethisisfederal-wide,therewillbeitemsthatdonotpertaintotheCTSAprogram;allyouhavetodoisindicate“nothingtoreport.”Payattentiontothepagelimits,andpleasesaveyourworkregularly.You’llbehearingmoreaboutthat.YoushouldalsoconsultyourOfficeofSponsoredResearchasneeded.

AreminderthatallofyourpublicationsmustcomplywiththeNIHPublicAccessPolicy,justasbefore,andjustasbefore,alackofcompliancewillprobablyresultinadelayofnotonlythereviewofyourapplicationbutalsotheNoticeofAward.

GABRIELHIDALGO:Goodafternoon,everyone.YouwillnoticethattheRPPRandeRACommonsconsistsofseparatescreensforeachofthesectionslistedonthisslidefromAtoH.SectionH,thebudget,isofparticularimportancebecausefortheCTSAhavingthreemechanisms,youwillhavetochoosetheSF424fortheUL1mechanismandKL2mechanism,whileyouwillchooseaPHS398trainingbudgetfortheTL1mechanism.ThiswillbeexplainedinmoredetailinthegeneralNIHRPPRinstructions.

Somepointstokeepinyour mindwhileyouareenteringinformationforthefirsttimeontheRPPR.WheninitiatingtheRPPR,theformatselectedmustbecompleted,oryouwouldneedtocontacttheeRAHelp Desktorestarttheprocess.ThiswillbemoreevidentwhenAmygoesovercompletingtheUL1RPPR.Also,remembertosaveperiodically,sincethereisnoautomaticsaveonthesystem.Thesystemwillcheckforerrorspriortosubmission.Therefore,pleaseinitiatetheprocessearly,becauseyoudon’twanttobecaughtupsubmittingyourRPPRlate.

Also,non-compliantpublicationsatthispointwillresultinawarning,whichisnotanerror.ThismeansthatyouwillbeabletosubmittheRPPRwithnon-compliantpublications.However,thiscandelaytheissuanceoftheNoticeofAwardsinceallpublicationsmustbeincomplianceorinprocesspriortotheaward.Again,Icannotstressthisenough.Startearly.SpecialcharactersarenotpermittedinthetextboxesastheywillnotbeproperlydisplayedinthefinalgeneratedPDF.Also,alluploadsorattachmentsdonothavepagelimits,butcannotbelargerthansixmegabytesperattachment.YouwillseemoreinformationaboutthisintheCTSA-specificRPPRinstructions.Finally,pleasereadandfollowalltheinstructionsfortheRPPRsubmission.ThismeansboththegeneralNIHRPPRinstructionsaswellastheCTSA-specificinstructions.

NowIwillhandthepresentationtoAmy,whowillbegoing—to presenthowtocompletetheUL1RPPR.

AMYBARTOSCH:Goodafternoon,everyone.FortheUL1RPPR,asGabementioned,youmustselectthecorrectformatwhenyouarebeginning,orelseyouwillneedtocontacttheHelp Desktoresettheapplication.And that’sthatfirstovalatthetop,whereitsays“doestheprojecthavecomponents?”FortheUL1,youmustanswer“yes.”Onceyou’vedonethat,thenyouwillbeabletoselectthecomponenttype,enteratitle,andthenclickaddcomponenttoaddthevariouscomponentsoftheCTSA.Inthiscase,whenwe’retalkingaboutcomponents,we’retalkingaboutyourkeyresources,keyfunctions,thosevariousthings.We’renottalkingabouttheU,theT,andtheK,asthosewillallbeseparateRPPRs.

FortheoverallUL1component,onceyouhavestartedtheprocess,youwillgettothecoverpage.Asyounoticeatthetop,therearedifferentlinkswhereyoucannavigatetodifferentsectionsbyclickingontheselinks.Youdonotneedtoentertheinformationinthatparticularorder.However,youdoneedtoclicksavebeforenavigatingtoadifferentscreen,orelseyouwilllosethedatayou’vealreadyentered.Inlargerinstitutions,youwillalsohaveadropdownmenuforselectingtheappropriateAuthorizedOrganizationRepresentative.PleasebesuretoselectthecorrectAOR,becausethatwillensurethattheRPPRgetsroutedtotheappropriateofficialwhenitcomestimetosubmit.

InSectionB,Accomplishments,youwillneedtoenterdatainthatfirsttextboxforthemajorgoals.OnceyouhavefilledthisoutonceintheinitialRPPR,thissectionwillprepopulateinfutureyears,soyouwillonlyneedtoeditthedata.Inthiscase,majorgoalsrefertothespecificaimsofyouraward.Inthesecondtextbox,thisiswhereyouwouldputanychangestoyourspecificaim.Donotusethistorequestachangeinscope.Thatisaseparatesubmittedpriorapprovalrequest.However,ifyouhavesubmittedarequesttochangetheaimsofyourawardandhavereceivedapprovalsincethelastRPPR,youwouldenterthatdatainthistextbox.

InthisSectionB2,whatwasaccomplishedunderthesegoals,thisiswhereyouwouldaddyourattachmentsfortheHighlights,Milestones,andChallengesReportandtheSelf-EvaluationReport.TheHighlights,Milestones,andChallengesReportisalsowhereyouwouldindicatearequestandshiftoffundsbetweentheU,K,andTmechanisms.ThisisoutlinedinmoredetailintheCTSA-specificinstructions.Also,forreportingAdministrativeSupplements,thatisalsointhissection,inSectionB3.PleasefollowtheNIH-wideRPPRinstructionsforhowtosubmitthatdata.However,everyCTSAshouldhaveatleastonesupplementtoreport,aseveryCTSAreceivedagoodclinicalpracticesupplementduringFY14.

Thenextquestion,SectionB4,thisiswhereyouwouldincludeyourTrainingRosterandTraineeDiversityReport.ThesereportsshouldonlyincludetheUL1-supportedtrainees.DonotreportonKL2scholarsorTL1traineesorinstitutionallysupportedindividualsinthissection.FortheUL1,youareonlygoingtobe reportingontheUL1-supportedtrainees.

InSectionCforProducts,thiswouldbethesectionwhereyouwouldbereportingonyourpublications.Again,onlyreportonpublicationsresultingfromUL1support.KL2orTL1publicationswillbereportedintheirrespectiveRPPRs.And again,besuretofollowtheNIHPublicAccessPolicywhencompletingthissection.Non-compliantapplicationswilldelayaNoticeofAward.Also,ifaRPPRissubmittedwithanon-compliantpublication,anautomatednotificationwillbesentbytheRPPRsystem,anditwillbesenttothePD/PIandtheAORdesignatedontheRPPRcoverpage.GranteeshavetheoptionofsubmittingupdatedpublicationinformationviaPRAM.

HereisalittlemoreinformationaboutPRAM.TherearetwoPRAMmodules:thepublicaccessProgressReportAdditionalMaterials—that’sthepublicaccessPRAM—andthenthere’salsoanagency-requestedProgressReportAdditionalMaterials.TheRPPRwillautomaticallysendapublicaccessPRAMrequestforanynon-compliantpublications.Theassignedgrantsmanagementspecialistmayalsosendaseparateagency-requestedPRAMnotificationforanyotherneededinformation.Instructionsfortheagency-specificPRAMmodulecanbefoundintheRPPRinstructionsChapter5.11,andthat’sintheNIH-wideinstructions.

And forthepublicaccessProgressReportAdditionalMaterials,thatwillbesentbytheRPPRsystemautomatically,andthisprovidesameansforthegranteetoenter,review,andsubmitupdatedinformation.PRAMusageisnotrequiredbutisstronglyencouraged,especiallyforthenon-compliantpublications.ThePRAMalsoallowsgranteestouploadandsubmitanupdatedMyNCBIPDFthatdemonstratesthatpreviouslynon-compliantpapersarenowcompliant.InstructionsforthepublicaccessPRAMareincludedintheNIH-wideRPPRinstructionsinChapter5.10.

Thenextsection,SectionC.4,iswherewediscussinventions.Anyinventions,patentapplications,and/orlicensesarereportedhereandiniEdison,asrequired.YoushouldincludetheiEdisonreportnumberinthissectionaswell.IfyouhaveanyINDorIDEinformation,itisreportedinC.5.a,OtherProducts,asanattachment.Itisincludedinthissectionbecausethere’snoattachmentfunctionalityinC.4.

InSectionD,fortheparticipants,it’saskingfortheindividualsthatareinvolvedintheproject.Youcanchoosetoenteranindividual’sCommonsuserID,andwhenyoudothat,theinformationwillpartiallypopulatebasedontheinformationcontainedintheirCommonsIDprofile.Usingthisfeaturewillgreatlyreduceyourdataentryburden.And theCommonsIDmustbeincludedforallindividualswithapostdoctoralroleand/orsupportedbyaReentryorDiversitySupplement.UseoftheeRACommonsIDisoptionalforallotherpersonnel.Inthispage,youwillalsohavetoreportonthePersonMonthseffort.Effortinthissectionwillberoundedtothenearestwholepersonmonth.Soifyouweredevoting2.4months,youwouldrounddownto2months.

Inthenextquestion,thisiswhereyouwilldiscussthelevelofeffort.There’saquestionaskingiftherehasbeenachangeinlevelofeffortforseniorkeypersonnel.Inthissection,youwouldreporttheactualeffortlevels,notwholenumbers.Soifyouweredevoting2.4monthsandyouwerereducingto2.2months,youwouldsay2.2months.Donotrounddownto2months.

Inthenextquestion,theyarediscussingthechangesinothersupport.Inpreviousyears,youhadtosubmitothersupportforallseniorandkeypersonnel.Now,youonlyhavetoanswerwhetherornottherehasbeenachangeintheirothersupport,andifso,youonlyincludetheothersupportfortheseniorandkeypersonnelwho’vehadchangesintheirothersupport.Also,whenyouareansweringquestionsorprovidinginformationforseniorandkeypersonnel,pleaseonlyusetheseniorandkeypersonnelasidentifiedinyourmostcurrentnoticeofaward.

InSectionEforImpact,inthetextboxthere,we’reaskingyoutoreportprojectedCTSAresourceusagefortheupcomingyear.And itwillbeinthreecategories:clinicaltrials,pediatricresearch,andAIDSresearch.TheusageamountshouldbefortheentireCTSA,includingtheU,K,andTifapplicable.

SectionG,SpecialReportingRequirements,thisiswheretheagency-specificorIC-specificrequirementswouldbereported.InthecaseoftheCTSA,thisiswhereyouwouldincludetheExternalAdvisoryCommitteeReport,whichshouldalsoincludearosterofyourEACmembers,thetermsofoffice,thedatesofthemeetings,thenamesoftheEACcommitteememberswhoattended,themeetingagenda,andanyCTSAstaffwhogavepresentations.PleasealsoincludeanyadhocorspecialEACreportsthatwereissuedduringthereportingperiod.

Inthisattachmentsection,youwouldalsousetheCompositeBudgetattachment.TheRPPRinstructionsforCTSAsincludesaspreadsheetforthisCompositeBudgetthatwe’veaskedyoutofillout,anditshowsalloftheUL1componentsplustheKL2andtheTL1,ifapplicable.ThebudgetfigurescontainedonthisspreadsheetmustmatchthebudgetfiguresthatwillbesubmittedintherespectiveRPPRs.

ThisGSectionalsoincludesthePilotProjectProgressReport.PleasedonotsubmitseparateUL1componentsforeachPilotProject.Reporttheminthisattachment.IfyouhaveIRBApprovalsorIACUCApprovals,wehavesuggestedapprovaltablesthatyoucanuseintheCTSARPPRinstructions.

FortheUL1ComponentSection,it’sverysimilartotheoverallsection.However,thereisaseparatecoverpagewhereyoushouldincludethetitle,suchasBioinformatics,andthenameofthecomponentlead,notnecessarilythePD/PIoftheoverallCTSA.

InSectionH,theBudget,fortheUL1youwillbeusingtheSF424(R&R)form.Onceallcomponentbudgetsareentered,thesystemwillgenerateanoverallbudgetfortheentireUL1grant.However,thesystemwillnotcalculatesub-awardorconsortiumbudgetsforthetotalcomponent,sototalsub-awardcostswillneedtobeenteredmanuallyintothelineitemF5foreachcomponent.PleaseseetheCTSA-specificinstructionsforcompletingtheBudgetJustification,whichisitemKinSectionH.BudgetJustificationsmustbeincludedalsoforeachsub-awardandconsortium.

DILCIAGRENALD:Thank you, Meryl. TheWeillCornellCTSCwasthefirstandonlyCTSAtoparticipateinthePilotResearchPerformanceProgressReport.And thiswasdoneattheinsistenceofAdrielVillegas-Estrada,ourResearchFinancialManager.ThiswasalsomyfirstexperienceinsubmittingaProgressReportthroughtheRPPRsystem.ImustadmitthatIwasalittlenervousaboutit,butAdyassuredmethatitwouldbeokay,soI’mgladthatIlistenedtohim.Adyjoinedthe CTSCin2013,andhecametousfromCornell’sOfficeofSponsoredResearchAdministration.HisexperienceinGrantsManagementandinRPPRsubmissionwasinstrumentalinthesuccessfulcompletionofthePilotRPPR.

ThefirstthingwedidwastoreviewandcomparetheNCATSandRPPRinstructions.AfterreviewingtheNCATSspecialinstructionsandcomparingittotheRPPRgeneralinstructions,werealizedthattheywerenotthatdifferentandthatcompletingthereportthroughtheRPPRwasnotsuchadauntingtask.Itwasjustgettingusedtoseeingitandprovidingtheinformationinadifferentformat.Inthepast,becauseofthepapersubmission,weneededanumberofpeopletoassemblethereport.But withtheelectronicsubmission,alotofthestepsinputtingtogetherthereportwaseliminated,anddataentrywasreducedtoonlytwostaff,whichwasAdyandmyself.And ttalsoresultedinlesspersonnelhourstocompletethereport.Becausethereportdoesnothavetobecompletedinsequence,youcancompleteanysectionsorcomponentsastheybecomeavailabletoyou.Youcanalwaysgobackandmakecorrectionsandcan alsoworkwithdifferentelementsofthereportatatime.

Westartedenteringthebudgetinformationfirst.Asidefromthepersonaldata,thebudgetsections arethelengthierones.Thebudgetneededtobeenteredinthreedifferentways:theSF424Budget,the CompositeBudget,andtheSpecialInstructionsTablegiventousbyNCATS.Itwasalotofwork.Iwasnotthrilledthatweneededtodothisinthisway.But westartedearlier,andwegaveourselvesampletimetocompletethissection.Intheend,wewerehappytohaveparticipatedinthePilotRPPR.Theprocesswasseamless,andasaresult,thereportwascompletedaheadoftimecomparedtopreviousyears.

I’mnowgoingtoturnitovertoAdy,whowillgiveyoutipsoncompletingtheRPPR.

ADYVILLEGAS-ESTRADA:So,whatIhopetoaccomplishistokindoftalkaboutwhatworkedforusandsomeoftheadvantagesofusingtheRPPR.Tome,IworkedinthePre-AwardOfficeformanyyears,and partofwhatIdidtherewastohelptransitionCornelltotheRPPR,sothat’skindofwhyIkindofinsistedthatwedoit,becauseIthoughtitwouldbeveryeasyforustodoit.And Ithinkitwillbeveryeasyforeverybodytodothisaswell.

ThemainadvantageoftheRPPR,frommyperspective,iselectronic.It’seasierthanyoumightthink.LikeDilciasaid,youcancompletethereportinparallelsequences.Youdon’thavetogoinanyparticularorder.Youcancompletethingsastheycomeavailabletoyouoryoufinishcollectinginformationforit.Oneofthe bestadvantagesisyoudon’tneedtopaginateorcreateatableofcontents.Thesystemdoesthatforyou.TheRPPRhasanerrorchecksystem,soyoualwaysknowwhetheryou’remissinginformationoryou’veleftsomethingblankbyaccident.It’sveryeasytoorganize,becauseeverythingissocompartmentalizedintheRPPRsystem.AsDilciasaid,itdoesrequirelessstaffinvolvement,justbecauseit’seasiertonavigateandputthingstogether.OneofthegreatestadvantagesoftheRPPRsystemisthatalloftheinformationthatyouputinthisyearisgoingtoberepopulatedintothenextyear’sRPPR,whichisahugeadvantageforeverybody.

Someofthetipsthatwe’regoingtoshareis,beforeyoustart,consultyourSponsoredProjectsOffice.Theymayhavehelpfultips,guides,orhands-ontraining.Wedefinitelyhadthathere.Ifyou’regoingtohavemultiplepeopleworkingonyourRPPR,makesurethatalltheappropriatedelegationsareinplace.Thatway,everybodyhasaccesstowhattheyneedtohaveaccess.Trytolookatyourdata,andtrytoprioritizeitintosmallmanageablebuckets.Ifyoudoalittleatatime,you’llknowthat by the end,you’llbeabletofinishitwellaheadoftime.Organizeanddividethepublicationsbymechanism.Astheysaidbefore,publicationsneedtobedividedbetweentheU,T,andK, sousewhateverinformaticstoolsyouhaveavailabletoyoutotryandfigureoutandseparatethemintotheappropriatemechanisms.

Oneofthethingsthatyoushouldnoteaboutis,decidewhoisgoingtoberesponsiblefordataentry.DilciaandIprettymuchmanagedallofthedataentryjustbecauseitwaseasierforustodoit.EitherIwouldcompletesomethingandthenshewouldverifythatit’swhatwewantedtoputin,orviceversa.Thelesspeopleyouhave,Ithinkit’seasier.Thatway,there’snottoomanyhandsinthecookiejar,astheysay.Startearly.Giveyourselfenoughtimetodoit.It’syourfirsttimedoingit.Ifyou’veneverdoneanRPPR,it’sgoingtobeyourfirsttime,youwanttostartasearlyaspossiblejustsothatyougetyourfeetwetandjuststartworkingonit.

AsDilciasaid,themostcomplicatedpartwillbethebudget,justbecauseyouhavetoenteralotofinformation.Thisisveryimportant.Youneedtoenteryourconsortiumbudgetorcomponent.Ifyouhaveoneconsortiumthat’sdividedacrossfiveofyourcomponents,you’regoingtohavetodividethatbudgetintoeachofthosecomponentsappropriately.

Giveyourselfsufficienttimetocompletereports.Thiscannotbestressedenough.It’sveryimportantthatyoudothisjustbecauseit’syourfirsttime,andatthesametime,you’renotonlyworkingonyourreport,you’realsoworkingonwhatyou’redoingregularlyaspartofyourworkscheduleintheCTSA.So youmightbebusywithmeetingsorjustdoinggeneralwork.Workonit,andgiveyourselfsufficienttimetocompleteit.Again,remembertosavebeforeyounavigateoutofapage.Thereisnoautosaveonthis.Save,save,save.Ilearnedthislessonthehardwayinsomecases.Becauseyougetsofocusedondoingdataentry,andthenonceyou’redone,youthinkyou’vecompletedit,andyouforgettosave.

Forus,onthePublicAccesspolicytips,whatwedecidedtodoherewascentralizethecomplianceprocess.Imanaged,alongwithDilcia,ateamofpeople.Wegavethemeachabout20to25publications,andtheywereresponsibleforgettingthepublication,uploadingit,navigatingtheprocesswiththeauthor,makingsurethattheywereontopofapproving,waiting for it tobeapproved,andjustgettingthatPMCIDcodeasquicklyaspossiblesothatyoucanmakesurethatallyourpublicationsarecompliantbythetimeyousubmityourprogressreport.It’sveryimportant,andwelearnedthisaswell—educateyourCTSAmembersonthePublicAccesspolicy.Informthemofwhattheimplicationsare,notonlyforyourCTSAsbutforthem.Wefoundoutthattherestillaremanyinvestigatorsthatarestillalittleunawareofwhatthepolicyis,soit’sveryimportantthatyoueducatethemonit.Holdtownmeetingsessions if you must, butit’sveryimportantthatyougetthewordoutonwhattheimplicationsarefornon-compliancewiththePublicAccesspolicy.And again,leverageanyinformaticstoolsthatyouhavetodivideyourpublicationsbetweentheU,K,andT.Wehadasystemherethatworked,sowewereveryfortunatewiththatattheendoftheday.

Somefinaltips.Makeuseofthe“checkforerrors”featureoftheRPPR.It’shighlightedhereinthered.It’saverybeneficialtool.It’llshowyouwhatyou’remissing,whereyou’remissingit,andagainlikeGabeandAmysaid,itwillpreventyoufromsubmittingyourRPPRifyouhaveerrors.Souseitasfrequentlyaspossiblejustsothatyouknowthatyourprogressreportisprettymuchintip-topshapebythetimeyourouteittoyourSponsoredProjectsOffice.Leverage, again,anyelectronicsystemsorinformaticstoolsthatyouhavetoobtainyourdataandorganizeitforyou.Thatway,allyouhavetodoiseithercopyandpasteoruploadaPDF.And don’tbeafraidtoaskquestions.IthinkDilcia and I, andMeryl, we spent many times—andobviously otherpeopleatNCATS—talkingaboutourpilot,askingquestionsaboutwhatwewereunsureof,whatwethoughtwaswhatweneededtodo things by.Wedefinitelyaskedalotofquestions.Itwasveryinteractive,andattheend,wewereabletosubmitourprogressreportontimeandwereabletodoitproperly.That’sprettymuchitforus.
