Research Bid Manager

Job Title: Research Bid Manager

Department: Development Team

Based: Central Office

Responsible to: Director of Development

Staff Supervised: Bid Coordinator

Purpose:

To support the work of SIG’s development team, with particular responsibility for:

•Providing the analysis and dissemination of business intelligence and data, to support SIG’s bids and strategic planning

•Write and supportcolleagues to develop excellent, winning bids and proposals

Responsibilities

•Provide the analysis and research to support bids and business proposals across the SIG

•Writing, editing and quality assuring bids and proposals to win new business for the SIG and its member organisations

•Review and provide the evidence base to support strategic and tactical decision making within the SIG

•Collate and systemise stakeholder information and intelligence, supporting SIG colleagues in their stakeholder management

•Ensure Service Users needs and views (and their carers) support the development of new services and bids.

•Ensure the business and proposals are informed by national policy and guidance, local needs and political insight particularly in the area of:

  • Health
  • Housing and Homelessness
  • Mental Health
  • Substance Use
  • Criminal Justice
  • Disability
  • Social care
  • Other vulnerable and complex needs

•Engage utilise and communicate effectively with colleagues from SIG central services and Operational leads - to ensure their knowledge and specialisms guide effective bids, political insight and local tactics.

•Support colleagues to develop presentations, where requested write briefings and lines to take for potential presentation questions.

•Chair (when required) proposal and presentation development meetings with senior colleagues, supporting decision-making and agreeing bid development plans.

•Support the project management of bids and proposals

•Ensure that all proposals and bids are cost-effective, financially modelled and viable.

•Keeping internal and identified external stakeholders involved and informed through clear communications.

•Develop and deliver internal training or coaching as required.

•Support the SIG development team to build a bid library of methods, text and good practice examples.

Intelligence and analysis

•Design the systems and processes that will collect and provide the business and market intelligence that will inform SIG’s strategic planning.

•Produce regular monitoring reports for the senior and executive management team, presenting analysis and the implications for the business, as required.

•Workwith the rest of the team to support and steer the information and data monitoring and recording of tender opportunities and outcomes.

•Support decisions about what SIG should and shouldn’t bid for, by providing methodologically, commercially and strategically aware assessments of tenders and proposals

Team management

•Supportthe Director of Development in co-ordinating the work of the team, ensuring staffing resources are allocated appropriately, workload proactively managed and decisions communicated clearly to colleagues.

•Deputising for the Director of Development if required.

•Leading or contributing to the design or refinement of processes that the development team is responsible for.

•Line management of the Bid Coordinator

Other responsibilities:

•Attending and/or helping to organise meetings, SIG conferences and other events.

•Establishing, developing and maintaining contacts and good relations with clients, external stakeholders and SIG colleagues and services.

•Contributing to the development of quality standards and ensuring these are met consistently.

•Effectively representing the SIG at seminars, external working groups and stakeholder meetings.

•Participation in departmental and SIG working groups as agreed with the Director of Development.

•Attending departmental or SIG-wide meetings.

•Conducting other professional duties, as directed by the Director of Development.

•Ensure consistent and effective implementation of SIG’s Equality & Diversity policy and procedures.

•Positively promote an environment within SIG which respects and values the diversity of both staff and service users.

Person specification:

•Good knowledge of research and evaluation design and the range of quantitative and qualitative methods used in social research (graduate level and above)

•Experience of planning and developing compliant and successful proposals/bids.

•Sound judgement, good interpersonal and persuasive skills, and the confidence to operate with autonomy.

•Ability to stimulate, contribute to and challenge thinking on proposals, designs and methods.

•Enthusiasm to develop services that meet the needs of our clients and service users.

•Excellent organisation and time management skills.

•Attention to detail and to produce accurate and high-quality work.

•The ability to prioritise work and be effective while supporting multiple bids and activities.

•Ability to demonstrate a head for figures and a sound commercial understanding.

•Experience of designing, executing and quality assuring analysis to inform strategic decision-making.

•Experience of contributing to strategic and commercial decisions on which contracts to bid for.

•An understanding of bid and proposal development, contract management and legal requirements

•An understanding of how diversity may affect outcomes for those with vulnerabilities and complex needs.
