D(iv)Description of Work and Role/List of Roles:

The SSC Executive Group support, maintain and develop innovative, robust and sustainableIT solutions across Corporate, Early Childhood and Child Care Education, comprising School Education, Higher Education and Vocational Education and Training; Indigenous; International; Social Inclusion and Youth to enable delivery of the Department of Education objectives.

The SEMIS project team aim to meet the needs of the Department and our business areas and clients through the development and maintenance of innovative, robust and sustainable corporate systems.

The Senior Business Analystwill be a member of the Schools Systems Transformation section within the Business EnablingBranch. The successful candidate will work as part of a team and be responsible for conducting a full range of systems analysis activities and producing diverse documentation on the SEMIS project. The person is expected to:

  • Engage with internal and external stakeholders within the department such as relevant business areas, IT development and support teams and others
  • Undertake system analysis tasks such as organising and conducting stakeholder workshops, collecting user requirements, and converting them into detailed functional and non-functional requirements, writing Use Cases, data specifications and test cases if required
  • Have solid technical writing for use by technical people (for integration, installation etc.)
  • Ensure that technical documentation and system artifacts are of high standard and satisfy quality criteria as per the Techology Solution Group’s (TSG’s) Application Development Quality Framework (ADQF), and
  • Take part in development of testing strategies, test scripts and solid presentation/report writing skills.
  1. Selection Criteria:

Describe your industry based knowledge and experience in the delivery of systems requirements based on the following:

a)Minimum three years’ experience as aBusiness Analyst in software development projects utilisingObject Oriented Methodologies working with a range of many and varied stakeholders developing:

  • User Requirements models
  • System artefacts (Use Cases)
  • Business Domain models
  • Business Process models
  • Functional Specification writing, and
  • User Experience / User Interface models and specifications.

b)Demonstrated skills in using requirements management tools to support large-scale systems development.

c) Well developed communication skills, including:

  • Excellent written, verbal and interpersonal communication skills
  • Negotiation and liaison skills
  • Demonstrated experience in conducting workshops with business users and working effectively in a team environment, and
  • Presentation and training skills.

d)Demonstrated capacity to work effectively:

  • as a mentor
  • as a team member
  • as an individual, and
  • to tight timeframes.

DESIRABLE

e)Knowledge and experience of the Department of Education programs and applications.

  1. Evaluation Criteria:

Responses will be evaluated according to the following criteria:

  • The selection criteria as outlined in item E above, which must be addressed
  • Availability, and
  • Fees.

Hours are capped at 40 hours per week.

Successful candidates will be required to complete a Knowledge/SkillsTransfer Plan.

Names and contact details of two referees (where possible including the most recent / current client) should be provided, as well as a full resume of relevant experience.

(Note: Where Personnel are required to travel in the course of performing the Work, the Department will reimburse You the costs of such travel at an amount not exceeding that applying to non-SES Departmental employees as amended from time to time. The Department will not advance monies or otherwise pay for any costs incidental to the travel, other than by way of a reimbursement to You).

The successful candidate must be an Australian Citizen.

The minimum security clearance level for this particular position is:Baseline

All positions are “Trusted” and all candidates will undergo an AFP Records Check. This check will be arranged by the Department on commencement. The Australian Government will meet the standard AFP cost.

  1. Lodgement of Quotation

Upon receipt of a Request for Quote (RFQ) You may, but are not obliged to, within the time frame specified in the Request for Services identify pre-vetted candidates for each position that satisfy the requirements specified in the Request for Services and prepare a Quotation, which may be provided by email or by any other means, as specified by Us, including:

a. A covering letter that summarily identifies each of the candidates on offer along with their:

(i) associated fees

(ii) availability

(iii) citizenship details, and

(iv) account manager name and contact details.

b. a curriculum vitae for each of the candidates on offer

c.a brief statement of the candidates claims against the selection criteria as detailed in the Request for Services (limited to two pages in length) for each candidate

d.the contact details of at least two professional referees for each proposed candidate; and any other requirements specified in a Request for Services.

Your response to this Service Request (the Quotation) must be submitted via email before the nominated closing time to:

  1. Late Responses

Late Responses will not be accepted.

  1. Information Provided in Quotations:

All Quotations submitted in response to this Service Request become the property of the Australian Government on submission. The Department may make copies of the response documents for any purpose related to this Service Request.

All information provided in response to this Service Request:

  • will be retained by the Australian Government for the purposes of the quote process, and can be destroyed by it thereafter; and
  • will be available for use by the Australian Government and its advisers and consultants for any purpose connected with the quote process.
  1. Requests from the Department for Further Information

Where it is necessary for the Department to direct material queries to Contractor during the evaluation process, the Contractor will be required to respond in writing to all such queries made by the Department within three (3) working days of the Contractor’s receipt of the query. Where such clarification materially alters the Response, the Department may not admit it for evaluation. Evaluation will be based on the information provided in the Quotations where answers to specific queries are not provided within the specified time.
