REQUEST FOR RESPONSE – Video Downlink System

SPECIFICATIONS– VIDEO DOWNLINK SYSTEM
This procurement seeks to provide the Department of State Police with a system capable of receiving video from existing airborne transmitters installed on State Police helicopters and delivering it to authorized users via an IP network. The system should include field surveys, engineering, installation, configuration, setup, testing, acceptance and all related parts and equipment. Responses should also include recommended training, service, support, maintenance and warranty of the system and its components for the first two (2) years, and include maintenance contract language for at least ten (10) years.
Specifically, the scope includes, but is not limited to:
- Install receivers at locations around the state to provide near statewide reception capabilities
- Utilize existing microwave, fiber and commercial IP networks to backhaul the video from the receive sites to a central location
- Provide an IP diverse switch and video server to which authorized users from web-based and mobile devices can connect to view video
- Vendor shall stipulate both in scope of work and by network diagram the maximum air-miles required between receiver sites to provide coverage throughout Massachusetts.
Services needed include, but are not limited to:
- recommending installation locations
- providing coverage predictions. Assume the helicopter will be flying and transmitting from an altitude of 750 feet above ground level (AGL) with a licensed EIRP of 50.5 dBm.
- providing space, power and cooling requirements
- conducting field surveys to determine installation specifics
- conducting tower loading analyses. See note below regarding the American Tower site.
- conducting environmental and historical studies
- securing permits and permission to install equipment at specified locations
- providing, installing, maintaining and repairing proposed equipment
- all installation and grounding shall be per Motorola’s R56 Standards and Guidelines for Communication Sites (available from Motorola Solutions), including any protection devices required by R56
- field technical support and training regarding the operation of the proposed equipment
- recommendations for backhaul solution(s) and requirements between receiver sites and data center
- connection of proposed equipment to department provided backhaul solution(s)
Suggested receiver site equipment may include, but is not limited to:
- Receivers / BDCs capable of operating between 6.425 and 6.525 GHz
- Each receiver should be capable of six diversity inputs
- Self-contained six sector antenna with integrated BDCs. At sites where self-contained antennas cannot be used, individual panel antennas with external BDCs may be specified.
- Receivers must be compatible with existing Vislink HDX-1100 transmitters (DVB-T COFDM, 6-8 MHz bandwidth, QPSK-16QAM-64QAM) with Troll SkyLink MINI II antennas
- Intermediate frequencies utilized between the BDCs and receivers should avoid using frequencies from transmitters and/or receivers present at or within ¼ mile of the receiver site (i.e. nearby cellular and two-way radio transceivers)
- Receivers should have composite, SD/HD-SDI and IP outputs
- Receivers should support MPEG-4 SD and HD
- Receivers should support remote monitoring and control by IP, including a hard power reboot option (via an external device is acceptable)
- Receivers should support Bcrypt 128/256 bit encryption
- Managed network switches capable of fiber connections (mini-GBICs) should be installed at each site, such as an HP ProCurve 2620-24 or equivalent.

Site specific comments:
- Add rack mount UPS for proposed equipment.
In lieu of a UPS, the Commonwealth will also accept (and prefers) a rack mounted -48 V DC-AC inverter, such as a NewMar 48-1000RM or equivalent. The Commonwealth will supply a dedicated AC circuit and -48 VDC power source, including the appropriate breaker or fuse.
- Add (2) Aviat Eclipse INUs to existing microwave link (one at each end) to enable IP operation.
Only (1) INU is required. The components required that INU includes, but is not limited to,a 2RUAviat Eclipse INUe, 50 Mbps IP node software license, Ethernet over TDM NTU, node protection card, aux alarm I/O card, DAC GE3 Ethernetcard, (2) DAC 16 DS1 cards, (2) DAC 16 Y header cables (length 15m). In addition, (2) additional DAC 16 DS1 cards and (2) additional DAC 16 Y header cables (length 15m) are required.
- Add rack mount UPS for proposed equipment. Existing antenna on top of tower leg may need to be relocated. Add (2) Aviat Eclipse INUs to existing microwave link (one at each end) to enable IP operation. Install approx. 200’ outside plant, single mode, 12 strand fiber with termination panels in existing conduit between two buildings. Provide (4) RAD OP106 fiber MUXes and corresponding fiber patch cables to utilize new and existing fiber between three buildings.

Only (1) INU is required. The components required for that INU includes, but is not limited to,a 2RU Aviat Eclipse INUe, 50 Mbps IP node software license, Ethernet over TDM NTU, node protection card, aux alarm I/O card, DAC GE3 Ethernet card, Qty (4) DAC 3 DS3cards, Qty (4) DS3 slimline BNC splitter/combiners.
- Provide (2) RAD OP106 fiber MUXes and corresponding fiber patch cables to utilize existing fiber between two buildings.
- Mounting location will be approx. 150’ up the 365’ tower. This site will likely need panel antennas. Equipment placed on this tower will need ice protection installed above it.
This site is owned by American Tower Corporation. American Tower will require payment for the performance of a tower loading analysis by their engineers. American Tower will also require the use of contractors certified by them.
Suggested video comparator / server equipment may include, but is not limited to:
- Should be capable of handling connections from the suggested five sites listed above, plus two existing sites
- If necessary, supply replacement equipment for existing receivers that are currently in use at Massport / Boston Logan International Airport (Vislink HDR-3000) and in Mobile Command Post 1 (Vislink HDR-3000) in order to maintain compatibility with the proposed system(s)
- Provide (3) hardware decoders capable of receiving full-rate HD video from the server, with composite, component, VGA and/or HDMI outputs.
- Server should be capable of providing feeds directly to the hardware decoding devices.
- Server should be capable of providing feeds directly to an existing Genetech video system.
- Server should be capable of providing feeds to authorized mobile users via network connection. Feeds should be variable bit rate adaptive. Users should not be required to install specialized apps, software or clients to view the feed.
- Indicate the number of simultaneous mobile user feeds and hardware decoder feeds, as well as any limitations (i.e. total number of user accounts, bandwidth restrictions, etc.).
- Server should be capable of remote management, including the creation / modification / deletion of user accounts.
- Indicate if the feeds (hardware decoders, Genetech and mobile users) are capable of encryption, and indicate the type.
- Indicate the archiving and storage capabilities of the server.
- As an option, indicate the cost and feasibility of locating a redundant comparator and server at a geographically diverse location, connected to the same backhaul system(s) from the receivers.
General Requirements:
- The Commonwealth will provide the appropriate antenna support structures, equipment shelters, power connections and backhaul system(s), except as noted above.
Specific tower mounting locations and configurations will be selected with the successful bidder after a contract is awarded. The bidder should make suggestions regarding their desired mounting location and configuration (i.e. flange mount, standoff, etc.).
At each site, the Commonwealth will provide a rack mounted power strip with a minimum of six 120 VAC / 15 A receptacles fed by a dedicated 20 A circuit.
- Bidder should indicate the requirements for backhaul and feeds (i.e. CIR, latency, jitter, VLAN, QoS, etc.).
- Indicate if the combined systems are capable of end-to-end encryption, from the transmitter to the end user, and/or at what points the transmissions are encrypted / decrypted.
- Bidder should indicate the network requirements for the backhaul from receivers to server, and the feeds from server to users. Specifications should include, but are not limited to, specifying the minimum and maximum bandwidth requirements, committed information rate (CIR), latency, jitter, VLAN tagging capabilities, and QoS capabilities.
- Bidder should provide an end to end diagram that depicts all interconnects and transport parameters. The diagram should include, but is not limited to, depictions of data flow, IP ports and protocols.
- Ensure each contractor performing work is qualified, properly licensed and insured. Each contractor will need to supply certificates of insurance naming the Commonwealth of Massachusetts / Department of State Police and the owner of the tower / site as certificate holders and additional insured parties.
- Frequency plans for each site, detailing the current frequencies in use at each site for all tenants, will be made available to the successful bidder after award.
- Copies of the latest tower loading analyses for each site, detailing the location, user and frequencies of current antennas in use at each site for all tenants, will be made available to the successful bidder after award.
