Environmental Waste Management & Storage Tanks

BACKGROUND –

PennDOT must provide training to comply with applicable regulations. These regulations establish the management standard for small quantity generators of Universal Waste. Training is provided to ensure construction and maintenance personnel are knowledgeable of and can properly apply Universal Waste management procedures.

OBJECTIVE -

The objective of this project is to provide training related to specific environmental training courses, and to update, revise, and/or develop these courses as necessary on behalf of the Pennsylvania Department of Transportation (PennDOT), Business Leadership and Administrative Services Office (BLASO), Technical Training and Development Section (TTDS).

Hazmat General Awareness Training for Construction Personnel provides a general awareness of the US DOT HAZMAT (hazardous materials) and Transportation Security Training (Manifest Training). The primary goal is to provide personnel responsible for the review, completion and signature of waste manifests with the information necessary to complete the form or identify whether the manifest is completed properly in compliance with 49 CFR 172.704.

Hazmat General Awareness Training for Maintenance Personnel provides a general awareness of the US DOT HAZMAT (hazardous materials) and Transportation Security Training (Manifest

Training).The primary goal is to provide personnel responsible for the review, completion and signature of waste manifests with the information necessary to complete the form or identify whether the manifest is completed properly in compliance with 49 CFR 172.704.

Storage Tank Operator (Operations) - PUB 694 - Refresher instructs participants on tank regulations and how they pertain to PennDOT's operations. This course is considered PennDOT's PA DEP certified (Class A) and District Storage Tank Coordinators (Class B) training. Prior to delivery, this course must be accepted by PA DEP for UST Operator A & B training in compliance with PA 25 Chapter 245.436(b) 1&2.

Waste Site Evaluation - PUB 281 - Procedures provides an overview of the content of Publication 281, the Department's Waste Site Evaluation Procedures, and includes a half day of discussion on the latest revisions (2004) and their impact.

Waste Site Evaluation - PUB 281 -Refresher will provide an overview of the entire Department manual, but will focus on recent updates and amendments to the Publication. Recent amendments include waste management reporting and records retention requirements, environmental due diligence procedures, compliance with Pennsylvania's Clean Fill procedures, materials sampling and chemical analysis selection, waste management plan preparation, and special provisions use. Personnel performing and/or managing consultants that perform these environmental services should be familiar with the Publication's procedures.

Environmental Special Topics Webinars are one (1) - two (2) hour webinars to address topics of interest regarding various Environmental training topics to include, but not limited to Managing Universal Waste, STAMPP Illicit Discharge, MS4, NESHAP, Air Monitoring and Recycled Materials Usage.

REQUIREMENTS -

The term of the contract shall be upon Notice to Proceed through June 30, 2017.

The awarded Contractor shall implement the following when instructing each course:

·  Application of Adult Learning Theory throughout delivery.

·  Hands-on activities combined with facilitated discussion of essential learning factors with application to a technical environment providing the opportunity for participants to share experiences and solutions.

·  PennDOT-related transportation scenarios to stimulate awareness and discussion.

CONTRACTOR RESPONSIBILITIES –

The awarded Contractor shall:

•  Not use participant contact information for any reason outside the scope of this project.

•  Not subcontract the in-classroom teaching without the expressed knowledge and consent of the TTDS Project Manager.

•  Acknowledge that all PennDOT copyright training materials, detailed outlines of program agenda, lesson plans and facilitation aids are property of PennDOT.

•  Have the necessary number of instructors available for each class scheduled. This would include a substitute instructor on standby for any unforeseen circumstances.

•  For costing purposes, estimate one (1) instructor per course.

•  Proofread all necessary course materials for completeness, including all grammatical and punctuation errors.

•  Develop the webinar presentation which shall include any material needed to present the webinar.

•  Provide in an electronic medium, all the printable materials in its original format as well as in a PDF format and a detailed explanation on how the materials shall be put together.

PennDOT shall be responsible for all printed course materials, including any publications where applicable.

•  Additional/substitute instructors must be approved by the Project Manager through a written request from the awarded Contractor.

•  Provide the TTDS Project Manager with a detailed log of items included in the invoice along with an OS-501 Confirmation of Services form.

TASKS AND DELIVERABLES COST

TASK A: TRAINING

A1: HAZMAT General Awareness Training for Construction Personnel (Max 35 students)

Deliverable: One (1) course offering – Notice to proceed through June 30, 2017.

This is a one (1) day course, intended for those PennDOT Project Delivery personnel whose responsibilities include completion and/or signing of hazardous waste manifest. Personnel includes but are not limited to PennDOT Construction Inspectors and Project Managers. This course provides a general awareness of the US DOT HAZMAT (hazardous materials) and Transportation Security Training (Manifest Training). The primary goal is to provide personnel responsible for the review, completion and signature of waste manifests with the information necessary to complete the form or identify whether the manifest is completed properly. This course uses US DOT training materials.

Upon successful completion of this course, participants shall be able to:

·  Recognize hazardous material (HAZMAT) transportation safety and security mandates that affect PennDOT employees involved in shipping or receiving hazardous materials.

·  Explain the difference between hazardous wastes, hazardous materials, and materials of trade.

·  Identify the HAZMAT Regulations related to materials shipping and transportation

·  Recognize the requirements of Transportation Security requirements

·  Comply with training and testing requirements in 49 CFR 172.704(Initial training/testing at least every 3 years)

·  Provide the personnel assigned to review or complete waste manifests with the information necessary to complete the form or identify whether the manifest is properly completed for signature

·  Reference and identify the RCRA Hazardous Waste Regulations.

·  Identify when hazardous waste manifests are required

·  Explain the differences in marking/placarding of hazardous materials as required by U.S. DOT Chart 13 (49 CFR, Part 172)

·  Identify and reference the Hazardous Materials Table as related to materials shipping

A2: HAZMAT General Awareness Training for Maintenance Personnel (Max 35 students)

Deliverable: Two (2) course offerings – Notice to proceed through June 30, 2017.

This is a one (1) day course, intended for those PennDOT Maintenance personnel whose responsibilities include completion and/or signing of hazardous waste manifests. Personnel includes but are not limited to PennDOT District Maintenance Environmental Coordinators, County Maintenance Managers, County Equipment Managers, County Purchasing Agents and Clerks. This course provides a general awareness of the US DOT HAZMAT (hazardous materials) and Transportation Security Training (Manifest Training). The primary goal is to provide personnel responsible for the review, completion and signature of waste manifests with the information necessary to complete the form or identify whether the manifest is completed properly. This course uses US DOT training materials

Upon successful completion of this course, participants shall be able to:

A3: UST Class A & B Operator Training (Max 35 students)

Deliverable: One (1) course offerings – Notice to proceed through June 30, 2017.

This is a one (1) day course, intended for those PennDOT personnel whose primary responsibilities are to operate and maintain the underground storage tank system and facility (Class A Operator), or implement applicable underground storage tank regulatory requirements and standards in the field or at the storage tank facility (Class B Operator), or wish to expand their knowledge of storage tank management procedures. Personnel includes but are not limited to SEMP Section personnel, District Storage Tank Coordinators, SEM PMs, County Maintenance Managers. This course provides the PennDOT Storage Tank Coordinators and other staff involved with PennDOT tank operations with the PADEP mandated technical storage tank training required to comply with Pennsylvania and Federal storage tank regulations. This training also provides the District Tank Coordinators with the knowledge and materials to instruct facility personnel responsible for day-to-day operations of storage tanks in compliance with PA 25, Chapter 245.436(b)1&2. The course uses the Department's Storage Tank Manual (Publication 694) as a reference, and covers:

1)  Management of storage tanks (USTs and ASTs) regulated under the PA Storage Tank & Spill Prevention Act (Tank Act);

2)  Management of non-regulated storage tanks;

3)  Permits, inspections, maintenance, and records retention;

4)  Corrective actions and emergency response planning (Combined Facility Response Plans).

5)  PADEP has mandated that the Class C operators are trained by August 2011.

Upon successful completion of this course, participants shall be able to:

·  Understand roles and responsibilities of PennDOT's Storage Tank Class A, B, and C operators.

·  Understand the broad regulatory environment governing the installation, operation, maintenance, and closure of regulated and unregulated above and underground storage tanks.

·  Appropriately assess, plan, and implement the necessary release and release prevention actions associated with storage tanks.

·  Comply with the permitting, reporting, and record keeping requirements established in Federal and State Regulations and PennDOT policies.

·  Perform Class C Operator Training

A4: Waste Site Evaluation Procedures Training (Max 35 students)

Deliverable: One (1) course offering – Notice to proceed through June 30, 2017.

This is a two (2) day course, intended for those PennDOT personnel or Consultants involved with waste site investigations associated with Transportation Project Development Process, maintenance activities involving ground disturbance, and the acquisition or divestiture of PennDOT facilities. This course provides an overview of the content of Publication 281, the Department's Waste Site Evaluation Procedures, and includes a half day of discussion on the latest revisions (2004) and their impact.

Upon successful completion of this course, participants shall be able to:

·  Understand the purpose and the overall procedures of the Pub. 281 Waste Site evaluation process, its relationship with governing laws and regulations, and its relationship with the NEPA Process and the Transportation Project Development Process;

·  Identify the roles and responsibilities of District, Central Office, and consultant staff within the Pub. 281 Process; and

·  Recognize the appropriate use of sampling methodologies, recommendations, and various pre-, post-, and in-construction efforts to protect human health and the environment from contaminant exposure

A5: Waste Site Evaluation Refresher Training (Max 35 students)

Deliverable: One (1) course offering – Notice to proceed through June 30, 2017.

This is a one (1) day course, intended for PennDOT District personnel and consultants who evaluate potential waste sites associated with transportation improvements. This refresher course will provide an overview of the entire Department manual, but will focus on recent updates and amendments to the Publication. Recent amendments include waste management reporting and records retention requirements, environmental due diligence procedures, compliance with Pennsylvania's Clean Fill procedures, materials sampling and chemical analysis selection, waste management plan preparation, and special provisions use. Personnel performing and/or managing consultants that perform these environmental services should be familiar with the Publication’s procedures. Personnel involved with right-of-way acquisition, project design and construction, and maintenance activities, where waste handling is required, should also be familiar with this document.

Upon successful completion of this course, participants shall be able to:

·  Understand the purpose and overall procedures of the Publication 281 Waste Site Evaluation process, its relationship with governing laws and regulations, the applicability of EDD, and its relationship with NEPA and Design, Construction, and Maintenance processes.

·  Identify the roles and responsibilities of the District and Central office staff, and outside consultants within the waste site evaluation process defined in Publication 281.

·  Recognize and understand the applicability and appropriate waste screening, sampling, and analytical characterization methodologies; recommendations; and post-construction efforts to protect the environment and minimize environmental liability.

·  Recognize and apply the changes in the recently updated Publication 281.

A6: Environmental Special Topics Webinars Training (unlimited students)

Deliverable: Four (4) webinars offerings – Notice to proceed through June 30, 2017

These webinars are intended for varied audiences from PennDOT. All webinars are one (1) to two (2) hour webinars to address topics of interest regarding various Environmental training topics to include, but not limited to Managing Universal Waste, STAMPP Illicit Discharge, MS4, NESHAP, Air Monitoring and Recycled Materials Usage. All webinar materials exist except the Environmental Special Topic webinar Managing Universal Waste. This webinar must be developed and should not exceed an hour in length. The specific webinars to be selected will be done at the mandatory planning session. All webinars will be presented in Harrisburg.

Presentation: Contractors shall provide a unit cost per class for Task A as shown on the Cost Matrix, Attachment B, all inclusive of the contractors cost to provide the courses as described with the exception of materials for students. The presentation cost shall include travel time to the training location, costs incurred for overnight stays, as well as subsistence entitlement.
