REQUEST FOR PROPOSALS

Notice is hereby given that the City of Mobile is requesting proposals from interested firms, qualified to provide pavement assessment, management, and professional engineering services.

SCOPE OF SERVICES

The City of Mobile Engineering Department seeks qualified firms to perform a City Wide pavement inspection and evaluation of all roadways (all surface types) within the City. There will be approximately 1,050 miles of roadways to be considered.

The contract scope of work will include the following (City will provide base GIS layer):

  1. Identify street sections/segment that are:
  2. Full asphalt build-up
  3. Full concrete build-up
  4. Hybrid asphalt over concrete build-up
  5. Other
  6. Evaluate each street sections/segment of roadway and produce a GIS layer(s) to reflect:
  7. Surface type
  8. Surface condition (provide a numerical grade per street sections/segment & an alpha-numeric rating)
  9. Striping condition
  10. Other items may be included upon consultant selection and negotiation of contract.
  11. Provide recommended surface treatment per street sections/segment
  12. Provide recommended treatment intervals
  13. Provide recommended budget cost to maintain the network (how much should City budget on an annual basis)
  14. Identify node segments that are recommended for complete rebuild vs. maintenance resurfacing
  15. Data shall be provided in excel and ARCMAP

EVALUATION

Proposals submitted by interested firms shall be a maximum of four (4) pages, including cover letter. Qualified firms will be evaluated on the following information.

1.  Statement of specific prior experience. List similar roadway inspection contracts. Describe their procedures, management and final results.

2.  Statement of qualification and availability of staff that will perform the inspections. Name, location, and specific individual experience (paragraph resume) of team members that will perform the inspections, compile and manage the data, and those that will interpret the data and make recommendations, including qualifications and similar experience.

3.  Estimate of professional, sub-professional, clerical, etc. man-hours proposed to complete the project.

4.  Availability of equipment and special services necessary to complete project.

5.  Timeliness to complete the effort.

Proposals must be received by the City of Mobile Engineering Department no later than 3:00 p.m., October 30, 2017. Submit three (3) original copies of the Qualifications, sealed and properly labeled as “2018 Pavement Evaluation and Management”.

A contract will be negotiated with the firm or individual whose qualifications are determined to be the best suited for the contract requirements. The City of Mobile reserves the right to reject any or all proposals, and to waive any irregularities or informalities in the proposal process.
