BACKGROUND

  1. INVITATION

Printing companies with relevant skills and experience are invited to submit applications to the Government Pensions Administration Agency (GPAA), for printing envelope labels and perform mailroom function fora period of three years.

1. The GPAA is a government component established in terms of Section 7A (4) of the Public Service Act (1994) with effect from 1 April 2010 and its mandate is to administer pensions on behalf of GEPF and National Treasury.

1.2 Currently the GPAA has commissioned a printing company to render printing services. The service, however, excludes the printing of envelope labels and a mailroom function. We therefore require another service provider to render mailroom services.

  1. SCOPE OF WORK

2.1Printing and distribution of GEPF material is outlined below:

Newsletter for pensioners (fundnews) A4 roll fold to DL size: laser print members’ names and postal addresses on labels, affix labelstoenvelopes, insert newsletters into envelopes, sort, seal, bundle and deliver to the Post Office fourtimes per year.

Payment advice slipsfor pensioners: A4 roll fold to DL size: laser print members’ names and postal addresses on labels, affix labelsto envelopes, insert payment slipsinto envelopes, sort, seal, bundle and deliver to the Post Office fourtimes per year.

Annual pension increase letter for pensioners: convert pension numbers, translate pension numbers, laser print pensioners’ names and postal addresses on envelopes, insert letters into envelopes, sort, seal, bundle and deliver to the Post Office annually.

A Frequently Asked Questions (FAQ) document will be enclosed with the pension increase letter in each envelope.

Calendars for pensioners: enclose the calendars with the thirdquarter newsletter for pensioners at the end of the year, sort, seal, bundle and deliver to the Post Office annually.

Membership cards and letters for pensioners: print and insert pensioner cards and letters into envelopes,sort, seal, bundle and deliver to the Post Office weekly.

Benefit statements for active members: convert member numbers, translate member numbers into barcodes, laser print members’ names and postal addresses on envelopes, insert statements into envelopes, sort, seal, bundle and deliver to the Post Office annually.

Member guides for active members: laser print members’ names and postal addresses on labels, insert member guides into branded polythene plastic coverings, sort, seal, bundle and deliver to Post Officeat beginning of the year, for two years.

Member guides for pensioners: laser print members’ names and postal addresses onto labels, insert member guides into branded polythene plastic coverings, sort, seal, bundle and deliver to Post Office at beginning of the year, for two years.

Personalisedletters for active members: laser print members’ names and postal addresses onto labels, affix labels onto envelopes. Insert letters into envelopes, sort, seal, bundle and deliver to the Post Office twice a year.

  1. REQUIRED EXPERIENCE

The appointed printing company has to have necessary experience as outlined below:

Proven experience in data verification, conversions, data analysis and reporting.

Proven ability and track record in mailroom function.

  1. DELIVERABLES

4.1The biddersare required to perform the following as part of the service:

  • Laser print members’ names and postal addresses onto envelope labels, affix labels onto envelopes, insert newsletters / letters into envelopes, sort, seal, bundle and deliver to the Post Office.
  • Laser print return address details onto the upper left-handarea of the envelopes for return mail monitoring by the GPAA on all items.
  • Imprint “Permit Mail” and “GEPF” onto the upper right-hand area of the envelopes.
  • Convert pension numbers and translate them into barcodes.
  • Print bar codes onto the address labels for non-window envelopes.
  • Postal Address Management Services Suppliers (PAMSS) and issue certificates every six months during the duration of the contract as follows:
  • Address validation,
  • Cleaning of bad addresses,
  • Eradicating duplication,
  • Postal sorting, and
  • Data analysis, formattingand reporting.
  • Submit a detailed report after every project outlining mailable and non-mailable addresses.
  • Quality assurance

4.2The GPAA will provide a database of addresses for envelope labels.

4.3The GPAA will also provide blank envelopes as well as all of the items that need to be inserted into the envelopes.

4.4The winning bidder is required to observe confidentiality in terms of our clients’ personal details.

4.5Quantities on this specification document are subject to change. Quantities might be increased or decreased as per requirements.

4.6Production schedule

The recommended bidder will be required to present a production schedule with timelines for each job.

4.7Status meetings and reporting

  • The Account Manager will be required to schedule regular meetings with the GPAA for status feedback.
  • A detailed report should be provided to the GPAA after each job.

6. EVALUATION CRITERIA

7. Guide to responding

7.1 Company profile weighting

Submit a maximum of fivepages indicating the following:

  • An overview of your company’s key function;
  • The duration of your operations;
  • A summary of the key differentiating factors; and
  • A value proposition in terms of addressing the GPAA’s requirements and why you are the best suited partner for the GPAA to deliver its mailroom needs.

7.2 Approach and methodology weighting

  • Demonstrate your understanding of the requirements and expectations of the GPAA as outlined in the scope of work / specifications.
  • Describe in detail your proposed approach and resources and how these will assist the GPAA in meeting its mailroom needs as per the scope of work.
  • Your mailroom capability.
  • Your project management approach.
  • Your quality check and quality assurance approach.
  • Your account management approach.

7.3 Capacity and capability

  • Provide brief profiles for the key members of yourteam that will be managing the GPAA's account, indicating their relevant qualifications and skills as well as details of other necessary resources.

7.4 Reputation weighting

Attach three contactable reference letters. Letters should outline the following details:

  • Client name, contact details andlocation;
  • Industry type; and
  • Duration of the contract.
