OVERVIEW

The County of Fresno in collaboration with the City of Kerman has formed a Joint Powers Authority (JPA) for the purpose of administering a federal Neighborhood Stabilization Program (NSP). The name of the JPA is the Fresno County Neighborhood Stabilization Joint Powers Authority (NSJPA). Under the program, the NSJPA will purchase foreclosed single family residential properties, rehabilitate the properties and resell to eligible buyers. The County Purchasing Division will be administering the procurement process, but all contracts will be with the NSJPA. The County is the administrator of the NSJPA. The Neighborhood Stabilization Program is subject to Federal and State regulations pertaining to acquisition, rehabilitation and disposition of residential properties. All services must comply with all applicable laws and regulations.

The NSJPA is soliciting bids from qualified Contractors to assist in the rehabilitation/remodel of homes purchased by the NSJPA under the NSP. Qualified vendors will possess a Class B General Contractor License from the California Contractors State License Board and must be experienced in the rehabilitation/remodel of single family residential properties, as determined by the County. Compliance with Federal regulations relating to the administration of NSP funds must be met. All contracted work under this Request for Proposal (RFP) is subject to State Prevailing Wage, and will require supporting documentation. The NSJPA will provide assistance for contractors unfamiliar with prevailing wage construction jobs.

The NSJPA must complete the acquisition, rehabilitation and resale of approximately15 homes by March 2014. Homes will be selected throughout Fresno County. Due to the quick turn-around time required under NSP, the County is seeking to develop a list of experienced contractors who have the capacity and are available to respond to calls for work on a number of rehabilitation jobs as needed by the NSJPA.
