REQUIRED SERVICES

The Contractor will provide writing and editing services to FHI 360’s Communications Department within the Strategic Development and Communications Group. The Department is responsible for working collaboratively across delivery platforms to conceptualize, plan, research, write and edit materials for FHI 360’s multiple audiences, including governments, partners, donors, funders, practitioners and others committed to human development. The Department also provides editorial guidance to FHI 360’s operational divisions on the preparation of technical publications.

The services of the Contractor include, but are not limited to: writing and/or editingFHI 360 materials,including executive speeches, blogs, web copy, press releases, fact sheets and other communications materials.

This agreement will result in an open order which will allow FHI 360 to work withthe Contractor for the next year.By the nature of this type of work, each project will have its own specific “scope of work” with particular task assignments, including word count, level of editing desired, number of rounds of feedback, feedback mechanisms and timelines as required.

PROPOSAL REQUIREMENTS

Please provide the following items with your submission:

  • Proposed hourly rate, both for regular and “rush” work (less than 72-hour turn-around time). This rate must remain valid for one year.
  • 2-3 professional references we may contact
  • 2-3 samples of your work
  • Number of years of professional editing/writing experience
  • List of any international development partners with whom you have worked (eg: USAID, UN organizations, NGOs, etc.) including FHI 360

To be acceptable and eligible for evaluation, proposals must be prepared following the preparation instructions found in the RFP and must meet all the requirements stated in this RFP. FHI 360 may reject any proposal that fails to comply with the requirements of this RFP. FHI 360 will evaluate acceptable proposals per the evaluation criteria described below. FHI 360 intends to award and issue a purchase order to the firm that offers FHI 360 the “Best Value” in terms of technical (quality of work –samples and references), cost and past performance. FHI 360 may award on the basis of initial offers received, without discussions. Therefore, each initial offer should contain the Offeror's best terms from a price and technical standpoint.

EVALUATION CRITERIA

  • Quality of work (based on samples and references): 40%
  • Proposed rate: 25%
  • Years of relevant experience: 15%
  • Number of and depth of experience with international development partners: 20%

SUBMISSION DATE

Proposals are due by 5pm on January 7, 2015. Selection will be completed and communicated by early January 2015.

Please send all questions to Michael Henry () by 5pm EST on December 29th, 2014. All questions will be collected, answered, and posted at the same URL as the RFP. No individual answers will be given directly to any Contractor.

Disclaimers and FHI 360 Protection Clauses

  1. FHI 360 will not compensate offerors for preparation of their response to this solicitation.
  2. Issuing this solicitation is not a guarantee that FHI 360 will award a subcontract.
  3. FHI 360 reserves the right to issue a subcontract based on the initial evaluation of offers without discussion.
  4. FHI 360 may choose to award a subcontract for part of the activities in the solicitation.
  5. FHI 360 may choose to award subcontracts to more than one offeror for specific parts of the activities in the solicitation.
  6. FHI 360 may request from short‐listed offerors a second or third round of either oral presentation or written response to a more specific and detailed scope of work that is based on a general scope of work in the original solicitation.
  7. FHI 360 has the right to rescind a solicitation, or rescind an award prior to the signing of a subcontract due to any unforeseen changes in the direction of FHI 360’s client, be it funding or programmatic.
  8. FHI 360 reserves the right to waive any deviations by offerors from the requirements of this solicitation that in FHI 360's opinion are considered not to be material defects requiring rejection or disqualification; or where such a waiver will promote increased competition.
  9. Data produced under this solicitation belongs to FHI 360. Any distribution of data must first have written authorization from FHI 360 or its designated representative.
