Request for Clarification dated March 22, 2005.

In reviewing the above referenced RFP we are requesting the following clarifications:

Question 1:

We were unable to attend the pre bid meeting. Would you provide a list of attendees and any questions and or addendums that may have resulted from the meeting?

Answer:

A. Vendor sign up sheet (Attachment “B”)

B. Question from bidders conference addressed in Addendum Two (2).

Question 2:

The DTSC is no longer allowing Door-to Door programs to operate under a variance as in the past. Rather they are requiring the program to be operated under PBR (permit by rule). Will the County accept the responsibilities that come with the PBR most notable the financial responsibility. Also because it requires an extensive amount of hours drafting (up to 80 or more) the operating plan and permits needed, will the City reimburse the contractor for its time associated with the whole overall submittal of the PBR?

Answer:

First of all, the County, as generator of the waste, accepts the financial responsibility for the residential waste that is collected under the Door-to-Door program. Secondly, the County is required to/shall complete and submit the PBR form to the DTSC. However, in Item VIII “Scope of Work” in the RFP, the contractor is required to prepare an operational plan. The county intends to submit to the DTSC the operational plan provided by the selected contractor. If required, the contractor will be responsible for amending this operational plan to meet the requirements of the DTSC for PBR submissions. The DTSC can provide upon request a sample of an operational plan appropriate for use with the PBR application. The cost associated with the contractor’s preparation of the operational plan, including any DTSC-required amendments, are not reimbursed separately by the county but should be part of the overall cost proposal that is submitted by the vendor.
