The Government of India has received a credit of USD 152 Millions from the World Bank toward the cost of the Uttar Pradesh Health Systems Strengthening Project (UPHSSP) and intends to apply a part of the proceeds for consulting services. The Project Development Objective is to improve the efficiency, quality and accountability of health services delivery in Uttar Pradesh by strengthening the State Health Department’s management and systems capacity.The Quality Improvement and NABH Accreditation program is being implemented in 51 District level Government Hospitals across the State.The Project started in May 2012 and is in full swing of its implementation of various programs. The Project is scheduled for closure on 30th March, 2019.

The Technical Assistance Provider (TAP) will be required to deploy the required number of experts in the area of quality assurance, bio-medical waste management, information technology, public private partnership, strategic planning, human resource development and management, public procurement, monitoring and evaluation, information, education and communication (IEC). These experts will be stationed at Project Support Office, Lucknow and will work in coordination with the team of experts and officers working in various cells of the Directorate, PSU and the hospitals.These experts will provide technical support to the PSU and various cells of the Directorate of Medical & Health services in program designing and implementation so that project milestones and disbursement linked indicators are achieved within the defined timelines. The underlying key objective of the TAP consultancy is to transfer the skills and to build capacity of the DG (M&H)-Cells and PSU to implement the health systems strengthening and reform programs. The UPHSSPnow invites eligible consulting organizations (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications, expertise, relevant experience and expert human resource to perform the services with supporting documents. The short listing criteria are:

1-Organizational set-up and structure

2-Technical team and expert staff availability

3-Experience of the firm in similar type of assignments relevant to this consultancy, especially in externally aided projects, health sector projects in India and other developing countries.

4-Size of the consulting organization showing its financial performance and health/resource.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
