NORTHERN RURAL GROWTH PROGRAMME

GENERAL PROCUREMENT NOTICE

1. The Republic of Ghana has received a loan from the African Development Fund (ADF) to finance the Northern Rural Growth Programme. The project cost is UA 68.39 million out of which UA 39.92 million (58.37%) will be in foreign exchange and UA 28.47 million (41.63%) will be in local currency. The Programme will be financed by the African Development Fund (ADF) and International Fund for Agricultural Development (IFAD) on a parallel basis, and jointly with the Government of Ghana (GOG) and the beneficiaries. The ADF contribution of UA 40 million will be utilised to cover 73.82% of foreign exchange costs and 37.01% of local costs. The Government of Ghana’s contribution of UA 6.64 million (9.70% of total Programme costs) and the contribution of the beneficiaries of UA 5.60 million (8.19%), will be used to cover the part of the costs of civil works, goods and training.

2. The principal objective of this project is to contribute to an equitable and sustainable poverty reduction and food security among rural households. The specific objective is to increase northern Ghana area rural households’ income on a sustainable basis.

3. The project will be implemented over 6 year period in the Northern, Upper East and Upper West regions. The project includes the following four components: (i) Commodity Chain Development; (ii) Rural Infrastructure Development; (iii) Access to Rural Finance; (iv) Programme Coordination.

4. Procurement of goods and/or works will be in accordance with the Bank's Rules of Procedure for the Procurement of Goods and Works. Acquisition of the services of Consultants will follow the Bank's Rules of Procedure for the Use of Consultants. Civil works involving trunk & feeder roads and bridges, farm access tracks, dams, shallow wells and boreholes with solar pumps will be procured through International Competitive Bidding and National Competitive Bidding. Goods including computers, irrigation and related environmental monitoring equipment will be procured through National Shopping (NS). Services including studies, design and supervision, HIV & malaria sensitization, labour based technologies training, community irrigation awareness training, independent construction quality assessment, environmental and social risk management, micro-finance support services, monitoring and evaluation, and audit services will be procured through shortlist mode of procurement. Bidding documents are expected to be available anytime from April 2009.
