Job Summary:
Responsible for planning, coordinating, and supervising activities of all network, desktop, and telecommunications systems and its associated administrative activities, including design, implementation, and network administration of hardware and software, and providing cost-effective solutions for infrastructure and end-user needs.
Essential Functions:
Develop short and long term plans for network, desktop, and telecommunications activities to coordinate the procurement, installation, implementation, testing, and maintenance of infrastructure hardware and software.
Ensure the efficient coordination of resources (people and materials) to meet department objectives in managing the installation, implementation, testing, and maintenance of all infrastructure systems and services including backup, security monitoring, and troubleshooting software.
Supervise and direct the activities and tasks of support staff, including outsourcers. Appraise performance, coach, and mentor as appropriate. Encourage cooperation between team members. Emphasize the importance of reaching department goals and objectives and keep employees motivated to achieve. Maintain discipline and take corrective action as needed.
Manage and assess the efficiency of network entities, their attributes and security access. Evaluate quality of the network infrastructure by monitoring network usage and load patterns for performance. Review and recommend performance improvements to maintain optimal network services.
Review and assess the infrastructure to ensure adequacy and compliance with procedures and guidelines.
Act as a liaison between the Information Technology department and other departments to ensure that the organization strategic business initiatives are being addressed.
As part of the IT management team, help in the development of strategic long-range network, desktop, and telecommunications plans to ensure departmental goals and objectives are met.
Provide IT Director with periodic performance and usage summaries as well as any other statistics needed to make decisions on technology support.
Integrate information and prepare cost, time estimates, and risk factors of new projects. Prepare specifications for infrastructure projects and make budget recommendations. Oversee projects to ensure that work has been carried out to specification.
Create and maintain documentation of operational and administrative procedures. Manage the maintenance of diagrams of all network and telecommunications cabling and hardware.
Keep abreast of developments in the information technology field. Learn new systems, methods or processes. Advise management of all current trends and future directions in infrastructure technology as they relate to the District’s technological needs.
Non-Essential Functions:
Design and develop network utilities, gateways, and interface programs as needed.
Provide training in aspects of network support when necessary.
Perform other duties as assigned.
Minimum Job Requirements:
Education:Bachelors degree in Computer Science or a closely related field required or equivalent combination or education and experience.
Experience:Five (5) years experience in Network management and infrastructure support, and supervising IT personnel
Specific Skills:Ability to evaluate, plan and manage people and work out problems. Excellent oral and written communications skills; ability to establish good rapport and maintain effective working relationship with others.
Specialized Knowledge, Licenses, etc:
At least ONE (1) of the following certifications is required at time of hire. The outstanding two (2) must be obtained within one year of hire.
1)CNE5 (Netware 5.x Certified Novell Engineer)
2)MCP (Microsoft Certified Professional)
3)CCNA (Cisco Certified Network Associate)
Membership in a professional organization dealing with information systems infrastructure is preferred.

Working Conditions:
General office environment.
Physical Demands:
A majority of time spent in a normal building and office environment, sitting and standing and walking with occasional kneeling or stooping and climbing.
