Dear colleagues!

The National Academy of Public Administration under the President of Ukraine and the All-Ukrainian Association of Masters of Public Administration together with the Montpellier University I, the Association of Graduates of the National Administration of France (ENA), the All-Ukrainian Assembly of Doctors of Public Administration, the Institute of Economics and Forecasting of the National Academy of Sciences of Ukraine, the Institute of Social and Political Psychology NAPS Ukraine, Ukrainian Technological Academy invite scientists to participate in annual scientific conference of the Ukrainian school of archetypes- IX international theoretical and methodological seminar (TMS) and the VI International contestfor young scholars (CYS) on the subject: “Archetypes and public administration: European space in the dimensions of imaginary, real and ideal.”

Programframeworkof the 2018 scientific conference will be determined by the issues of public administration related to the changes that will be experienced in the medium-term by Western European public space.

It is known that the future of the European integration project, scenarios and models of its immediate development have always been the focus for the European political leaders, statesmen, scientific and expert community. For Ukraine, this issue has gained practical significance inSeptember 2017, since the country has gained the status of an associate member of Europe.

The affinity of Ukraine and Europe, due to the common natural and geographical conditions and historical and cultural heritage, stimulates expectations and hopesof Ukrainians to join European Union countries. Instead, Ukraine has recently absorbed not only Ukraine’s processes of nation-state-building, which has substantially complicated the external armed aggression on the part of neighboring Russia. The European world has also recently faced internal challenges and external challenges, which once again led some experts to declare Europe’s decline.

Goals of the conference:to consolidate the basis of the methodology of the archetype of interdisciplinary efforts of representatives of social and humanitarian knowledge around the solution of theoretical and practical problems of public administration associated with the changes experienced by the common European space.

We offer the participants of the conference to choose one of the following areas for scientific reflection and discussion.

1. European public administrative space in the symbolic contexts of individual or collective identities.

2. European public administrative space in the conflict fields of social representations (the reality of the world of work, consumption, mass media).

3. European public administrative space: from changing values ​​to finding social meanings.

4. European public administrative space: between the reality of the national and theideal of the supranational.

5. An epistemological field of nowadays European public management culture.

Date: June 29-30, 2018

Place: Montpellier (France), Montpellier University I.

Working languages of the event are Ukrainian, French, English.

Registration fee is absent.

TO PARTICIPATE IN TMS-2018 one should submit:

  1. Application for participation — by March 1, 2018 to Eduard Afonin’s address ().
  2. The article + photo — by March 30, 2018to Eduard Afonin’s address () and to Olena Sushyi’s mail ().

Requirements for the execution of manuscripts of articles, see below in “REQUIREMENTS”(file name: Surname_TMS-2018.doc).

The quality of a portrait photo: 3.3 x 4.6 cm, resolution 600 dpi (over 500 Kb), send a separate file (filename: Surname _photo-2018.jpeg).

It is planned to publish a special release of the professional journal“Public Administration”, which will include the participants’articles of the IX TMS-2018. Articles will be published in English and Ukrainian. There is no payment for publications, except the payment for the translation from Ukrainian into English and vice versa (at a rate of $ 4 per page of the manuscript).

The main sections of the journal:

  • theory and history of public administration;
  • public service;
  • mechanisms of public administration;
  • regional administration and local self-government;
  • social and humanitarian policy;
  • research, development, projects in the field of public administration.

The Organizing Committee invites young scholarsto participate in VI INTERNATIONAL CONTEST FOR YOUNG SCHOLARS-2018(masters, postgraduates, PhD and candidates of sciences under the age of 35) of all scientific and educational specialties.

International Contest Commission of Experts from Kazakhstan, Poland, USA, UkraineFrance will select the best participants’ works that will be awarded with cash prizes:

1 prize - 150 €

2 prize - 130 €

3 prize - 100 €

As a result of the contest, it is planned topublish the Ukrainian-French-English collection of scientific works of the winners and the best authors of the 5th international contest of young scholars“Archetype and public administration: European space in the dimensions of imaginary, real and ideal”.

THE PROGRAM OF TMS-2018.

The full text of the program will be developed and sent on receipt of topic-applications from potential participants of theconference (until May 1, 2018).

At the same time, the basic elements of the program will consist of:

1. Announce topotential participants from Ukraine, France and other countries about theconference to be held at the Montpellier University and promote their organization and support.

2. Meeting of participants of the conference with the leadership of Montpellier University and the CEAQ (Centre d’études sur l’actuel et le quotidien).

3. Presentation of the Ukrainian-language translation of Michel Muffesoli’s book “Time of the Tribes. The decline of Individualism in Mass Society” (translation started in October 2017, publication is expected in May 2018).

4. Meeting with the founder of the Ukrainian School of Archetypes, Professor Eduard Afonin, discussion of the results of monitoring studies of the Ukrainian School of System-wide Changes in Ukraine (1992-2017, over 80 studies).

5. IX International Theoretical and Methodological Seminar “Archetypes and Public Administration: European Space in the Measurements of Imaginary, Real and Ideal.”

6. VI International contest of young scholars“Archetypes and Public Administration: European Space in the Measurements of Imaginary, Real and Ideal.”

7. Sightseeing in Montpellier and other cities in south of France.

The Organizing Committee of TMS-2018 gives any kind of help in consulting concerning the participation in the conference, as well as filling up theforoms for financial support of participants (transport and accommodation) and other components of the scientific format by the European program “Erasmus +”.

REQUIREMENTS

to the scientific article and its structure

1. The structure of the scientific article

Name of the author, scientific degree, academic title, position, place of work, title of the article, extended annotation (up to 800-1000 printed characters with spaces), keywords.

The indicated information is presented in separate unit inEnglish before the article. The quality of the English translation of the annotation to the article is determined by the editorial board of the journal.

The following aspects of the article should be highlighted:

  • problem statement (description of the analyzed problem in general and its connection with important scientific or practical tasks).
  • analysis of recent publications on the issues and identification of previously unsettled parts of the general problem.
  • the aim of the article.
  • an outline of the main research material with a full substantiation of the scientific results obtained.
  • conclusions and perspectives of further research.
  • list of sources used at least 10 positions in the languages ​​of the original.

2. Design of the scientific article

  • the names of the structural parts of the article are highlighted in bold;
  • references to sources of used materials, factual and statistical data are mandatory;
  • secondary references are not allowed;
  • in the formulas only the commonly used symbols are used;
  • tables, figures, graphs should be numbered, named and duplicated in a separate file;
  • A4 format, headset "Times New Roman", key No. 14, line spacing of 1.5; page parameters (shores) - 2 cm from all sides;
  • the size of the article - 20 thousand printed characters with spaces.
