2008 SURVEY OF REFRIGERATION AND

The Environmental Protection Agency is the competent authority for implementation and enforcement of Regulation (EC) No. 2037/2000 on substances that deplete the ozone layer, according to the Control of Substances that Deplete the Ozone Layer Regulations 2006 (S.I. No. 281 of 2006). The EPA must report annually to the European Commission under Regulation 2037/2000.

The purpose of this questionnaire is to gather information for the calendar year 2008 on the handling of controlled substances (CFCs and HCFCs) in the refrigeration and air conditioning sector. In particular, information is sought on the quantity of controlled substances, reclaimed, recycled or destroyed during 2008. Your assistance in this regard is greatly appreciated.

CFC AND HCFC HANDLING BY REFRIGERATION

AND AIR CONDITIONING CONTRACTORS IN 2008

This part of the questionnaire seeks information on the handling of CFCs and HCFCs (including used CFCs and HCFCs) by your company in 2008 in refrigeration and air conditioning systems.

Completed questionnaires for each calendar year should be returned to the Environmental Protection Agency, as detailed on page 1 of this questionnaire.

On-site reclamation of refrigerant (controlled substance)

For the purpose of this questionnaire, reclamation[1] refers to the activity of carrying out a basic cleaning process (such as filtering and drying of the refrigerant gas) and recharge back into the same equipment on-site, of a recovered[2] controlled substance.

Management of recovered controlled substances – (Off-site recycling or destruction / waste management)

For the purpose of this questionnaire, recycling[3] refers to the reprocessing and upgrading of a recovered controlled substance through such processes as filtering, drying, distillation and chemical treatment, to a specified standard of performance, usually off-site at a central facility.

As there are no refrigerant gas recycling or destruction facilities in Ireland, please report below the quantities of any controlled substances that were recovered by your company and exported for recycling or destruction abroad.

Training and qualifications

The minimum qualification for persons whose business or employment involves the installation, servicing, maintenance, dismantling or disposal of refrigeration, air conditioning and heat pump equipment in which controlled substances are used, is the City and Guilds Certificate in Handling Refrigerants Scheme 2078, or equivalent (Article 9(2)(b) of S.I. No. 281 of 2006), addressing Article 16 of Regulation 2037/2000.

Under Article 9 of the Control of Substances that Deplete the Ozone Layer Regulations 2006 (S.I. No. 281 of 2006), this qualification must be obtained by 31 December 2006 at the latest.
