SKDC’s Chief Executive

Duncan Kerr decided to leave SKDC at the beginning of April 2009 for personal reasons and has been replaced by Beverly Agass as Interim Chief Executive. An appointments panel is expected to appoint a permanent Chief Executive shortly from internal applications.

Audit & Governance Committee

I have attended all meetings during the year where this committee has received and considered reports from the Internal Auditor, District Auditor, Audit Commission and SKDC’s Risk Management officers.

Standards Committee

I am one of the SKDC appointed councillors on this committee whose chairman and vice-chairman are independently appointed. The committee adjudicates on complaints made under the Standards Board Code of Conduct.

Training meetings have been held throughout South Kesteven to help parish and town councils fully understand the Members Code of Conduct and in particular to make sure that personal and prejudicial interests are properly declared.

Tallington Level Crossing

I chaired a meeting in December 2008 held with Cllr Martin Trollope-Bellew;Cllr John Allen;David Allen (Level Crossing Working Group);Ken Otter;Brian Thompson (LCC Highways) and Karen Sinclair (SKDC). KS confirmed that SKDC’s Core Strategy made no provision for any significant new housing development that could be used to provide S106 funding for a road bridge.

The meeting notes state: ‘It was clear that interested parties have different priorities and there was therefore a need to talk to GOEM and others. It was agreed that the priority was to arrange a meeting with GOEM,Network Rail and ORR to expore how this issue could be progressed.’ BT and DA agreed to arrange.

A further meeting of the parties is due to be held in July 2009.
