Michigan Disease Surveillance System (MDSS) Maintenance/Support and Enhancements

GENERAL:

The State of Michigan issued a Request for Proposal (RFP) to obtain bids from qualified firmsto provide a cost-competitive contractual solution to procure maintenance/support and enhancement services for the Michigan Disease Surveillance System, on behalf of the Michigan Department of Technology, Management and Budget (DTMB), supporting Department of Community Health (DCH).

The goal of the Michigan Disease Surveillance System (MDSS) has been the on-going development of a Public Health Information Network (PHIN) compliant disease information system that implements a logical data model based on the National Electronic Disease Surveillance System (NEDSS), to support the Michigan Department of Community Health (MDCH) public health surveillance system. The MDCH has incorporated Public Health Information Network Messaging System (PHINMS) as an enterprise-wide messaging solution approved by the National Center for Public Health Informatics at the Centers for Disease Control and Prevention (CDC) in order to meet certification requirements, but seeks further integration of PHINMS into the system. MDSS has been operational since June 13, 2004,

Joint Evaluation Committee

A Joint Evaluation Committee (JEC) chaired by DTMB Purchasing Operations, evaluated proposals and makes this award recommendation. The members of the JEC are listed below.

Evaluation Process:

The award recommendation is based on the vendor’s total response that offers the best value to the state. The vendor meeting the minimum point threshold and offering the best combination of the factors stated in the Evaluation Chart below and price determined best value. Evaluations werebased upon the bidder’s ability to provide the highest level of quality service and product that met the requirements of the Request For Proposal and the needs of the state as demonstrated in the vendor submitted proposals. The below chart depicts the particular evaluation factors and their significance in the selection process. Only those proposals receiving a score of 80 pointsor more of the total maximum possible score were considered for an award.

After an initial evaluation including vendor responses to clarifying questions, the JEC prepared a Best And Final Offer (BAFO) Request (see attached) that required bidders submit revised Attachment A Cost Table for pricing.

Altarum Institute

The Joint Evaluation Committee concluded that Altarum Institute could meet the terms of the RFP. The evaluation result was determined by analyzing the vendor’s response to the Statement of Work (Article 1) and to their Capabilities and Prior Experience (Article 4).

Summary:

Pursuant to the BAFO, The Joint Evaluation Committee recommends establishment of a contract with Altarum Institute for MDSS support/maintenance and enhancement services, with a five-year estimated value of $916,203.

Best value is determined by the vendor meeting the minimum point threshold and offering the best combination of the factors stated in Section 3.022 Evaluation Criteria and price, as demonstrated by its proposal. Based on the cost model submitted, the JEC recommends the award of contract to Altarum Institute, with an estimated value of the five-year contract at $916,203.
