Introduction

  • In accordance with the energy license related to doing the business of electric power system control and organization in AD MEPSO, the works in the domain of electric power system operating control is in charge of the Division for Power System Operator (PSO) through the Department of Operating Control and also of using equipment, devices and operating management which development and maintenance is the responsibility of the Technical Information. The necessary development, on the other hand is the responsibility of the Division for Strategic Planning. The report has been drawn upaccording to the requirements laid down in thePSO operator license.

Flows of electric energy

Transmitted energy through AD MEPSO network 9.805 GWh

  • The loss of AD MEPSO high voltage network was 1.9% from the electric energy transmitted during 2008.

System services provided

  • In the period between 1st January and 5th September 2008 the system services were planned in our electric power system in coordination with other TSOs, members of SMM block and according to UCTE rules, however,provided by AD ELEM in compliance with the bilateral agreement between AD ELEM and AD MEPSO for delivery of electricity, power and system services.

**-The volume of tertiary reserve was ensured subject to electricity consumption and the number of operated generating units in the system. The remaining part of the required tertiary reserve was provided through bilateral agreements on electricity exchange in event of emergency with the neighboring TSO.

  • Schedule of system services provision

In the period between 1st January and 5th September 2008, the system services were provided by Electricity Delivery Agreement with AD ELEM in which the system services are a part of the average price of electricity delivered.

In the period between 5th September and 31st December 2008 the system services were provided by Electricity Delivery Agreement with AD ELEM in which the system services were provided at prices approved by the Energy Regulatory Commission of the Republic of Macedonia.

Activities related to safe, continuous and quality electric power system control

  • The measures to ensure conditions for safe, quality and continuous electric power system control are as follows:

▪ Increase in number of facilities monitored and controlled in real time.During 2008 the choice of the consultancy company was made that would produce tender documentation for supply and installation of equipment and devices to implement the division between the Distribution and/or Generation. In the course of 2008 mutual working groups were working with EVN Macedonia to make division between MEPSO and EVN. Works were done on the construction of the new SS 400/110 kV Stip.

▪Further furnishing of the existing facilities – upgrading of the existing system for chronological registration of events is underway with the aim to complete the SCADA systems in SS Skopje 4 and SS Dubrovo.Equipment was purchased and installedfor monitoring and controlling of the new OHTL bay-interconnection with Bulgaria in SS Dubrovo.

▪ Within the framework of executing the agreement between MEPSO and SIEMENS, Greece, selected as the best tenderer at the international tendering, activities for supply and installation of SCADA/SAS systems in SS Petrovec and SS Tetovo 2 are underway. SCADA systems distributed are subject to implementation based on SICAM PAS systems with implemented distributed BCU and protection devices.

▪Staff training in the domain of systems for monitoring and controlling was conducted about BCU and SCADA as the part of the agreed obligations by SIEMENS, an agreement for the new OHTL to Bulgaria.

Projects related to supply and installation of equipment for division between AD MEPSO and EVN-Macedonia are in process of implementation (projects related to delivery and installation of equipment in the domain of monitoring and controlling of thesystems, protection and continuous supply, credited by the World Bank).

Activities of Department for Strategic Planning and Analysis of Electric Power System

  • 400 kV Interconnection between Macedonia – Serbia (400 kV SS Stip – Macedonian Serbian border);
  • The corridor from Stip to Macedonian Serbian border has been fully determined. The Planning conditions received (later used to prepare the city urban planning for the construction of 400 kV interconnective transmission line). The Ministry of Environment and Spatial Planning and the Agency of Spatial Planning has provided a certificate for spatial planning, respectively.
  • The project titled Adjoining of Finances with Projects was presented at the technical workshop organized by the Energy Community Secretariat held on 9thApril 2008 in Wien - 2 x 110 kV double circuit OHTL SS Bitola 3 – SS Bitola 4. The procedure for construction of this OHTL has commenced;
  • The Ministry of Environment and Spatial Planning has also confirmed the corridor from Bitola municipality.

Conditions and a decision have been provided to plan the space (later used to prepare the city urban project for construction of 2 x 110 kV double circuit OHTL) by the Agency of Spatial Planning and the Ministry of Environment and Spatial Planning and the Ministry of Environment and Spatial Planning – 110 kV OHTL SS Skopje 1 – SS Tetovo 1, respectively;

  • A procedure is underway to construct and/or reconstruct this OHTL. The direction from SS Skopje 1 – SS Jugohrom will be reconstructed along a new route and on the direction SS Jugohrom – SS Tetovo only the existing concrete towers shall be replaced by steel lattice towers. Conditions and a decision have been provided to plan the space (later used to prepare the city urban project for construction/reconstruction of 110 kV OHTL SS Skopje 1 – Tetovo 1) by the Agency of Spatial Planning and the Ministry of Environment and Spatial Planning and the Ministry of Environment and Spatial Planning, respectively;
  • Modification of Grid Codes for electricity transmission;

A Commission was set up to prepare draft text for modification to the Grid Codes in other to harmonize with the amendments to the Law on energy. Besides the harmonization, the commission made additional amendments it considered to be needed including correction to the noted grammar errors.

  • Preparation of Operating Agreement between ESO and MEPSO for control and exchange of electricity at 400 kV and 110 kV transmission line between the interconnective transmission systems of Bulgaria and Macedonia.

Coordination meeting of MEPSO and ESO Working Group in Skopje

  • Meeting of the Working Group of MEPSO and ESO in Sofia completed.

Implementation of ETSO Vista

The division has produced software solutions to create own files in XML formats needed to be later used by the division of Operating Planning. Solutions have been made so far for:

  • Power flows per interconnections;
  • NTC of the adjacent borders;
  • Consumption realized-preparation and implementation of DACF procedures;
  • Preparation of DACF procedures for the needs of operating planning division. In the next stage preparation of software tools was made for automatic creation of DACF models.

Developing of procedures to calculate NTC

For the needs of the operating planning division a procedure to calculate NTC has been developed.

Regional and EU projects

  • SECI – Project on regional planning of electric power networks;
  • MEPSO is a coordinator of this project in SEE region

- working group meeting has been held in Sarajevo, B&H and Workshop on integration of wind farms in the electric power system. The regional 2015 and 2020 model with the latest data has been completed with respect to the transmission grids in SEE.

  • Terms of references in relation to the Appraisal Study on Uncertainties and Risks have been produced for the future investment project in the SEE transmission network.

ECC and EIHP are the producers of Appraisal Study on Uncertainties and Risks for future investment project in the SEE transmission network.

  • SETSO NACMPF – project on implementation of coordinated auction for the transmission capacity in SEE.

HPP-St. Petka

  • 110 kV OHTL from HPP Kozjak
  • HPP Matka should be upgraded near SS Skopje 3 and is of system importance i.e. to become MEPSO ownership and HPP St. Petka to be connected to it. To prepare the Study for connection the following steps have been undertaken:
  • A request made to EVN Macedonia for transferring to MEPSO the 110 kV OHTL from HPP Matka to HPP Kozjak which presently operates at 35kV to which HPP Matka should be connected. For this issue ERC and the Ministry of Economy has been requested to intermediate the communication.

Schedule of repairs

  • From the aspect of time duration the repairs executed in the generating capacities of TPP Bitola and TPP Oslomej compared to the 2008 Schedules can be stated to be within the framework of schedules complied with the supply and demand balance for 2008.
  • The scheduled repairs of the hydro power plants according to the supply and demand balance for 2008 (including any other year) can be stated to be indicative and are shifted according to the conditions in the electric power system and the present conditions compared to the electricity supply. During 2008 to all request by the hydro power plants with regard to the scheduled interruption in operation was provided an answer or confirmed or the interruption was temporarily postponed for a certain time, so all requests for repairs were answered.

Informing of users of transmission networks

  • In the course of 2008 few times were provide information and documents to the users having a plan to connect the transmission network based on the Grid Codes.
  • In the course of 2008 information that need to be provided to users of transmission network were published on the internet web site of AD MEPSO.
  • The TI department in charge of development, implementation and exploitation of the Remote Supervision and Control of Systems and Automation Meter Reading including of drafting of tender documentation, procurement, installation and putting into operation of new systems and maintenance on entire Technical Control System consist of two departments – SCADA/EMS department and Metering department.

Activities of Technical Information Department

  • The Technical Information Department is in charge of development, implementation and operation of the Remote Terminal Units and Automation Meter Reading including preparation of tender documents, purchase, installations and putting into operation of new systems and regular maintenance of the entire Technical Control System having two services – SCADA/EMS and Service of Metering.

Investment program

In the course of 2008 the department of TI was working on implementation of few projects financed by the World Bank and the European Bank for Reconstruction and Development, respectively. It was the WB ASCEE APL-3 Macedonian Project: Package 9-Consultantcy services on drafting of Tender documentation for the needs of splitting up from the Distribution Company. Evaluation report was produced and delivered to the Bank for approval. The report was approved and accepted in 2009.

Within the framework of preparing backgrounds in terms of Package 10, Lot 1 (Procurement and installation of Remote Terminal Unit and measuring converters) and Lot 2 (Procurement and Installation of new Substation Control Systems), site visits to Substations were made subject to splitting up from EVN and also proposals generated for technical solutions for supervision and control of these SSs.

EBRD Package 2-drafting of tender documentation, announcement of Invitation to Tenders on delivery and installation of new control units for SS Skopje 4 and SS Dubrovo (supervision and control of 400 kV in these to SSs). The contract was signed in 2009.

EBRD Package 3-collection of background for supervision and drafting of Tender Documentation for delivery and installation of new supervision and control systems in SS Bitola 2 and SS Skopje 1.

The implementation of a part of the above stated projects is related to the extension and upgrading to the existing systems in SS. For the needs to extend the functions of the existing Chronological Register of Events in SS Skopje 4 and SS Dubrovo up to complete SCADA Systems, tender documentation was prepared, operating requirements and technical specifications, respectably.

One of the basic TI department’s activities was the splitting up between MEPSO and EVN (preparation of operating requirements, drafting proposals for allocation of equipment, overview in the existing conditions with analysis of possible space division etc.).

Exploitation, preventive and regular maintenance

The basic activities of TI department are as follows:

  • Exploitation and maintenance of existing platform of Energy Management System in the AD MEPSONationalDispatchingCenter;
  • Maintenance of existing systems for Chronological Registration of events in SS;
  • Maintenance of existing supervising and control systems with SS (Remote Terminal Units, SCADA);
  • Exploitation and maintenance of remote Automatic Electricity Meter Reading System Convergence;
  • Data Base Management – development of reports (daily, weekly, monthly), data archiving;
  • Preventive and regular maintenance of TI and telemetering structure of MEPSO (modems, TCI, local network, MTU devices;
  • Developing of monthly reports with data for 15 minute status to registers of digital meters;
  • Regular maintenance of implemented meters
  • Drafting up of tender documentation by implementing of functional requirements and technical specifications and upgrading of existing SCADA platform in SS Skopje 5 and realization of Automatic Voltage Regulation;
  • Drawing upof tender documentation for procurement of new electricity meters;
  • Installation and putting into operation of new electricity meters (for new line bays and big consumers);
