TO THE ECCLES COMMUNITY COMMITTEE

MARCH 23rd, 2010

BLOCK 3 FUNDING – ROAD, TRAFFIC AND PEDESTRIAN PROJECTS

Further to the last Block 3 meeting, and the Community Committee Meeting in January 2008 I enclose a list of schemes that have been put forward for consideration of Block 3 spend. Please note completed schemes are not included in the list.

ECCLES

Recommended Schemes

  • Rocky Lane – Installation of Speed Indicator

Recognition of speeding and traffic issues on Rocky Lane. This includes signs and installation. - £7,000

  • Review of signals Albert St/Wellington Rd

A manual count may be required. Investigating possibility of pedestrians being able to cross within light sequence - £3,000

Schemes in progress/being investigated

Town Centre Traffic Scheme

Options are being investigated. Steven Lee to present more details to neighbourhood Partnership Board and Community Committee regarding possible bus lane.

Lansdowne Rd Traffic Calming

Survey has been completed and estimate provided for required works - £42,000. Task Group feels it would be prudent to wait for outcome of planning proposals for old Mitchell Shackleton site.

  • Hereford Rd/Winchester Rd, Ellesmere Park

Traffic calming measures requested, including full width speed humps. Cost for long and short speed humps to be provided. There is a need for further consultation with residents to be arranged by City West officers.

  • Lansdowne Rd, Monton

Repair or remove damaged bollards near the trading estate. Further investigations needed to identify exact location and cause of damage.

Deferred Schemes

  • Congestion/obstruction in Chatsworth Rd area of Ellesmere Park

Reason: Await outcome of ongoing discussions between colleges, schools and residents group to look at ways of solving the issues

Rejected Schemes

  • Monton pavement improvements

Reason: This scheme is not feasible while cars continue to drive over pavements to park cars. Refer to LPDG for policing.

  • Improvements to Quaker Bridge

Reason: At previous Community Committee (22.01.08) agreed to use MTAF. Recommendation made since to make use of section 106 funding.

  • Lighting to 3 Sisters

Reason: At previous Community Committee (22.01.08) agreed to use MTAF. Recommendation made since to make use of section 106 funding.

  • Pedestrian crossing on Portland Rd

Reason: PV squared count was well below the criteria for a crossing

  • Installation of roundabout at Stafford Rd

Reason: Options were put forward to Monton Village Community Association and Ellesmere Park Resident Association. Not supported by both groups.

  • Traffic calming Ellesmere Park

Reason: Urban Vision to be requested to repair speed humps and pot holes meeting criteria for maintenance budget.

  • Canal Bank speed issues

Reason: Deferred at Community Committee (22.01.08). Previous feasibility study showed no speeding or accidents. Yellow lines have since been applied.

  • Monton Green crossing - between Canal Bank roundabout and Monton Green

Reason: Traffic count only justified a refuge not a pelican crossing. GMPTE has advised that a refuge would affect the bus lay by – there are already 2 refuges in the vicinity. Cost of refuge - £25,000. On advice of UV Officers scheme not progressed.

BARTON

Recommended Schemes

  • Alexander Rd one way system

As United Utilities aren’t planning to carry out sewer works yet it is recommended that GMT Unit carries out a survey for Edison Rd/Alexander Rd including processing data and providing report. - £2,900

N.B. This scheme also links in with the historical issue of the bollards at Edison Rd.

Schemes in progress/being investigated

  • Poor road surface Eldon Place/Arthur St

This scheme will be done as part of Urban Vision capital programme – to remain on Block 3 list until work is completed.

  • Damaged pavements Barton Lane

This scheme was raised with Steven Lee at last Community Committee for consideration of inclusion in Urban Vision capital programme – to remain on Block 3 list until work is completed.

It was suggested that any under spend from other capital projects e.g. Trafford Rd could be transferred to this scheme.

Guard rails to footpath on Barton Lane

Clarification of location and land ownership is required. Quote - £560

Rejected Schemes

  • Turn Right Filter on Traffic Lights at Barton Lane

Reason: The junction would need to be widened to improve congestion and in order to do this the land would need to be acquired. This is not feasible within the budget.

  • Barton Rd driver feedback signs

Reason: No evidence of speeding – only anecdotal. No survey carried out as at time of application diversions were in place.

  • Improved lighting at Bell Terrace

Reason: City West own land.

  • Damaged pavements on Pleasant Rd

Reason: This area was included in the site visit carried out last year – pavement condition o.k.

  • Rooke St traffic issues

Reason: Consultation was carried out for 3 possible options to alleviate the problem, one of which was to do nothing. The outcome of the consultation resulted in a split decision. Traffic management met on 28/10/09 and recommended the ‘do nothing’ option – there haven’t been any recorded incidents of collisions or injuries in the area. It has been suggested that residents be informed and the Task Group suggested asking if PCSO’s could distribute the leaflets, as there would be a cost implication for Urban Vision to carry out the distribution.

WINTON

Recommended Schemes

  • Repair Highway to Gee Lane/Weymouth Rd

Deferred at 22.01.08 Community Committee. Complete reconstruction to damaged part of road required - £26,500.

Schemes in progress/being investigated

  • Repair/resurface of Brookhouse Avenue

This scheme was raised with Steven Lee at last Community Committee for consideration of inclusion in Urban Vision capital programme – awaiting outcome - to remain on Block 3 list until completed.

  • Repair to highway Gorton St /Hardy St

Awaiting cost to repair damaged part of road.

  • Repair to highway Schofield Rd

Awaiting cost to repair damaged part of road.

  • Repair to highway Leamington Rd

Awaiting cost to repair damaged part of road.

  • Repair to highway Gordon St

Awaiting cost to repair damaged part of road.

  • Bus gate at Alder Park

Survey for removal of bus gate had resulted in a split vote following consultation with residents. There have been issues regarding cars driving on pavements at side of bus gate. Task group recommend inserting 2 bollards – awaiting cost.

  • Pathway near to rugby pitches/railway Schofield Rd area

Pathway partly done with SSCF/Community Committee funding. Remaining area requires attention, also current gates prevent access to bikes, however also restricts access to pitches by disabled members – awaiting cost.

BLOCK 3 FUNDING SPENT TO DATE: £244,050

REMAINING FUND TO ALLOCATE: £155,950

£10,000 Maintaining the Asset Fund to be committed by 31st March 2010

It was agreed at Community Committee held on 26th January 2010 that the whole of this fund be used to address potholes. The Task Group would like to recommend the fund be split between the three wards on an equal basis.

Urban Vision to be asked to identify potential sites.
