SSPH 4.0 Bidding Specifications

1.0 INTENT

It is the intent of this specification to provide for the purchase of one (1) new and unused Slip-in Style Asphalt Heater to be used for the purpose of maintaining proper working temperature of hot mix asphalt.

The following specification is based upon a Stepp Mfg SSPH 4.0 Slip-in Style Premix Heater. The Public Works Department has evaluated different styles of asphalt hotbox equipment and has determined that this product is best suited for the DPW needs in terms of quality and features. This specification shall not be interpreted as restrictive but rather as a measure of quality and performance against which all other Slip-in Premix Heaters will be compared.

In comparing proposals, comparison will not be confined to price only. The successful bidder will be one whose product is judged as best serving the interests of the DPW when price, product, quality and delivery are considered. The DPW also reserves the right to reject any or all bids or any part thereof, and to waive any minor technicalities. A contract will be awarded to the bidder submitting the lowest responsible bid meeting the requirements.

2.0 EQUIVALENT PRODUCT

Bids will be accepted for consideration on any make or model that is equal or superior to the hot box specified. Decisions of equivalency will be at the sole interpretation of the DPW. A blanket statement that equipment proposed will meet all requirements will not be sufficient to establish equivalence. An original manufacture’s brochure of the proposed product is to be submitted with proposal.

3.0 INTERPRETATIONS

In order to be fair to all bidders, no oral interpretations will be given to any bidder, as to the meaning of the specification documents or any part thereof. Every request for such a consideration shall be made in writing. Based on such inquiry, the DPW may chose to issue an Addendum in accordance with local state laws.

4.0 GENERAL

The specification herein states the minimum requirements of the DPW. All bids must be regular in every respect. Unauthorized conditions, limitations, or provisions shall be cause for rejection. The DPW will consider as irregular or non-responsive any and all bids that are not prepared and submitted in accordance with the bid document and specification, or any bid lacking sufficient technical literature to enable the DPW to make a reasonable determination of compliance to the specification. It shall be the bidder’s responsibility to carefully examine each item of the specification. Failure to offer a completed bid or failure to respond to each section of the technical specification (COMPLY: YES NO) will cause the proposal to be rejected without review as non responsive. All variances, exceptions and/or deviations shall be fully described in the appropriate section. Deceit in responding to the specification will be cause for rejection.

5.0 SPECIFICATIONS

HOPPER: YES NO

Hopper shall have a capacity of 4 cubic yard. ______

Triple wall construction, inner hopper to be constructed of 10 gauge

material. ______

Air jacketed chamber to be constructed of 12 gauge material, and

Insulated with 2" of 1½# density hi-temperature fiberglass insulation.

The purpose of the air jacket is to create a heating medium to

transfer the heat to the product without any hotspots. ______

Hopper shall be covered with insulation cover of 16 gauge material. ______

Hopper shall be covered with two (2) 16 gauge double wall insulated

steel, hydraulically operated doors. ______

Door operation will be controlled from rear street side of unit.

Doors shall open to form a funnel into the storage hopper. ______

Material will be delivered to the rear of the unit by raising the dump box

to the appropriate position. The material is dispensed onto a folding

platform which allows dispensing onto a shovel platform or directly onto

the repair site on the roadway. ______

The shoveling platform shall fold up to allow material to be dispensed

on the road way. The platform will have a lock to lock the platform in

up position. ______

The shoveling platform shall be hydraulically adjustable from the street

side of the unit. Shoveling platform shall raise and lower and shall swing

in and out to maintain a level shovel platform and will utilize the same

hydraulic cylinders for both functions. ______

Sub-frame shall be constructed of 2 x 8 rectangular steel tubing with

solid round rollers and telescopic legs for loading and unloading onto

vehicle with out the aid of any other equipment. ______

Front telescopic legs move up and down and will fold under the

sub-frame for loading. Rear legs telescope up and down for loading and

adjust for different heights of vehicle with hydraulic cylinders. ______

HEATING SYSTEM FOR HOPPER:

Shall be constructed with an air jacketed heating system. ______

Air jacket shall be engineered to evenly transfer heat and prevent

Scorching. ______

Hot air shall exhaust into the hopper, providing heat over the top of the

mix pile. ______

Shall use center heat riser to bring heat to center preventing asphalt

bridging. ______

Minimum burner capacity shall be minimum 105,000 BTU. ______

Burner shall be diesel fueled. ______

Shall include a forced air burner system manufactured by Beckett Corp. ______

Burner to be mounted at the front of the unit, away from operator. ______

Burner shall be easily accessible and removable. ______

Shall have removable burner cover. ______

Burner shall fire into a 309 stainless steel, replaceable liner. Liner to

Prevent uneven heating on the hopper floor and walls. ______

Burner system operations shall be controlled at operator station. ______

Equipped with automatic temperature control, spark ignition with flame

sensing for automatic shut down of main diesel burners in case of flame

out. To be equipped with all necessary fittings, hoses and valves. ______

Control box shall feature Automatic Temperature Controls 1/32 Din,

Burner On/Off Switch, Digital Electronic Temperature Gauge,

Thermostat for hotbox and Thermostat for Tack tank. ______

Unit shall be equipped with EZ option bar with quick change brackets.

Fuel tank and battery box shall be mounted to EZ option bar. ______

Optional water tank, tool box and tack tank shall also mount to EZ

Option bar. ______

HYDRAULIC SYSTEM:

Hydraulic controls shall be provided for the hopper doors, discharge

door, and optional tack pump. The hydraulic valves will be located

on rear street side of unit so that operator can see driver ______

Valves to be a directional valve, with each section having pressure

compensation suited for operation being performed. All hydraulic lines

to be run in steel tubing with compression fittings. ______

PAINT:

To be primed with primer and painted highway orange unless otherwise

specified. Paint to be a two part polyurethane paint minimum 6 mils thick. ______

WARRANTY:

One (1) year on workmanship and manufactured equipment. ______

OPTIONAL FEATURES:

TACK TANK:

Eighty (80) gallon capacity tack tank constructed of 12 gauge

steel with 8" fill cap, 2" molasses gate valve, 2½” diameter dial type

thermometer with temperature range from 0° - 550° F. ______

Tank to be insulated with 2" of fiberglass insulation and covered with

16 gauge steel cover. ______

Tank will be heated by a 75,000 BTU diesel burner, firing into a flue

running the full length of the tank and returning to a vertical stack.

Compactor Plate Carrier with hydraulic raise and lower for operator

convenience and shall have a spring lock and fold up out of the way

when not in use. ______

WASHDOWN SYSTEM:

Wash down System with a 12V.D.C. pump with application hose and

wands for cleaning tools and hopper. ______

STAINLESS STEEL TOOL HOLDERS:

(2) Stainless Steel Tool Holders-spring loaded clamps mounted

vertically for holding rakes, shovels and lutes. ______

LP HAND TOURCH

Unit to be equipped with a 125,000 BTU Hand Torch with shutoff valve

and 15’ of LP hose and 20# cylinder and bottle rack. ______
