EdmontonArtGallery’s Proposal for a NewBuilding (M.Phair)

Report Summary

This is an information report regarding the EdmontonArtGallery’s capital project for the construction of the new gallery on the existing site. Costs, timelines, sources of funds, the proposal competition for design of the building, the LRT entrance and legal implications are addressed.

Previous Council/Committee Action

At the May 19/June 4, 2004, Special Executive Committee meeting,Councillor M.Phair made the following inquiry:

“Sometime ago, the Edmonton Art Gallery approached City Council about constructing a new building. I would like an update that would include the following information:

  1. Is a new or redeveloped building being proposed by the Edmonton Art Gallery Board?
  2. If so, what are the timelines, projected costs and what will be requested from the City?
  3. Is a competition being proposed for the design of the building?
  4. Would a redevelopment include a different entrance from the LRT and if so, what is proposed?
  5. Other information that may be pertinent.”

Report

  1. Building Proposal
  • The Edmonton Art Gallery is proposing the redevelopment of the current downtown Art Gallery. This may include a new building however this decision is dependent on the results of the Request for Proposal.
  1. Timelines, Projected Costs and Contribution Request from the City of Edmonton
  • The Edmonton Art Gallery has allocated 26 months as the timeline for construction. Construction is anticipated to commence in February 2006 and be completed in April 2008. Attachment 1 outlines the Construction Timelines.
  • The estimated project budget is currently $36 million dollars. This figure has been revised from the information provided previously to Council. In February 2001 the Capital Project Budget was $51million. Significant changes in funding were realized in the construction component (demolition costs are not part of the revised budget) and the operating endowment was reduced from $7.5million to $5 million.
  • The $36 million project budget includes:

-a capital building budget of $25million

- $6 million for infrastructure upgrades (LRT and pedway access), and operating grants

-$5 million operating endowment (interest earned off endowment will be used to offset increased operating expenses)

  • Attachment 2 outlines the Capital Project Budget (March 2004).
  • The City’s contribution is expected to be $6 million dollars, which was submitted, in the Capital Program (Asset Management – Land and Buildings) and is currently unfunded.
  • The Edmonton Art Gallery’s revised project budget, which was received by the Community Services Department in July 2004, indicates that the $6,000,000 would be allocated as follows:
  1. $2,000,000 to the LRT entrance area to the Gallery
  2. $4,000,000 by way of a $400,000/year increase in operating grants over a ten year period.
  • The Edmonton Art Gallery Capital Campaign Timeline (Attachment 3) indicates securing municipal support in January 2005.
  • Attachment 4 is the Construction and Campaign Timeline and this identifies the synchronizing of the fundraising initiatives with the construction phases.
  1. Competition for Design of the Building
  • The Request for Proposal is being prepared presently to pre-qualify design/construction teams and will be open to North American competitors.
  • The Art Gallery project is proposed as a “design-build” project or a “construction management” project.
  • The Request for Proposal is expected to be announced in October 2004. Upon receipt of the submissions from the open competition, three to four firms will be selected to submit a final proposal. The successful team from this selected group will be announced in early 2005.
  1. Entrance from the LRT
  • Part of the design component of the project includes a new connection to the LRT Pedway system with a new plaza and entrance area that will conform to the updated Churchill Square.

Legal Implications

There is an “Agreement Between The City Of Edmonton And The Edmonton Art Gallery, Dated May 2, 1967”.

  1. It should be noted that pursuant to Clause 6 of an Agreement between the City of Edmonton and the Edmonton Art Gallery dated May 2, 1967, the Gallery must operate as an art gallery on the present site and must make facilities and exhibits available at reasonable costs to the citizens of Edmonton. Should the Gallery fail in its obligations under Clause 6, the City may appoint twelve persons to govern the affairs of the Gallery.
  2. Clause 7 of the Agreement further provides that the present site must be used and maintained as a museum of arts whose facilities and exhibits shall be available to the citizens of Edmonton at a reasonable cost. This restriction on use is to be in effect for a period equivalent to the life of the present building.

The New Edmonton Art Gallery Construction and Campaign Timeline

The new Edmonton Art Gallery located on our existing site will be 2 ½ times the size of the existing building and will be built to meet international museum standards. What follows is a timeline of the both the campaign schedule and the construction schedule.
