Introduction:

Cllr. S. Matthews represented CLCC at the meeting of TCALC on the 2nd December 2014 and TCPC on the 16th December 2014.

Summary:

TCALC–Members requested the following items to be raised at the LCPC:-

  • Community Centres & Halls,
  • Football Pitch adjacent to Raglan Court / Cardigan Court.
  • Bus service to new cemetery
  • Update on management of Llanyrafon Manor
  • Funding to theatres and historical venues
  • Planning update on South Sebastopol and the Police College, Cwmbran.

Community Council Leaders have recently met to look at areas wich the Community Council may like to consider taking over. A follow up meeting is due in December 2014. It was noted that estimates would need to be set in time for precepts in January 2015. Concerns were raised about the possibility of “double taxation”. CLCC agreed to consider this at the next available meeting.

It was agreed to arrange a joint Community Council meeting inviting One Voice Wales to present to all members (cost to be shared between coucils).

Date of next TCALC meeting – Tuesday 10th March 2015 – 4.30 pm. Committee Room 1 at the Civic Centre.

LCPC – Dana Eynon gave an update on Neighbourhood Services – items included

  • Football Pitch adjacent to Raglann Court / Cardigan Close.
  • Bus Service to Cemetery

Rob Murray gave an update on Planning & Public Protection – items included

  • Quarterly newsletter to be distributed shortly
  • Former Police College site – Taylor Wimpley are due to submit a planing application early in January for 2/3rd of the site – approx. 230 dwellings. Redrow to develop the east of the site.
  • South Sebastopol – first phase will be approx 200 dwellings.
  • Llantarnam development now likely to be 350 dwellings plus a Neighbourhood Centre and Office Accommodation.

Other reports distributed to members included, Gwent Trading Standards Project, Nutirional Project, Cold Calling Zones, Intelligence Working Group, Legislation Change (Food Information Regulations), TSI Survey,

Maria Evans – Social Care & Housing, TCBC

  • Social Services have now transferred to the Civie Centre (Floors 5 & 6).
  • The Social Servies Wellbeing Act comes into effect next year.

The Chair has suggested a set of shared objectives may enefit this group on the lines of he Corporate Plan. Ideas to come back from councils.

The Chair agreed to speak with TCBC Cabinet regarding scheduling the 2nd meeting for working with councils on some services.
