How will the transition happen?

Commonwealth and Victoria are working together:

• Split of funding and activities, and mapping to CHSP (Dec).

• Letter of offer for new Health agreements and changes to DHHS Funded Agency Channel (from April).

• Signed agreements (May-June) and first payments made:

─ Last payment for 2015-16 in June 2016 from DHHS

─ First payments for 2016-17 in July 2016

Funding splits

Process for unit priced activities

Examining 6,000 lines of Victorian HACC service activities for over 400 providers:

• Three methodologies identified for the funding split.

• The first is for direct service delivery that is reported to the MDS.

• 2014-15 MDS information to determine the age split for activities.

• Split identified for each service type.

• 2015-16 Service Agreement Funding and Target Outputs.

• Percentage split is applied to the unit price to determine split of funding

Block funded direct service delivery

Some activities are direct service delivery but are block funded grants:

• The second methodology is for direct service delivery that is block funded and may not have MDS outputs.

• Uses available information to determine the age split

• Other provider information (reports, etc)

• MDS information for other similar activities

• State average.

• Outputs to be proposed based on unit prices.

Other block funded activities (indirect)

Some activities are indirect and are block funded grants:

• The third methodology is for indirect activities that are block funded and do not have MDS outputs

• Service System Resourcing

• Volunteer Coordination etc

• Uses available information to determine the age split for these activities

• Where no information available

• State wide or Service Provider average

Mapping to the CHSP

Mapping services to the CHSP

Victorian HACC services will be ‘mapped’ to the CHSP

• The majority of HACC services directly map.

• The Commonwealth and Victoria are working together to determine those services where the mapping isn’t so clear.

• The proposed mapping for your services for older people will be included in your funding split letter. We will seek your confirmation that we have mapped services correctly.

• In some cases, we may ask for more information so that we can map services to the CHSP (e.g., Assessment).

Transition process – Consultation

November consultations planned:

• Nine consultations across Victoria, including metro and regional centres, ACCO and CALD providers

• Packs provided today – fact sheets and key information

Next stage of consultations in April 2016:

• Focus on readiness for the CHSP

• Further information on the funding agreement and programme

Know your age split:

• Understand your current funding arrangements and outputs

• Know your age cohorts and their service usage

• Consider what you believe to be your funding split

What you will receive

• You will have an opportunity to discuss this with us
