This is a voluntary agreement, usually between a young person who has been behaving in an anti-social manner, and the police and other appropriate agencies e.g. RBHT

A civil order granted by the magistrates court which details the anti-social behaviour that the recipient must stop. If the ASBO conditions are broken, it becomes a criminal offence, and may lead to a prison sentence.

TO REDUCE TOTAL CRIME IN REIGATE & BANSTEAD BY 16%

2.1 / To identify the key areas for crime reduction and to set challenging targets /

i.  To reduce motor vehicle crime / 1327 / 16.5 reduction
(-219) / POLICE / CDRP / We will build on the 11% reduction in vehicle crime (2004-05) by continuing preventative and pro-active patrols particularly in hotspots Offences that form part of a series will also be targeted using forensic evidence.
ii.  To reduce domestic burglary / 519 / 20% reduction
(-104) / POLICE / CDRP / Successful operations will be repeated e.g. targeted operations on known burglars together with technology such as ANPR to hinder the movement of known offenders. We will also seek to increase the number of active Neighbourhood Watch Schemes from 400 to 500 over the next three years.
iii. To reduce criminal damage / 1979 / 15% reduction
(-297) / CDRP / POLICE / The CDRP will use ABC’s and ASBOs against offenders, which focus on criminal damage and will ensure convictions are highly publicised.
Mobile CCTV cameras will be used in recognised hot spots, in conjunction with static cameras.
iv. To reduce violent crimes, especially in town centres / 1036 / 15% reduction
(-155) / POLICE / CDRP / Our positive strategy in targeting offenders of domestic violence, particularly repeat offenders, has led to an increase in reported incidents. This will inevitably lead to a levelling off and reduction in repeat offences.
Increased licensing legislation offers greater opportunities to deal with alcohol related violence in and around licensed premises.
A thriving Pubwatch scheme is also excluding higher numbers of offenders from the borough’s licensed premises.
v. To reduce personal thefts e.g. pick-pocketing / 90 / 10% reduction
(-9) / POLICE / CDRP / Whilst the numbers of incidents occurring in the borough are relatively small, targeted working through Shop Watch schemes in particular will heighten awareness of the threat in major shopping areas.
vi. To reduce robbery / 44 / 10% reduction
(-4) / POLICE / CDRP / Building on an 8% reduction (2004-05) we will continue to target robbery hotspots with both plain clothes and high visibility patrols. We are also working closer with probation service to identify and monitor previous offenders as they are released from prison.
vii. To reduce total crime / 8335 / 16% reduction
(-1334) / CDRP / POLICE / In addition to the above measures, ringleaders will be targeted through the PPO scheme.
The neighbourhood approach to policing will be continued to empower residents to assist in the reporting of crime and disorder and to provide intelligence on local criminal activity.
This will include formation of Neighbourhood Panels and the expansion of Neighbourhood Watch schemes. to help prevent active criminals gaining a foothold within our communities.
viii. To use CCTV actively to assist in arresting criminals, by continuing to fund a CCTV Manager post. / 03-04 figure / 25 related arrests/month / POLICE / RBBC / CCTV is now running at capacity and staffed with experienced operators, knowledgeable in terms of local criminality and the individuals involved. It continues to be a vital tool in combating crime and disorder.
