Handicap International is an award-winning international development charity that is looking for a committed and dynamic person to develop an exciting new project to ensure injured people access critical rehabilitation services following natural disaster and conflict crises. The project aims to develop a register of British rehabilitation professionals ready to be deployed overseas in the event of an earthquake or similar disaster, to be integrated into a multi-disciplinary trauma response team. Your primary role will be to identify and include rehabilitation professionals on the national trauma register, and to train and support them both before and during deployments.

  • Identify, train and integrate British rehabilitation professionals (physiotherapists, occupational therapists) onto a national trauma register for overseas deployments
  • Provide pre-deployment rehabilitation training to surgeons, nurses and other medical members of the national register
  • Provide field and/or distance-based technical support to deployed rehabilitation professionals to ensure adequate quality control

11.BACKGROUND INFORMATION

Handicap International UK has been approached by UK Med (a British charity) and the UK government’s Department for International Development (DFID) to develop the rehabilitation component of the UK International Emergency Trauma Register, housed and managed by UK Med. UK Med facilitates the deployment of UK health workers to conflicts and natural disasters and has successfully deployed essential medical professionals to a range of disaster contexts, providing much-needed surge capacity in the aftermath of a crisis. To date, the majority of the members of UK Med’s register and subsequently deployed are surgical, leaving a major gap in the training and deployment of rehabilitation professionals to crises with high levels of injuries. Rehabilitation is a core component of trauma care, and as such early deployment of rehabilitation professionals as part of a multi-disciplinary crisis-response team is essential, particularly where numbers of injured persons is significant. Merlin, a UK-based medical charity, is partnering with the project to develop an emergency field hospital platform.

Your primary focus will be to identify and integrate rehabilitation professionals onto the national register, provide them with adequate training, and accompany them during deployments. Your expertise will also be called to integrate rehabilitation components into the standard operating procedures for the field hospital platform managed by Merlin. Finally, you will also be responsible for training the other medical members of the register, supporting pre-deployment overseas visits, and contributing to the development and dissemination of good practices and publications based on field experiences.

12.MAIN DUTIES AND RESPONSIBILITIES

Identify and integrate rehabilitation professionals onto the national trauma register

a)Engage with UK rehabilitation networks and professional societies to increase awareness of the national trauma register, and to identify potential members

b)Identify other relevant opportunities to disseminate information on the register and identify potential candidates (conferences, seminars, hospitals, etc)

c)Work closely with UK Med to integrated identified professionals onto the register

Exert quality control over the rehabilitation services provided

a)In relation with other HI colleagues, develop technical training modules: identify key messages, develop module contents, utilise a variety of training formats (including e-learning), etc

b)Execute technical training modules with register members, to ensure they have the required knowledge to provide rehabilitation in disaster contexts

c)In the case of large disasters, accompany register members during deployments overseas to oversee the work

d)Participate to the development of rehabilitation kit lists (assistive devices, rehabilitation equipment and consumables) for use during deployments

Ensure rehabilitation is fully integrated into the medical trauma response

a)Integrate rehabilitation components into training provided to medical (surgical, nursing, etc) members of the register

b)Work with Merlin to ensure rehabilitation is fully integrated into the standard operating procedures for the field hospital platform

c)Organise at least two overseas pre-deployment exposure visit to a Handicap International programme for register members

Contribute to the collection and dissemination of knowledge from this project

a)Develop a system to collect data and good practices from the project

b)With the knowledge management unit and our partners, identify opportunities to share good practices internally and externally (conferences, papers, publications)

c)Contribute to a wider evaluation of the entire register and deployment project
