Note:Theseregulationsaretobereadinconjunctionwiththe2014StandingSupplementaryRegulationsforOffRoad Motorcycles, Enduro and Quads. In the event that there is any conflict between regional and national rules, the nationalrulesshall,atalltimesprevail.

ThefollowingaretheStandingRulesforthe2014MSAKwaZulu‐NatalJuniorRegionalEnduroChampionship.

1.CONTROLLERS

ThecontrollersoftheChampionshipshallbetheMSAKwaZulu‐NatalRegionalMotorsportCommittee.

2.RULES

All Championship events shall be held under the General Competition Rules and the Supplementary

Regulations(Enduro)ofMSA,thesestandingrulesandeventsupplementaryregulations.

2.1For all regional championship classes, racing numbers shall be allocated by MSA’s Head Office personnel.

NumbersmeetingthespecificationssetoutintheMSAHandbook(Article14)mustbeplacedonfrontnumber

boardandbothsidenumberboardsofthemotorcycle.

2.2ForClubandothernon‐championshipclasses,blacknumbersonayellowbackingboardarerequired.

2.3Clubchampionshipnon‐championshipeventswillberuninconjunctionwithRegionalChampionshipevents.

2.4RegionalChampionshipeventsmayberuninconjunctionwithNationalChampionshipevents.

4.3 Open125class‐125cctwostrokeMotorcycleChampionship

The maximum permissible capacity is 125cc 2‐ stroke (minimum wheel size 18” rear 21” front). Chassis, suspension andenginemodificationsunrestricted

4.4Open250class‐OpenMotorcycleChampionship

Themaximumpermissiblecapacityis200cc2stroke/250cc4‐stroke(minimumwheelsize18”rear21”front). Chassis,suspensionandenginemodificationsunrestricted.

5.SAFETY SPECIFICATIONS - MOTORCYCLES

5.1The following safety requirements are applicable to all motorcycles:

a)Ball end brake and clutch levers must be fitted unless fitted with suitable protector e.g. Bark busters

b)Brakes operating on both wheels.

c)A self-closing throttle must be fitted.

d)Adequate mudguards.

e)Fuel must be carried in metal or moulded plastic containers fitted to the motorcycle.

f)There must be no fuel leaks.

g)Exhaust gases must not be discharged so as to raise dust or in any way to inconvenience a following rider.

h)The motorcycle to be fitted with an operational KILL SWITCH.

6.SAFETY SPECIFICATIONS - COMPETITORS

6.1 Crash helmets of the full-face type, in sound condition, and fitting the wearer are to be fastened and worn by all

riders during racing.

6.2Long sleeved riding shirt

6.3Elbow and knee guards which provide protection in the event of a fall

6.4Chest guard designed for off road motorcycling must be worn

6.5Riding pants designed for off road motorcycling, and constructed of suitable protective fabric

6.6Gloves giving adequate protection

6.7Boots designed for off road motorcycling must be worn. Short boots designed for quad bikes are not acceptable

6.8 Goggles designed for off road motorcycling must be worn and must be made of non-splinterable material

6.9Spectacles, if worn, must be made of non-splinterable material

6.10Neck protection must be worn by every rider. The rigid neck brace is recommended but a minimum of a purpose

made foam ring (“donut”) is required

6.11A minimum of 1 litre of drinking water must be carried by the rider at the beginning of the race

8.CLASSES

Junior Club Class: (Non Championship class for bikes with a maximum capacity of 105cc 2stroke or 150cc 4 stroke)

Senior Club Class: (Non Championship class for bikes of 125cc 2 stroke and up to 250cc 4 stroke) – minimum age 14 years for 125cc and 15 years for 250cc 4 stroke)

9.AIMOFTHECHAMPIONSHIP

The aim of the Championship will be to declare MSA KwaZulu‐Natal Junior Enduro Champions in the abovementionedchampionshipclasses.

10.EVENTDISTANCES

Championshipeventsshallbeofaminimumdistanceof25km,andamaximumdistanceof150km,overunseen cross‐countryroutes,controlledbymannedormechanicalcheckpoints,andshallberunduringdaylighthours.

The junior race including both 85cc classes and the Junior club class will be run first and the senior race including the 125 and 250 classes and the senior club class will run second. In general the first race will run for a minimum duration of 2 hours and the senior race for a minimum duration of 2,5 hours.Theorganiser/ClerkoftheCoursewilldecideupontheexact duration of each of the races. This information will be conveyedtothecompetitorsatriders’briefing,andviatheofficialnoticeboard.

Junior Class riders will generally compete over two thirds of the distance of the Senior classes. The Organiser/ClerkoftheCourseshallsimilarlyhaveauthoritytodetermineandconveythedecisioninthisregard tothecompetitors.

11.NUMBEROFEVENTS

TheChampionshipshallconsistofaminimumofSIX (6)events.Allshallcounttowardsthechampionship.The

minimum numbers of starters in each class shall be an average of six for the season to declare the class a

championship class.

12.THESTART

Thestartshallbeastaggeredstart,attimedintervals.Therewillbeamaximumoffour(4)competitorspergrid

row.Topseededriderswillstartatthefrontofthefield.OnrecommendationoftheOrganisers,theClerkof

theCoursemayvarythestartingorder,athis/hersolediscretion.

13.THEROUTE

13.1TherouteshallbemarkedandmaintainedassetoutintheMSAHandbook,Article28,andthepenaltyfora

competitorleavingtherouteandrejoiningittohispositionaladvantageshallbeexclusionfromtheevent.

13.2TheJuniorandSeniorRacesmayberunatthesametimebuttheJuniorloopshallbesubstantiallyshorterin

distancethantheSeniorraceasperpoint7above.

13.3The course will be marked in accordance with the MSA SSR’s for off road motorcycle events.

Red or orange 'Day-Glo' markers, with a visible area of not less than 10 x 10 cm will be placed on the left of the track, no more than 1.5 metres above the ground. Where the route is not obvious, e.g. through bush, forest etc. or where no obvious path exists, each successive route marker must be clearly visible by a rider seated on his motorcycle travelling at race speed.

On obvious routes, for example, paths, roads etc, the markers will be placed approximately every 100m but not more than 250m apart, irrespective of the clarity of the route.

Two markers placed on the appropriate side, one above the other, approximately 50m before a turn, will show the direction of a turn on the appropriate side. A second set of double markers on the appropriate side will be placed at the turn.

A reassuring marker will be placed within 25m after a change of direction, on the appropriate side. Where turns or junctions are such that (in the opinion of the chief course setter), confusion may result, then chevron tape will be used to emphasize the route, or to close no-go routes.

Green dayglo markers and/or chevron tapemay be used to indicate a wrong direction and no entry.

Any object considered dangerous or hazardous will be marked with multiple Day-Glo stickers or dayglo paint.

A minimum of two Check point marshals will be positioned on the course. A course may only be re-routed at the instruction of the Clerk of the Course.

Refer SSR 332 and 334- Off Road Regulations - Where the route crosses/runs along a public road it must be
manned by police officers and race Marshals, or as directed by the authority granting closure/ crossing
permission.

14.RESULTSANDSCORING

Ineachclass,theriderwhocompletestheraceinthelowestnettime,aftertheadditionofanypenalties,will bedeclaredthewinner.TheprovisionalresultswillbecheckedandsignedbytheClerkoftheCourseandthen postedontheNoticeBoard,withthetimeofpostingnoted.Anyprotestagainsttheprovisionalresultsistobe made in accordance with the procedures laid down in the MSA Handbook. Thirty minutes after posting, in absenceofanyprotest,theresultswillbefinal.

15.REFUELAREA

15.1Acompetitoriscompelledtouseonlyfirstgearintherefuel area, and must dismount and kill his engine

whenrefuellinghismotorcycle.Thepenaltyforbreakingthisrulewill be decided by the COC.

15.2Acompetitormustprovideafireextinguisherof2,5kgcapacityathisrefueldrum/equipmentwhilstrefuelling.

15.3TheuseofanEnvironmentalMatorsimilardevicebycompetitorsand/orservicecrewiscompulsory

16.SEEDINGOFRIDERSFORTHESTART

16.1Seeding for the second event will be based on the finish order from the previous race regardless of class.

16.2Seedingforthefirsteventwillbe basedontheprecedingyear’sfinaloverallpositions.Competitors

staying in a class will be seeded first, followed by those moving up a class, based ontheir overallfinishing

positions the year prior. Riders who did not score in the year prior will start next, according to their race

numbers.

16.3Only rider’s whose completed entry documentsand proofofpayment isreceivedon orbeforethe pre‐entry

cutoffspecifiedintheSR’sforeachrace,willbeseeded.

16.4Thenumberofridersallocatedperrowwilldependonthewidthofthestartarea.

16.5Latearrivals/entriesandun‐seededriderswillbeplacedatthebackof all seeded riders.

16.6The Races will consist of the following classes:

17.COURSE SETTERS’POINTS

17.1Where a course is to be set by a suitably experienced rider who would otherwise compete in the race, and who

wishes Setter points, the rider must apply to the Organisers 6 weeks prior to the race. The

Organising Committee shall have the right to approve or reject the application based on the following:

  1. Whether or not the venue for the race is used regularly by the rider for training and riding to the extent

that the rider would have an unfair advantage over other riders

b.Whether or not it is necessary and/or desirable for the rider to course set rather than to race

c.That the rider, except for the reasons stated in a and b above, is fit to race and eligible to compete in the

race for which he/she wishes to course set

d.That the rider is able to course set and officiate as a roving marshal on race day

17.2Tobeeligibleforthesepoints,anorganisermusthelpsetthecourse,andbeamarshalorofficial
ontheraceday.Pointswillnotbeawardedtocompetitorswhohaveonlydonemarshallingdutyonraceday.

17.3 At present no insurance is available for under-age marshals/course setters, and parents shall be required to

complete and sign an indemnity form.

18.RESOLVINGATIE

In the event of a tie in points scored, the competitor with the greater number of first places, failing which, second places and soonwards, shall be declared the Champion, and should this procedure not resolve atie, thecompetitors shall share the Championship.

19.DECLARATIONOFCHAMPION

TheControllers,attheirsolediscretion,areresponsiblefordeclaringthewinnerofaChampionship.Theyare entitledtowithholdsuchdeclarationfromanycompetitor.

20.CHAMPIONSHIPYEAR

TheChampionshipyearshallrunfrom1stJanuaryto31stDecemberofeachcalendaryear.

22.PENALTIES

22.1 / 1 checkpoint missed, / 15 minutes
2 checkpoints missed on the same lap / 30 minutes
3 or more checkpoints missed on the same lap. / 1 Lap
22.2 / A lost clock card or route sticker on any lap / 1 lap penalty.
22.3 / Executing a flying finish / 1 minute penalty
22.4 / Failing to refuel on an environmental mat - / 45 minutes (refer to SSR 343)
22.5 / Failing to hand in incident report form / R1000.00 fine
22.6 / Jumping queues at checkpoints / 19 minutes
22.7 / Failing to have a 2.5 kg fire extinguisher / 1 hour
22.8 / If a competitor returns an unrealistically fast lap time and it is obvious that the competitor has deviated from the route thereby gaining a time advantage over other competitors, he/she will be penalised / 30minutes per occurrence plus the estimated time advantage
22.9 / Replenishment is forbidden at the time check control table / 1 minute

23.EXCLUSIONS

23.1Failing to attend riders’ briefing.

23.2Not wearing a crash helmet whilst racing.

23.3Any rider receiving help, tools and spares outside the specially demarcated pit area, other than from another

competitor or official.

23.4Knowingly proceeding down the route in the wrong direction.

23.5Allowing a non-competitor to be in control of a competing machine before, during or after an event.

23.6Behaving in a manner likely to prejudice the interest of motor sport generally.

23.7Driving dangerously or without due consideration to other riders, spectators and/or property.

23.8Carrying any passengers during the race other than officials or stranded competitors.

23.9Consuming drugs or alcohol before, or during the race.

23.10 Any rider found to have ridden over or in the vicinity of the route for a period of 30 days prior to an event.

The only exception is a rider, who has been called in by the organisers, to advise or to represent the farmer in a technical capacity.

23.11Not carrying a First Aid Kit at any time during the race.

23.12The swapping of motorcycles during the race.

23.13Not refueling in the demarcated refuel area.

23.14Not cutting the motor while refueling.

23.15Being seated on the motorcycle while refueling.

23.18Carrying of fuel in any non-approved container on the motorcycle, or in a container not securely fixed to the

motorcycle, whilst racing.

23.16Any rider seen in taped off/excluded areas, or disobeying any instructions given at riders’ briefing concerning,

among others, no-go routes or areas.

23.17Any competitor “testing” a motorcycle before the event without the express permission of the Clerk of the

Course.

23.18After cut-off time riders shall not be permitted to ride motorcycles on the track, pit area or car park. (See also

rule 25.8).

23.19Not stopping at a road crossing.

23.20Being accompanied by a retired or non-competitor

24.CHECK POINTS

24.1A minimum of 2 checkpoints or stamp card machines will be positioned on the course at which Tick Point Marshals will mark riders’ helmet stickers. Manual sequence sheets will be kept at each check point which will log the time (if possible) and sequence in which riders pass through the check point.

24.2Checkpoints will display a warning sign indicating “Check Point” point ahead no less than 20m and not more than

50m before the checkpoint.

24.3It is the responsibility of the rider to stop at the position indicated. Riders will be marked in arrival sequence, or will have to stamp their card.

25. Overall Regional Non-Circuit Championship (Junior):

Open to all Regional and National non-circuit licence holders. This Championship is open to 85cc Junior; 85cc Senior, 125cc 2 stroke and 250cc 4 stroke riders.

The Championship will be scored from the MSA Points obtained from the riders best 2 races from the following disciplines: Regional Enduro, Regional Harescramble and 2 heats in Motocross (85cc Juniors to compete in the 85cc Junior MX class; 85cc Senior to compete in the 85cc Pro Mini class and the 125cc 2 stroke and the 250cc 4 stroke to compete in the relevant Regional MX classes).

Unfortunately the 65cc class will not qualify, as they do not have an Enduro Series
