President, Randy Manning, called the meeting to order at 7:30 p.m.

Mr. Gregory Begay led the School Board and audience in the pledge of allegiance, and Mr. Randy Manning conducted a prayer.

Motion by Gary Ray, second by Gregory Begay to amend the agenda by adding a budget adjustment request to item number 21 (approve acceptance of donation from Johnson & Johnson to Ojo Amarillo Elementary School) and moving items number 25 and 26 to items number 13 and 14 (approve use of the SHS Pit for showing of “Rocks with Wings” Documentary, and approve Release Agreement for “Shiprock” film), and to approve the consent agenda for October 15, 2002, minutes of September17, 2002, Regular School Board Meeting, October 10, 2002, Work Session, Payment of Bills, Budget Adjustments and Increases, and Bid No. 02-41 – Re-roofing at Shiprock High School, as presented. Motion carried, 4-0.

Dr. Linda Besett, Superintendent, requested the personnel recommendations be approved as presented. Motion by Stanley King second by Gregory Begay to approve the personnel recommendations as recommended by Dr. Besett.

Comments from the Audience:

Norman Patrick Brown, community member from Shiprock and Navajo filmmaker, is opposed to the release agreement with Showtime to use the District’s logo and name in the “Shiprock” film.

John Reeves, spoke on behalf of the coaches and the KCHS Girls Basketball Team, is in support of the KCHS Lady Broncos participating in the National Nike Basketball Tournament in Phoenix, Arizona.

Glojean Todacheene, community member from Shiprock, spoke on behalf of Rick Derby and the showing of “Rocks with Wings” Documentary film.


REPORTS

Mr. Randy Roberts, Vice-President of the Indian Education Committee, addressed the question, “Do you believe that bilingual education is beneficial to our students?” Mr. Roberts expressed concern that the Indian Education Committee will not accept the Navajo language and culture being blamed for the low test scores among the Navajo children in the District.

Morgan Wheeler, New Mexico Family, Career, Community Leaders of America Vice-President of Community Service, (also a student at Kirtland Central High School) gave a wonderful presentation on her participation at the FCCLA National Leadership Conference held in Minneapolis, Minnesota in July 2002.

ACTION ITEMS

Motion by Gary Ray, second by Stanley King to approve the use of the Shiprock High School Pit for showing of “Rocks with Wings” Documentary with the understanding that Board policies and procedures for facility use be followed. Motion carried, 4-0.

Motion by Stanley King, second by Gregory Begay to deny the Release Agreement request to use CCSD’s logo and name in the film by Showtime called, “Shiprock”. Motion carried, 4-0.

Motion by Stanley King, second by Gary Ray to approve the donations of four (4) computers from Grace B. Wilson Elementary to the Bloomfield Boys and Girls Club, as presented. Motion carried, 4-0.

Motion by Gregory Begay, second by Stanley King to approve the Memorandum of Understanding Agreements for the Navajo Foster Grandparent Program at Naschitti Elementary School with the added clause to the agreement; Foster grandparents in consideration for their services to the Central Consolidated School District will receive a nominal payment of $1.00 per year and will be considered independent contractors who may have unsupervised access to students in such capacity and shall be subject to the requirement of NMSA 1978 Section 22-10-3.3 (Background checks). Motion carried,4-0.

Motion by Stanley King, second by Gregory Begay to declare an emergency for the Fire Alarm System at Shiprock High School as presented. Motion carried, 4-0.

Motion by Stanley King, second by Gregory Begay to approve the Facility Use Agreement between CCSD and the Navajo Nation, Office of Dine Youth (ODY) for the 2002-2003 school year. Motion carried, 4-0.

Motion by Gregory Begay, second by Gary Ray to approve the Out-of-School Fundraising for Tse Bit ‘Ai Middle School (Warrior Card Sale), Newcomb Elementary School (Selling Raffle Tickets), Mesa Elementary School (Catalog Sales), Naschitti Elementary School (Catalog Sales),and Shiprock High School (Business Ads, Christmas Raffle, Gold Cards, Raffle), as presented. Motion carried, 4-0.

Motion by Gary Ray, second by Gregory Begay to approve the Memorandum of Agreement Between Save the Children Western Area Office and CCSD (Ojo Amarillo Elementary School, Kirtland Elementary School, and Grace B. Wilson Elementary School). Motion carried,4-0.

Motion by Gary Ray, second by Gregory Begay to approve the donations from Save the Children for Kirtand Central High School ($15,400.00), Ojo Amarillo Elementary School ($3,827.00), and Grace B. Wilson Elementary ($3,827.00), as presented. Motion carried, 4-0.

Motion by Gary Ray, second by Stanley King to approve the unique trip request for Kirtland Middle School Band to participate in the National Music Festival in Denver, Colorado on May 8 - 12, 2003, as presented. Motion carried, 4-0.

Motion by Gary Ray, second by Stanley King to deny the unique trip request for Kirtland Central High School Girls’ Basketball Team to participate in the Nike Tournament of Champions in Phoenix, Arizona. Motion carried 3-1, with Randy Manning voting against the motion.

Motion by Stanley King, second by Gregory Begay to accept the donation of $1,500.00 from Johnson & Johnson to Ojo Amarillo Elementary School, along with the budget adjustment request, as presented. Motion carried, 4-0.

Motion Gary Ray, second by Gregory Begay to approve the mini-grants for Career Prep High School (Extended Day), Kirtland Middle School (Studentales), and Nizhoni Elementary (Passport to Reading). Motion carried, 4-0.

Motion by Gary Ray, second by Stanley King to approve the resolution allowing the Executive Director of Finance to maintain and manage the District budgets between board meetings. Motion carried, 4-0.

Motion by Gary Ray, second by Stanley King to approve the exception to Policy 004.208, Compensation and Salary Schedules, for Kelly Thur, Teacher at Shiprock High School. The exception reflects the due date for official transcript for salary adjustment which was outside of his control. Motion carried, 4-0.

Motion by Gary Ray, second Stanley King to approve the Facility Use Agreement with the Kirtland Youth Association as presented. Motion carried, 4-0.
