REGULAR MEETING

PALMER TOWNSHIP

MARCH 13, 2017

The regular meeting of the Palmer Township Board was called to order at 7:00 p.m. at the Palmer Township Hall, with Supervisors Ganz, Demeules and Larson present. Also present were David Meyers, Attorney, Roger Johnson, Treasurer and Kelly McCann, Township Clerk. The meeting was opened with the Pledge of Allegiance.

Chairman Ganz informed the audience that copies of the February minutes were posted on the website for their review and asked to state any additions or corrections before the end of the meeting in which a motion would be made for approval.

Treasurer’s Report: Treasurer Johnson read the balances from the Treasurer's report. Supervisor Demeules made a motion to approve the Treasurer’s Report. Supervisor Larson seconded the motion. Motion carried unanimously.

Sheriff’s Report:

Officer Bob Stangler reported that there had been 98 calls for service in February this year as compared to 61 in 2016 and 65 in 2015. There were 55 traffic violations with 11 offenses charged by citations. There were no burglaries, no thefts, no crashes with injury and one crash with property damage. There were two DUI's and two warnings for ATV. There was 1 recovery of stolen property.

Officer Stangler reported that St. Patrick's Day is the 2nd leading day for DUI after Labor Day. There will be extra officers on duty March 17th. A depth finder was found on County Road 16. Citizens can call the sheriff's department with a description to claim it.

Fire Department:

No report

Road Maintenance / Signs:

Richard Larson reported there was a fallen tree in the road right of way and had it cleared. Mitch Hoefer reported he has the signs ready to install and will do so when the frost comes out of the ground.

P.E.C. / Park Report:

Roger Johnson reported the Earth Day cleanup is scheduled for May 20th, 2017 from 7:00am - 1:00 pm.

Mitch Hoefer reported the siding on the Pavilion is complete. Mitch received three bids on putting in a sprinkler system at the Park. The bids came out between $5600-$5800. If it is decided not to put in the

sprinkler system we are required to fix the water lines to add a split between the potable water and fresh water. The bid for adding the split is $375.00. It was recommended we table the decision until after the Annual meeting in March to see where the budget is for this year.

Lake Association

Supervisor Demeules reported that the LID is taking over the weed spraying. The LID received a grant from the DNR for $1700 and one from Soil and Water for $5500. He also reported that the Clear Lake Township has removed the dumpster from Elk Lake.

Approval of Minutes

Supervisor Larson made a motion for approval of the February 13, 2017 minutes. Chairman Ganz seconded and motion was carried.

OLD BUSINESS:

Continued generator discussion from February meeting on adding an alert light on the enunciator panel and performing maintenance on the coolant system. The supervisors agreed that the maintenance on the coolant system should be done this year. It was recommended to get another quote from Cummings to compare with Midwest. The supervisors recommended revisiting the addition of an alert light on the enunciator panel in another year or so to determine the necessity.

NEW BUSINESS:

There will be 4 people attending the short course on March 28th in St. Cloud.

Supervisor Demeules made a motion to approve claims #17047 - 17069 plus payroll and short course, for a total of $18,504.27. Supervisor Larson seconded and motion was carried.

Chairman Ganz made a motion to adjourn. Supervisor Demeules seconded. Motion was carried unanimously. Meeting adjourned at 7:43 pm.
