Regular Meeting of the Village of McLean held the 13th day of April2016

Present:Mayor Mark Towers, Councilors: James Potter, Jamie Torry, Assistant Admin. Shantell Wagman, & Admin. Nadine Jensen.

Call to Order: Mayor Towers called the meeting to order at 7:00 pm.

036/2016 – Clr. Torry: moved the minutes of the Regular meeting held Mar 9/16 be adopted as presented.

Mayor Towers requested the correspondence be presented.

037/2016 – Clr. Potter: Grain Entrapment Res-Q tube –moved

WHEREAS Qu’Appelle Fire Dept. requested a donation towards the purchase of a Grain Entrapment Res-Q tube,

BE IT RESOLVED that our Fire Dept. contact QuAppelle Fire Dept. and see how they would make it work if they proceed to purchase one.

Delegation #1 Kevin & Erika Reynolds were given the floor at 7:18 pm, to request information regarding ratepayer concerns. Mr. & Mrs. Reynolds finishedat 7:47 pm.

Delegation #2 Steven Watts was given the floor at 7:18 and requested gravel for Haugen Bay. Mr. Watts finished at 7:57pm.

John Puff took the floor at 7:57 pm with questions regarding the water. Mr. Puff finished at 8:05 pm.

039/2016 – Clr. Torry: Water /Manganese issue- moved

WHEREAS the colored water issue seems to be increasing since the east well was put back online

AND WHEREAS we need to keep the pump working to prevent manganese build up on the pump,

BE IT RESOLVED that Dwayne turn the supply from the east well down to as little as possible.

044/2016 – Clr. Potter: Bylaw 2016-03 A BYLAW TO PROVIDE FOR THE REGULATION OF FIREARMS AND FIREWORKS WITHIN THE VILLAGE OF MCLEAN – moved

WHEREAS a Bylaw is required so council can assign who is allowed to set off Firearms & Fireworks in the Village of McLean,

BE IT RESOLVED that council has given Bylaw #2016-03 the first reading.

045/2016 – Mayor Towers:2016-03 A BYLAW TO PROVIDE FOR THE REGULATION OF FIREARMS AND FIREWORKS WITHIN THE VILLAGE OF MCLEAN- moved

Schedule A: a copy of the permission card to discharge a firearm, to be issued to assigned persons, be attached to and included in the Bylaw.

046/2016 – Clr. Torry: Bylaw 2016–04 A BYLAW TO PROHIBIT THE RUNNING AT LARGE OF ANIMALS – moved that the first reading of Bylaw 2016-04 has taken place.

047/2016 – Clr. Torry: Commercial District- – moved

WHEREAS Mr. Bill Scott has requested council to consider selling Lot 1, Block 16 in the Commercial area on Grad Road, with the understanding that there presently is no water or sewer utilities infrastructure available

BE IT RESOLVED that council has decided not to sell Lot 1 Block 16 to Bill Scott at this time, however council is still willing to proceed with his request for development at 140 Main St.

048/2016 – Clr. Potter:Seasonal Position – moved

WHEREAS the maintenance department could use help during the summer months

BE IT RESOLVED that council hereby requests to hire someone for a seasonal position for 3 to 4 months, at approximately 25 hours per week, at a rate of $16.00/hour.

WHEREAS the Animal Control Officer has requested a Catch Pole tool be purchased to aid in the capture of animals running at large

BE IT RESOLVED thata Catch Pole be purchased.

WHEREAS Winter Road East is open through the Village portion of the road, but in the RM157 portion of the road you cannot get through

BE IT RESOLVED that the Village of McLean purchase a “No Exit” sign to be installed at the corner of Main St. and Winter Rd. East.

052-/2016 – Clr. Torry: Waterline – moved

WHEREAS there is a capped waterline coming out of the ground near the fire hydrant located on Brownlee Ave & 1st St.

AND WHEREAS the cap broke off and caused a water outage for the east side of the Village, a PDWA, and no one seems to know what the line is for

BE IT RESOLVED that the Village of McLean hire someone to dig up the trench and bury the end of the line properly.

053-/2016 – Clr. Torry: Poplar Rd. Back Alley – moved

WHEREAS a shop was built on Poplar Road, with a back alley entrance to the shop,

BE IT RESOLVED that the Village of McLean will now allow back alley entrance shops on Poplar Road, but will not maintain the back alley. It will be up to the property owners to maintain.

054-/2016 – Clr. Potter: Fire Fighter Training – moved

WHEREAS there is another Volunteer Fire Fighter training session in Melville this fall,

AND WHEREAS

BE IT RESOLVED that the Village approve to pay for 6 volunteer fire fighters to attend, mileage for two vehicles, but no hotels as it is only a 1 hour drive.

WHEREAS Clr. Causer has missed 4 consecutive meetings

AND WHEREAS Clr. Causer is has sold his house and is moving this month

BE IT RESOLVED that Clr. Causer be removed from council effective immediately.

WHEREAS there will now be another vacancy on council

BE IT RESOLVED that council not hold a Bi-election to fill the position now, but rather wait for the regular election this fall.

WHEREAS the McLean Rec Board has handed in their Financial Statement for 2015

BE IT RESOLVED that council approves their 2015 Financial Statement

WHEREAS the budget has been reviewed

BE IT RESOLVED that the budget be approved as presented, with the mill rate and Base Tax staying the same as last year.
