REGULAR MEETING OF THE LAKE PROVIDENCE PORT COMMISSION

HELD ON JULY 20, 2016

The Lake Providence Port Commission met in regular session on Wednesday, July 20, 2016 at 8:00 a.m. in the Port Commission office at the Lake Providence Port.

Officers present were Jim Thom, President, and Jerry King, Vice President. Francis Lensing, Secretary-Treasurer, was absent. Commissioners Roger Clement, and Prince Robinson were present. Commissioner Wallace Oliver was absent. Jimmy Gunter with Terral RiverService, Lee Denny, Deputy Port Director and Wyly Gilfoil, Port Director, were also present.

On a motion by Mr. Robinson and second by Mr. Clement, the Commission approved the minutes from the meeting held on 15 June, 2016.

The financial report for the period ending 30 June 2016, was approved on a motion by Mr. Clement and seconded by Mr. King.

The bills for July, 2016, were approved as presented on a motion by Mr. Robinson and seconded by Mr. King.

Mr. Gilfoil presented project reports on construction in progress and in design. Pay estimates 5 for Phase II Railroad Rehab has been processed in the amount of $110,718.23 (Cumulative $1,253,913.10, Contract $1,980,821.20, Balance Due $726,908.10). Pay Estimate 2 for Phase III Railroad Bridges has been processed in the amount of $64,850.32 (Cumulative $147,231.00, Contract $334,702.00, Balance Due $187,471.00). Dolphins have been installed as well as bracing for the truss for the Emergency Repair to the Dock. Pay Estimate 2 is being processed in the amount of $137,696.18 (Cumulative $213,238.20, Contract $365,000.00, Balance Due $152,761.80) The Commission approved the project report on a motion by Mr. King and seconded by Mr. Clement.

In other business, Mr. Denny gave a report on marketing efforts of the Port, East Carroll industrial sites and on upcoming travel. The Corps is spot dredging the Harbor with a clamshell to provide access. On a motion by Mr. Clement and second by Mr. Robinson the Commission added an item to the Agenda, “Consider a Drainage Easement with the ECP Police Jury”. The Commission authorized Mr. Thom to execute a Drainage Easement agreement with the ECP Police Jury, on a motion by Mr. Clement and second by Mr. King. Mr. Denny and Mr. Gilfoil gave a report on the recent meeting in Eudora with the Railroads and other interested parties. On a motion by Mr. Clement and second by Mr. King, the Commission authorized Mr. Thom to execute a rent prepayment agreement with Terral RiverService.

The Commission adjourned at 8:42 a.m. on a motion by Mr. King and seconded by Mr. Clement.
