REGULAR MEETING-MONDAY, AUGUST 13, 2012-MUNICIPAL BUILDING

The Regular meeting of the City of Buffalo City Common Council was called to order by Mayor Dan Wicka at 7:00 p.m. Roll call: Brach Seitz, Lisa Schuh, Russ Lorenz and City Superintendent Stan Meier; absent - Kevin Mack. The meeting was held as noticed. Motion Lorenz, second Seitz to approve minutes from the July 9th regular meeting and the June 12th Riverfront Committee meeting. All yes, motion carried.

Building: The Committee approved one building permit in July. Board of Appeals granted a special use permit to Marsha Przybylla for an in-home spa/beauty salon.

Health & Safety: Seitz looking into list of semi-trucks parked in City without permits. He will also continue to look into residence with garbage or debris in yards.

Public Works:Consensus of the Council to advertise for bids for the City’s Foelsch crop land. Lease will be a three-year contract with auto-renewal option. Upon signing of the lease, renter will pay 10 percent of the total bid. Bids should be made in a dollar amount per acre.

Cemetery: Motion Seitz, second Lorenz to approve the proposed increase in cemetery foundation and veterans marker rates effective September 1, 2012. All yes, motion carried. Consensus of Council to hold off on reimbursing the City’s General Fund for the first 6 months of the year due to a lack of funds in the Cemetery Fund. Reimbursement will be made for the year in December.

Riverfront:Don and Shirly Oesau requested the Council wave their late fee for rivefront fees that were due May 31. The Oesau’s felt that not having any grace period for payments and the fact that the late fee penalty doubled the price of the lots was unreasonable. Seitz explained that the fees and penalties are set up so the lots are paid for on time and notice of the deadline is sent with taxes in December. Council doesn’t want to set a precedent by waiving one person’s fees when all others paid theirs as due. Consensus of council to deny Oesau request. New 10th Street docks are in Mayor Wicka commended Superintendent Meier, the Alma Marina and Ron Speltz and all others that helped for the great job. The old dock has been placed at the 2nd Stree Fire Lane for public use. Signs will be put up labeling it for public use with no mooring allowed.

City Superintendent: Street project and crack sealing was completed.

Clerk: Motion Lorenz, second Schuh to approve an operator’s license for Tammy Huntley. All yes, motion carried. Motion Seitz, second Lorenz to approve sale of cemetery plot 117 S ½ of N ½ (NEW) to the Rick Lorenz family. All yes, motion carried. Motion Seitz, second Lorenz to approved combining the tax parcels of Marlene Kassell. All yes, motion approved.

Other Discussion: Question about golf carts driving on City streets. Wicka said no unlicensed vehicles are allowed on streets. Complaint about cats in an area in the park. Council to address any health and safety concerns due to the cats in the park.

Motion Lorenz, second Seitz to pay bills. All yes, motion carried.

Motion Lorenz, second Schuh to adjourn meeting. All yes, motion carried. Meeting was adjourned at 7:45pm.
