Regular Council Meeting – July 7, 2011

Mayor Thomas L. Hardesty called the regular council meeting to order at 6:30 p.m. with the following council members present: Alan Matthews, Mike Zoeller, Donna Eaton, Shane Suttor, and Frank Page. Absent: Jon Swindler.

City employees present: Judith Smith, Jennifer Herrell, Willard Tucker, Inez Harris, and Mary Smith.

City Attorney: Frank Chuppe

Councilmember Eaton gave the invocation.

All present pledged allegiance to the flag.

Minutes/ Regular Meeting June 16, 2011

Councilmember Matthews moved to approve the minutes of the regular meeting on June 16, 2011 as read by council members prior to the meeting. Seconded by Councilmember Page.

All voted “aye” and motion carried.

Ordinance #2011-07-07 – Amendment to the City of Shelbyville Annual Budget for Fiscal Year 2010-2011 – 2nd Reading – Judith Smith

Judith Smith, Office Administrator, read an ordinance of the City of Shelbyville, adopting an amendment to the 2010-2011 budget, estimating revenues and resources and appropriating funds for the operation of the City of Shelbyville.

It was introduced for second reading by Councilmember Suttor. It was seconded by Councilmember Zoeller.

Upon roll call, the following council members voted “aye”: Matthews, Zoeller, Eaton, Suttor, and Page. Absent: Jon Swindler

Appointments

Mayor Hardesty recommended Ann Morris be appointed to the Code Enforcement Board for a term of 3 years ending June 30, 2014.

Councilmember Page moved to approve the appointment. Seconded by Councilmember Eaton.

All voted “aye” and motion carried.

Mayor Hardesty recommended Tom Francis be appointed to the Historic District Commission for a term of 3 years ending June 30, 2014.

Councilmember Matthews moved to approve the appointment. Seconded by Councilmember Zoeller. All voted “aye” and motion carried.

Department Reports

Judy Smith, Office Administrator, reported working on year-end and collecting taxes.

Mary Smith, Personnel, reported receiving 60 applications for the part-time Administrative Assistant’s position. It has been narrowed down to 18 applicants.

Jennifer Herrell, City Engineer/Public Works Superintendent, reported they are working on the tunnel by Settle Gym. They have a design for the new police garage. Work continues on the sidewalk project.

Eilene Collins, SDC Executive Director, reported the Horse Show Jubilee Events are scheduled.

Willard Tucker, Fire Chief, reported work on Station 1 is 90% complete. The department hosted fire training with KCTCS on June 25-26, 2011. There were over 100 participants who attended and stayed in the area.

Mayor’s Report

Mayor Hardesty reported EMA installed a new siren on Freedom Way. City Hall hosted visitors from Kyrgyzstan. A new police officer (Joe Hess) will be sworn in on July 13, 2011.

Council Reports

Councilmember Eaton and Councilmember Page have received calls on the sidewalk project. Both referred calls to Jennifer Herrell.

At 6:45 p.m. Councilmember Page moved to adjourn. Seconded by Councilmember Zoeller. All voted “aye” and motion carried.
