Regular Council Meeting October 4, 2007

Mayor Thomas L. Hardesty called the meeting to order at 6:30 p.m. with the following Councilmembers present: Mike Zoeller, Donna Eaton, Shane Suttor, Valoise Owens, and Michael Miller. Absent: Alan Matthews.

City Employees present: Gail Reed, Inez Harris, Willard Tucker, and Stephen Lacefield.

City Attorney: Frank Chuppe.

Councilmember Eaton gave the invocation.

All present pledged allegiance to the flag.

Minutes/September 20, 2007

Councilmember Suttor moved to approve the minutes of September 20, 2007, as read by Councilmembers prior to the meeting. Seconded by Councilmember Eaton.

All voted “aye” and it was so ordered.

Ordinance/Amending the Boundaries of the Historic District – 1st Reading

Frank Chuppe, City Attorney, read an ordinance of the City of Shelbyville amending the boundaries of the Historic District to add Bland Avenue, 8th Street from Henry Clay South to the end of 8th Street, the East side of 10th Street from Henry Clay Street to Bland Avenue and the West side of 10th Street from a line ten feet north and parallel to Kentucky Street to Bland Avenue.

It was introduced for first reading by Councilmember Zoeller. Seconded by Councilmember Eaton.

Ordinance/Zone Change from R-4 (Multi-Family Residential) to C-4 (Highway Commercial) on 1.3459 acres – 1st Reading

Frank Chuppe, City Attorney, read an ordinance of the City of Shelbyville for a proposed zone change at Churchview Street and Mack Walters Road. The proposed change is from R-4 (Multi-family Residential) to C-4 (Highway Commercial) on 1.3459 acres.

It was introduced for first reading by Councilmember Owens. Seconded by Councilmember Suttor.

Presentation – Skate Board Park

Kyle Smith and Jake Gibson made a Power Point presentation on the progress of the skateboard park. They have raised $75,000 of the $100,000 needed for the park. The recreation committee is working up a usage agreement with Shelby County Park regarding the skateboard park. Mayor Hardesty wants the recreation committee to see the final design before any work is started.

Department Reports

Willard Tucker, Fire Chief, reported inspections are in full swing. The department has performed 1600 to date and will wrap up in 2-3 weeks. The department has training scheduled for Tuesdays and Wednesdays. The department will host training for KTCS.

Clay Cottongim, Director, Shelby County Parks, reported they are $27,000 in the black. The golf course is operating in the red. They are taking bids on lighting for the minor field. The fish frys at Lake Shelby were a success.

Inez Harris, City Clerk/Treasurer, reported the 2007 property tax bills will go out next week.

Mayor’s Report

Mayor Hardesty reported the last street party with Kentucky Blue is October 6th. He will be attending the KLC Convention October 10th – 13th in Covington, KY. Flu shots will be given to city employees on October 19th at City Hall.

Council Reports

There will be a council workshop on October 25th at 5:30 p.m.

Councilmember Suttor would like to be appointed to the Recreation Committee. Mayor Hardesty advised only two Councilmembers per committee.

Councilmember Eaton wants to inquire about a light at the Industrial Park. She wants to discuss proposed Firehouse near West Middle School at the workshop.

General Public

Dionisio Gonzalez with the International Steel Workers addressed the Council regarding the Latino population. He reported they are being stopped by State Police and other agencies. They are afraid to report crimes for fear of deportation. He’s concern the effect may have on the children.

Councilmember Eaton moved to adjourn at 7:25 p.m. Seconded by Councilmember Suttor.

All voted “aye” and it was so ordered.
