II. Eligibility
Please describe how the proposed center addresses each of the following:
a. Demonstrate that the proposed center is located within an urban growth area. Although preferred, it is not required that proposed manufacturing industrial centers be located in a city or cities. Designation of centers outside of cities may occur, but only in limited circumstances. Applications for a center outside of a city will need to demonstrate a history of, and collaborative agreement regarding, joint planning and service provision, as well as joint plans for annexation or incorporation. VISION 2040 states that annexation is preferred to incorporation and that unincorporated urban area growth should occur in areas that can be annexed.
In cases where an application for a MIC crosses a jurisdiction's boundaries the application must describe the manner and structure (e.g., an interlocal agreement or memorandum of understanding), within which the parties will plan together over the long-term.

III. Designation Criteria
Please describe how the proposed center addresses each of the following:
a. Compatibility with VISION 2040. Describe how the jurisdiction’s vision for the proposed regional manufacturing industrial center reinforces the centers concept within the VISION 2040 regional growth strategy and multicounty planning policies.

i. Existing Levels of Employment: The proposed center must have a minimum existing employment level of at least 10,000 jobs before regional designation can be pursued. Please provide a table and a map showing existing levels of activity.
Describe here: .ii. Target Levels of Employment: The proposed center must have a minimum employment target level of at least 20,000 jobs. Please describe the employment growth target[2] for the jurisdiction and for the proposed center. Provide a future land use map and a zoning map showing areas where targeted growth may be accommodated.
Describe here: .iii. Zoned Development Capacity: Because it is not time-bound, zoned development capacity[3] can allow higher levels of development and a more compact and mature urban form in regional centers.
Please demonstrate that the center has sufficient zoned capacity to adequately accommodate targeted levels of growth. Describe any tools or strategies that support a longer-term vision and help avoid potentially inappropriate types of development.

Describe here: .d. Commitment to Center Planning Expectations: Shown below are the topics in the Manufacturing Industrial Center Plan Checklist in PSRC's Plan Review Manual for center subarea plans. Subarea plans must be submitted for review and certification within two years of designation.
It is expected that significant planning will have occurred prior to application for regional designation. In the application for designation, please describe the current status of planning and implementation efforts for each of the topics listed below and, where planning and implementation gaps exist, please describe how these will be addressed in the subarea planning process:
i. Center Plan Concept (or "Vision")
ü Include a vision for the center. This should include a commitment to preservation of an urban industrial land base. Describe the economic role of the center within the city, county and the region.
ü Include an overview of the relationship of the center plan to the city’s comprehensive plan, as well as VISION 2040 and countywide planning policies.
ü Include a market analysis demonstrating the center’s development potential to meet targeted levels of growth (include as a separate file).

ü If applicable, identify critical/environmentally sensitive areas in the manufacturing/industrial center and reference relevant policies and programs to protect those areas.
ü Include or reference policies and programs for innovative stormwater management (related to Public Services).
ü Include or reference policies and programs to reduce air pollution and greenhouse gas emissions.

ü Demonstrate and explain the defined boundaries and shape for the center. Planning area boundaries should fully encompass the designated regional manufacturing/industrial center.)
ü Establish employment growth targets[4] for the center that accommodates a significant share of the region’s manufacturing/industrial employment growth, and ensure that the center has the sufficient zoned development capacity to accommodate these levels of growth
ü Describe the percentage of planned land use and zoning in the center for industrial and manufacturing uses.
ü Describe strategies to avoid land uses that are incompatible with manufacturing, industrial uses, such as large retail uses, high concentrations of housing, or non-related office uses (other than as an accessory use).
ü Establish design standards that help mitigate aesthetic and other impacts of manufacturing and industrial activities both within the center and on adjacent areas.

ü Describe strategies to support or maintain manufacturing industrial industries (i.e., workforce, apprenticeships, land value policies, parcel aggregation, etc.).
ü Describe key sectors and industry clusters in the center.

ü Describe or reference local capital plans for infrastructure, as well as their financing (such as sewer, water, gas, electric, telecommunications). Explain strategies to ensure facilities are provided consistent with targeted growth.

ü Describe the transportation networks to and within the manufacturing/industrial center, and plans to identify and address deficiencies.
ü Describe strategies that address freight movement (such as rail, trucking facilities, or waterway, as appropriate), including local and regional distribution.
ü Describe strategies that address employee commuting (such as by encouraging modes such as fixed-route and high-capacity transit).
ü Describe relationships to regional high-capacity transit (including bus rapid transit, commuter rail, light rail, and express bus) and local transit, and coordination with transit agencies.

[2] Growth Targets are the amount of growth a jurisdiction has agreed, through the countywide process, to plan for throughout its comprehensive plan elements over the 20-year horizon of the comprehensive plan. The targets include both the baseline density (current) plus the 20-year growth.
[3] Zoned Development Capacity is the amount of development allowed under adopted zoning based on parameters in the zoning regulations such as allowed heights and densities, lot coverages and setbacks, floor area ratios, etc. Zoned Development Capacity is not bound to a specific planning horizon. Jurisdictions must have adequate zoned capacity to accommodate their Growth Target, and this is evaluated under Buildable Lands.
