1. CALL TO ORDER & ROLL CALL- INTRODUCTIONS

Oscar Perez, 1115 Waiver Program Manager, called the meeting to order at 1:03 pm and welcomed all participants. He conducted the roll-call of organizations present and then invited everyone to introduce themselves to the other regional partners.

Regional Health Partner(s) not represented at this meeting: El Paso Children’s Hospital.

2. REVIEW of MINUTES

There were no corrections to the minutes. Approved by a majority of the membership (show of hands).

3. ANCHOR UPDATES

Cathy Gibson was not present so Oscar Perez updated the group on the following items:

A.  NMI’s for DY5 R2 (October Reporting)

a.  HHSC is reviewing NMI documentation submitted

b.  Will approve (or disapprove) NMI’s by February 24th (this Friday)

B.  Myers & Stauffer Updates

1. Category 1 and 2 Reviews are underway
2. Random Samples of Cat 1 and 2’s will be taken from each region
3. They will be reviewing DY3 and DY4 data
4. Category 3 Reviews are also underway
5. Will continue through May 2017
6. They will be reviewing Baselines, PY1 and PY2 data

C.  Waiver Extension

1. HHSC submitted a request for EXTENSION to CMS on January 26, 2017.
2. Requesting:.
3. Additional 21 months of level funding
4. Continuation of DSRIP and UC pools
5. Immediate 15-month extension (thru September 30, 2019)
6. No response yet from CMS.

D.  Waiver Renewal

1. CMS request seeks longer term (5years – thru 2021)
2. HHSC now working on Program Funding and Mechanics (PFM) protocol DRAFT
3. PFM will be for DY7 and DY8 but will lay foundation for subsequent years
4. HHSC plans to submit PFM to CMS in May 2017 and effective September 2017 (DY7).
5. RHP 15 needs to submit feedback on the PFM through the survey provided by HHSC

E.  Timeline

1. Upcoming deadlines and payment dates:
2. February 24th – APPROVE or DENY NMI requests
3. February 28th – Deadline for online survey on DY7-8 PFM
4. March 31st – Data cut-off for DY6 R1 reporting
5. April 30th – Deadline for DY6 R1 reporting

4. REGIONAL LEARNING COLLABORATIVES

Mr. Oscar Perez introduced the chairs for the three ongoing Learning Collaboratives in Region 15:

Moses Priego, UMC – Diabetes Learning Collaborative

Mr. Priego explained that the focus of this years Diabetes Learning Collaborative will be obesity. The group will meet on February 29th and decide on the data which they will collect.

Cindy Hernandez, EHN – Behavioral Health Learning Collaborative

Ms. Hernandez explained that the focus of this year’s Behavioral Health Learning Collaborative will be High Utilization of ER’s. The group has yet to meet this year but will meet for the first time on March 2nd.

Rosie Sanchez, TTUHSC – Health Data Exchange Collaborative

Ms. Sanchez was not present, but Mr. Perez explained that the group will meet on February 28th and decide on their data collection methods.

Mr. Perez mentioned that the Learning Collaborative chairs will provide updates at all subsequent RHP 15 Meetings.

5. DY7 and BEYOND – PROPOSAL and FEEDBACK

Mr. Oscar Perez presented the newly proposed DSRIP structure (Program Funding and Mechanics (PFM) protocol DRAFT). The powerpoint presentation is posted on the RHP 15 Website (Titled: “DY7 and Beyond”). Comments and suggestions were collected throughout the presentation. Mr. Perez stated that he would compile the comments and suggestions from this meeting and include them in his completion of the Feedback survey:

6. ROUND TABLE DISCUSSION of PROJECTS or any ISSUES OF CONCERN

Oscar mentioned that a date for the Stakeholder’s forum (which is planned for early summer 2017) is still needed. A suggestion was made to make one of our RHP 15 Meetings the “Stakeholder’s” meeting. Oscar said he would discuss this suggestion with Cathy Gibson, Waiver Officer.

7 ADJOURNMENT

Meeting was adjourned at 2:31 p.m.. The next Meeting will be held on March 29, 2017 at 1:00 pm. Oscar mentioned that the next few meetings will be at the Cardwell Collaborative Building on Gateway West and Raynolds also known as the Medical Center of the Americas (MCA).
