Advisory Board Focus Group Meeting

January 25, 2002

The State Regents’ Training Center Advisory Board met at the Oklahoma City Community College at 9:00 a.m. Mr. Dudley Freeman, the Board Chairman, opened the meeting for discussion, distributed the Regents’ Training Center Advisory Board meeting minutes for September 21, 2001 and a copy of the draft agenda for the meeting.

Those attending were: Donald McDaniel, Redlands Community College, member; Don Powers, UCO, member; Don Groth, SWOSU, member; Cheri Marcham, OUHSC, member; Allen Moore, OU, member; Mike Howarth, ECU; Tom Chapman, CU, member; Mark Dennis, EOSC, member; Glenda McDaniel, OGSLP, member; Mary Jo Linder, OSRHE, and Harve Allen, OSRHE, Director of Media Relations.

Also attending were Ed Chappell, State Fire Marshall’s office, guest speaker; James Echols, RSC; Larry Cook, MSC Tishomingo, member; Philip Bivens, SCSU, member; Emily Ellen, Oklahoma Department of Labor, guest speaker; Kyle Arthur, Regents Training Center Coordinator; and Cennet Ladwig, Rose State College, secretary.

Dudley Freeman introduced Mr. Kyle Arthur, the newly hired Regents Training Center Coordinator. Kyle Arthur thanked everyone and said that he was very happy to be part of this organization. He asked everyone to call and let him know if he could help them in any way. He stated that he would be visiting each and every one of the member institutions very soon to find out what their needs were and how we could help them.

Dudley Freeman asked if anyone would like to add any other items to the agenda. The draft minutes from the September 21, 2001 Regents Training Center Board Meeting were on the Agenda. Don Powers made a motion, which was seconded by Don Groth, to approve the Board minutes as presented. The motion was carried.

Mr. Ed Chappell, of the State Fire Marshall’s office, stated that Fire Safety Standards needed to be followed in all Oklahoma Colleges and Universities, especially in laboratories and dormitories.

No of the building exits should be blocked and disposition of old chemicals from the labs should be properly carried out. In response to Mike Howarth’s question about smoke detectors, he noted that the State Legislature passed a law in 1991 requiring smoke detectors, sprinkler systems and a fire alarm system in every building. There was no grandfather clause.

He also pointed out that the media always asks about fire safety in jails and dormitories whenever anything happens. All these facilities need to meet the current fire codes. You may request an extension of the time you might need to meet the codes. He said they would do everything they could to help you.

Don Powers emphasized that the dormitories and labs were high risk areas and the best thing to do was to give the people Fire Safety Training, especially international students. He requested that the state mandate Fire Safety Training for dormitory students.

Emily Allen, from the Oklahoma Department of Labor, spoke about the new OSHA injury and illness reporting/recording requirements. She stated that the OSHA website had a downloadable program in Excel that could be used to record injuries and illnesses.

She suggested that, if you did not have an electronic means of doing this task, you consider checking this site out. This program is considered to be “equivalent” to the OK 300 log and would be an acceptable means of recording injuries and illnesses for state agencies. Cheri Marcham pointed out that the Web page has a new OSHA Hazmat Power Point presentation. She stated that we needed to hire a new employee who would help us with the Web Page. A motion to do so was made by Don Powers, seconded by Allen Moore and was carried.

Allen Moore asked everyone to fill out their Travel Voucher forms and send them to Kyle. He added that any changes in membership information also needed to be e-mailed to Kyle, as he will be responsible for the list in the future.

Dudley Freeman reminded everyone about the grant requests which are for $1,000.00 and can be used for training or equipment.

Dudley Freeman discussed Emergency Response Template Training. The Council of Student Affairs has made a template available. OSU has been using a FEMA model. Every institution will have to have a written Emergency Response program.

Allen Moore stated that the Emergency Response program at OU was not general knowledge. Don Powers emphasized that the President of each institution needed to be involved and to exercise the plan at their institution.

Dudley Freeman stated that our next meeting would be on Friday, April 12, 2002, from 9:00 a.m. to 12:00 p.m. at the Guaranteed Student Loan Building, on the NE corner of the intersection of 13th and Walker. (MOVED TO THE STATE REGENTS’ OFFICES AT 4TH AND LINCOLN).

The meeting was concluded at 12:00 p.m.
