7.Refurbishmentandreinstatementofresidences

Applicablelaw

UndertheRegulations,CodeofConduct,partofavillage’sremarketingpolicymustincludeinformationaboutmeetingthe residentortheirrepresentative toviewtheresidenceandcompletethepremisesconditionreport.Thepolicymustalsoincludeprocedurestoidentifyanyworkthatshouldbeundertakentoensuretheresidenceisinareasonableconditionforremarketing,andtodeterminewhenandhowanysuchworkwill be undertaken, andwho will be responsible fororganising the work andthecostofthework.

Inmostcasesanadministeringauthorityandaresidenthaveacommoninterestingettingaresidenceinthebestpossibleconditionforrelicensing.Thismayresultintheresidence

beingrelicensedquicker,maximisetheamountthe ingoingresidentwillpayforthe licenseand maximise the outgoing resident’s exitentitlement.

Apremisesconditionreportshouldbecompletedassoonaspracticablewiththe outgoingresidentortheirrepresentative.Clearnotesshouldbemadeaboutwhatworkisrequired, whoisresponsible forfunding

theworkandbothpartiesshouldsignanddatethe report.Taking photographs of theresidencewhileundertakingthereportcanalsoassistinpreventingfuturedisputesandjustify any work.

intheresidenceintermsofrefurbishmentandwhatworktheadministeringauthorityproposestoundertakeontheresidence.

Thisshouldbediscussedattheinitialremarketingmeetingwiththeresidentortheirrepresentative.

Discusswhatworkistheresponsibilityoftheoutgoingresidentandwhatworkwillbefundedorpart-fundedfromothervillagefunds,forexample,replacementofcapitalitems.

Follow upinwritingwithdetails aboutwhatworktheadministeringauthorityproposestodototheresidencealongwiththecontractualbasisfortheproposedworks.
