TRAFFIC SAFETY EDUCATION PROGRAM POLICY

The Red Lodge High School Traffic Safety Education Program meets all standards required by the Montana Office of Public Instruction and is CDTP certified by the State of Montana Motor Vehicle Division. This course is a partnership between those entities as well as the student, parent/legal guardians and instructor. The instructor will use best practices to teach the student how to become a safe driver while the responsibility of upholding laws and practicing safe driving techniques will reside with the parent and ultimately on the student.

In order for our students to successfully complete the Traffic Safety Education program, the following guidelines will be adhered to:

1. FEES: Red Lodge School District Fees are $200.00 per student. This fee is payable to the District office prior to acceptance to this class. Notification will be given to those who have been accepted.

2. CLASSROOM:

Classroom Manners

-Students are expected to be in their seats by 4:00 p.m. for this 2016 Fall Session.

-Water bottles and HEALTHY snacks allowed in class. No soda or energy drinks!

-If you leave a mess at your table, you will be required to clean the TSE cars.

-Any classroom disruptions or rude behaviors are grounds for that day’s dismissal which will

be counted as a full day absence even if it is close to dismissal for that day.

-Cell phones are to be turned off during class and while driving. This will be grounds for dismissal from class or drive that day even if it is close to dismissal for that day. Cell Phones will be used only if permission is given by the instructor for class activity.

Attendance:It is required by law that each student completes a minimum of 42 classroom hours. Therefore each student must attend all classes in order to complete the program. If a student missed one class they will require a 3 page outline (single spaced, 12 pt. font TNR) as make up on the module that was covered for that day. Also, any work sheets and/or tests will need to be made up by the date determined by the instructor.

Failure to make up the assigned work and project AND/OR a second miss will result in a non-successful attempt at this class with NO refund.

NOTE: Excessive tardiness will be considered an absence. Tardiness of ten (10) minutes or more will be considered an absence for that class.

Instruction: Each student must successfully complete all required work for the classroom. This will include worksheets, films, quizzes, tests, projects, activities, and KEYS assignments with parents, etc. Course work must be 80% or higher. This is in line with the requirements of the Montana Department of Justice. Assignments are due as assigned and are linear with work in the car. Therefore in order to have safety as our number one concern, NO LATE ASSIGNMENTS WILL BE ACCEPTED. (Extenuating circumstances may occur but must meet instructor’s approval.)

-Module quiz scores of 80% or better is passing.

-Quizes below 80% students will write a 2 page review on that module.

-Missed tests can be made up for points if arranged with instructor prior to missing class. Unexcused -absence will result in a 0 for that test, but the test must still be made up upon return.

-ALL make-up work and class work must be completed in order to pass the course. NO EXCEPTIONS!!

Notebooks

-A notebook 3 ring binder is required for this class.

-Notebooks must contain the following: 30 pages of notes (number the pages).

**-Notebooks must contain 10 newspaper clippings or printed articles from the web that pertain

to traffic (crashes, road work, rage, etc...) In case of a crash write the cause, speed etc.

-Notebooks must include all handouts and work sheets. All work must be organized or it will not be graded.

Required Testing:

A. Department of Motor Vehicle Test; Traffic Education Learner’s License (TELL Permit)

The student will be given the written driving test twice with me. If the student passes, they will be issued a TELL permit and is only valid for one year. If he/she fails, he/she will have to take the test in Red Lodge or Billings at the exam office and obtain a TELL permit.

B. Classroom Final (in-class): This will be given on the last class.

3. BEHIND THE WHEEL:

Attendance: By law each student must complete a minimum of 6 hours behind the wheel lessons and in our class a minimum of 12 hours of observation. All driving lessons must be attended on the date assigned. A missed drive will result in not passing this class and no refund will be granted. Please note: Unless there is mechanical issues, drives will be on time as scheduled and we will leave immediately.

Pick Up: Due to the tight schedule of drives between groups, it is a requirement that your student be picked up at the dismissal times.

Instruction: In order to complete the driving lessons, the student will have to demonstrate the ability to drive an automobile at the level indicated for each lesson. A student will progress to the next lesson only after successfully completing the previous lesson. If they cannot progress competently through all of the lessons by the end of the class, they will not successfully pass this class and will not receive a refund.

Testing:

If a student does not have a TELL Permit and/or an 80% for the classroom portion they will not be given the DMV Drive Test and will result in a non-successful attempt at this class with no refund granted.

If a student has obtained their TELL Permit and has an 80% for the classroom portion they will be given their DMV Drive Test on their final drive. Keep in mind that even if they pass this DMV Drive Test there will be 10% of the group retested to insure that the instructor is correctly instructing the students. This is a random selection done by the DMV office. The instructor reserves the right to not waive a DMV Drive Test. If by chance the student does not pass the DMV Drive Test with the instructor the student will still pass the class, but need additional time to practice before retesting once they upgrade before the expiration of the TELL permit.

4. BEHAVIOR EXPECTATIONS

Driver and Parent: Driving is a privilege not a Right. It is against the law for your student with a TELL to drive without an instructor or a parent/legal guardian. Parent participation for a student with a TELL is vital for making your child a safer driver.

*Driver and Instructor: Driving is a privilege not a Right. Responsible and mature behavior is an absolute requirement of the class. If a student displays disruptive behavior or unlawful behavior it is assumed the student is not mature enough to be given the responsibility of operating a motor vehicle. Disruptive behavior is defined as, but not limited to, the following: constantly talking instead of studying, interrupting others trying to work, failing to respect the teacher’s instructions, becoming belligerent when reprimanded or disregard for the laws while operating a motor vehicle. Parents will be notified if there is disruptive behavior that is disruptive or disrespectful. Disruptive and disrespectful students may not successfully pass this class and no refund will be granted. Severe situations shall result in dismissal from class with no refund granted.

-No sound devices are allowed, such as I pods cell phones, etc (can be used to call home when instructed to do so.)

-No sleeping! Sleep time does not count as observation time and will be penalized.

-Students must remain attentive and respectful to the driver and occupants of the vehicle.

*-Showing up under the influence drugs/alcohol is grounds for dismissal from the program.

Parent/Legal Guardian: The TELL permit is to allow the student to drive with you their LEGAL guardian. NO ONE ELSE! It is necessary to drive, and practice with your Teen Driver as specified with the Graduate Driver’s License (GDL) and assist with assignments for this course. Be aware that once you sign the Montana Driver License Application you are assuming full responsibility for this driver until they turn 18 years of age. You do have the legal right to cancel this driver’s license until their 18th birthday.

Implied Consent: Once you have signed the Montana Driver License Application you are giving implied consent to drug and alcohol testing.

If the student does not meet all the above requirements in the “Red Lodge High School

Traffic Safety Education Program Policy”in a successful manner, he/she will not pass this Traffic Safety Education course. Failure to complete the course WILL NOT result in a refund of fees.
