Questions/Answers for Clarification

  1. Can you provide current address list? See attached – list is for residential addresses only
  1. Can you provide refuse and recycling tonnage reports for last 12 months? Our current contractor acquired contract in April 2016 – we do not have the previous month’s data from AVES/Moody’s. See attached for data beginning April 2016.
  1. When is earliest the contractor can start working? 6:00 a.m.
  1. Can you provide yard debris amounts? See attached
  1. What is the number of calls per week for yard debris collections?We do not have the per week data. The per month calls are as follows:

  1. What is number of stops for east and west sides? Residential only - approximately 2077 on East Side and 845 on West Side. Commercial – approximately 37 on East Side and 62 on West Side. Please note that audit will need to be completed as per the Statement of Needs (I) to verify stops.
  1. What are current prices? Refuse - $6.01 per stop, Recycling - $5.86/stop, Spring and Special Christmas Collection - $900/day for maximum of 10 hours per day
  1. Are the contract terms unilateral or bilateral? See attached Contract Language. This is language in current contract and we intend to maintain.
  1. Can waste go to another SPSA facility besides Isle of Wight? Yes as long as SPSA guidelines for truck registration, identification of which municipality load is coming from, etc are met and Town of Smithfield loads are not mixed with waste from any other municipality, business, etc.
  1. Is there a rebate the town is getting back from the recyclables?No rebate
  1. Can a resident request a bulky waste pick up for a whole household of old furniture or debris?

Not under the town contract - they may contact you directly to arrange a separate pickup and any agreement would be between resident and contractor.

Note - these items are allowed during the annual spring clean-up days.

  1. Is there a limit on the number of yard waste bags/bundles that can be requested for a single pickup? There is a limit of 10 bags or bundles of yard debris per pickup day. Cutting and tree branches shall be tied and bundled and not exceed 60 inches in length or 3 inches in diameter. Bags and/or bundles shall not exceed 35 pounds in weight.
  1. In re Section II.O - Improperly Prepared Containers - Are we correct in understanding this clause is in reference to unacceptable waste or recycling only? Yes, if there are unacceptable refuse and/or recycling materials in the carts and you cannot service, notification to the resident must be made.
  1. In re Section II.E- Spring Community Clean-Up Days – Will this be an additional collection day or does it just expand the types of material excepted on the normal service day.These are additional collection days normally held on the last 2 Saturday’s in April and 1st Saturday in May. I have attached flier we send out to all residents listing types of materials, etc. collected.
  1. In re Section II.F. – Special Christmas Collection - Will this be an additional collection day and for which service (Automated Trash, Automated Recycling and/or Bulk). This collection is held on normal refuse collection days following Christmas holiday - residents are allowed to place boxes, wrapping paper, containers, etc by the curbside with refuse container for pickup.
