Children's Public Health - Transfer to Local Authorities

On 1st October 2015 , responsibility for commissioning the Public Health provision for children aged 0-5 years transferred to local authority control . This is the final part of the much larger transfer of public health functions to local government which took place in April 2013.at that time the Healthy Child Programme ( HCP) for 0-5 yr olds remained with NHS England to allow the expansion of health visitor numbers and Family Nurse Partnership (FNP) places (a programme which delivers targeted services for teenage mothers. Unlike the previous public health transfer, it is only the commissioning of services that will transfer and not the workforce.

Primary Care Inquiry

The House of Commons Health Committee held a written enquiry into Primary Health Care over the summer and is currently receiving oral evidence.

NHS Funding

Monitor has published a first three months quarterly report for 151 Foundation Trusts across England which showed they ran a deficit of £445, between April and June.78% are in deficit

Junior Doctors Action

The junior doctors ballot on industrial action will end on 18th November 2015 and the BMA has announced that, if the ballot is positive, action will be taken as follows:-

  • Emergency care only from 8am Tuesday 1st December - Wednesday 2nd December
  • Full walk out : from 8am -5pm Tuesday 8th December
  • Full walk out : from 8am -5pm Wednesday 16th December

The following CQC reports since our last meeting have given cause for concern :-

  • Chater Lodge ( May 2015)
  • Manton Hall (July 2015)
  • Leicestershire Partnership Trust ( July 2015)
  • Belton House ( August 2015)
  • Chater Lodge (
  • Unique Superior Care ( October 2015)
  • Central Notts Clinical Services (CNCS) which provides out of hours services remains in special measures ( placed in special measures May 2015)
  • East Midlands Ambulance Service (EMAS) will be re inspected on 16th November 2015

RutlandCounty Council Local Plan

Rutland County Council is currently consulting on its local plan until 12th January 2016

Specialised Commissioning

The government has responded to public consultation " Investing in specialised services" in June 2015. The first meeting of the new Board will be held on 9th December 2015
