Re: Joint Health Overview and Scrutiny Committee

Thank you for your letter dated 16 November 2017.

Please accept our apologies thatthe draft Future Fit consultation plan was not circulated for the Joint Health Overview and Scrutiny Committee (HOSC) meeting on 2 November. An early version of the draft plan was circulated, together with the draft consultation documents, for the Joint HOSC meeting on 25 September. However, we do recognise the importance of providing the most up-to-date and comprehensive plan to the Committee which we are doing at the meeting on 5 December.

This plan has now been updated to include a draft Communications and Engagement Event Planner which has been circulated for the forthcoming Joint HOSC meeting on 5 December. This planner includes a wide range of proposed engagement activity, including a series of public exhibition events and attending a wide variety of meetings across Shropshire and Telford & Wrekin. Please note that this document is a live document and includes proposed dates which cannot be confirmed until we have a start date for the consultation.

We are working closely with the Consultation Institute (tCI) to prepare all consultation materials and to quality assure our processes. As part of theirwork, they will conduct a mid-point review half way through the consultation period. This will look at the survey responses we have received so far and assess how well we have engaged with people across Shropshire, Telford & Wrekin and mid Wales.It will also help make sure we are gathering feedback from a wide range of people and allow us to make changes to our activity, if necessary. We would, of course, be happy to update the Joint HOSC following the mid-point review and throughout the consultation. We will anticipate this will assist the Joint HOSC in tracking consultation activity and keep abreast of any activity that is emerging.

Please find below comments in response to the information you have identified as being useful for the Joint HOSC to receive:

  • Bed modelling – we have now added more information around bed modelling on pages 36 and 111 of the Pre-Consultation Business Case and page 39 of the Future Fit consultation document.
  • Ambulance Service sensitivity analysis –this work is being commissioned by the CCGs and will be undertaken in the new year. Once completed, we will report back to the Committee on the analysis.
  • Capital availability - conversations continue between The Shrewsbury and Telford Hospital NHS Trust, NHS Improvement and Community Hospitals Partnerships (Phoenix) regarding funding options for the scheme. We will provide a further update once we have more clarity
  • Winter Plan – please find attached our Surge and Escalation Management Plan. Developed in partnership with members of the local health and social system, it outlines the seasonal planning and delivery arrangements for winter 2017/18.This plan represents a whole system approach to the delivery of services over the winter period and beyond. It is underpinned by the principle of collaboration to ensure a joint commitment to drive solutions to manage surge and escalation. The document outlines actions and processes required during periods of increased demand in our local health and social care economy.
