Now if your referring to the IRS- then I have mentioned this

Still getting IRS FF letters- here's is an idea-
Do I know this will work- No- this is experimental
We sometimes have to play the AFV game- they send a Friv pen letter and we AFV it, MANY times. So....
First thing- what method did you use for the AFV?
Did you do it correctly?
So first- do another AFV of the amount- make sure it is for the same year etc. as if it is for a differnt year- your going to be the bozo and open another can of worms
So assuming it is for the same year and same somewhat penalty- send the next AFV by certified mail
Wait a day or two and file a form 843- abatement and refund
It is all simple fill out the form
In the claim area, tell them something like
Penalty was Accepted For Value and Settled. How many times do I need to settle the same tax? Settling this Tax, this last time now makes $15,057.71 for a 5,000 CIVPEN that I have no idea what I did to deserve it. I will Accept any penalty you give for my errors, but this is unreasonable. Therefore, I request a refund of the excessive settlement of the last two penalties, and an Abatement of these last two and any future penalties for this same tax year and reason. If I screw up I am willing to pay my dues, but please do not continue with penalties when the matter has been settled. I believe I sent payments to Ogden and Covington offices. This last one went to DC. Certified mail # for the last two are 1234 5678 0001 8765 1234; 1234 5678 0001 9876 1000.
Then I also do a cover letter to the bozo office, and I copy it to the other two places I sent my AFV to. Do not claim to have paid them. Moreover, do not think you will get funds back- the purpose is to end their harassment. This is to let them know it has been settled and resources to see that it has been settled, an explanation to bozo why they didn't get the payment and another place did- I don't trust them. I trust CID to handle AFVs- but I wont say that directly. So either they will ignore it, or leave you alone or perhaps you might get a refund but do not count on it- the goal is to have bozo leave you alone.
Addresses to the IRS offices- make copies and mark copies to all except the Penalty office

Where you sent the second
Third Forth firth etc.

This is in regards to CIVPEN CP 504, dated November 9, 2009, October 5, 2009 and the one sent before that, probably in September. These have all been Accepted For Value. The last one dated November 9th, 2009 was sent to IRS Technical Support Division, C/o Treasury UCC Contract Trust, Internal Revenue Service, 1500 Pennsylvania, Avenue, NW, Washington DC 20220, Certified Mail Number # 1234 0000 0001 1234 1828. The one sent November 1, 2009 was sent certified mail # 1234 1140 0001 5555 7777, and the one before that was sent by USPS. These were all sent for settlement and closure.

I have also requested an abatement and refund of the excessive amounts made after settlement. I do not trust the Fresno branch, and therefore, I am sending Fresno a copy of said notice and sending the original to CID, Internal Revenue Service, Criminal Investigation Division, BOX 192, and Covington, Kentucky 41012. I am also sending to Ogden Utah, Stop 4440, a copy of this form 843 because they are the ones, I believe, received the first Settlement on this CIVPEN and currently I trust both of these places to look into this situation and do what is correct more then I trust anyone at the Fresno office, as they wont even put a name anywhere on the demand!
Please adjust your books now. Bill me again and I will happily Accept For Value your claim, file another form 843 and possibly request an investigation.
I am not trying to deny any charge, debate, argue, or make this claim for any unlawful or illegal purposes, or to hinder any IRS agent. I am doing my best to settle and resolve all accounts and file proper forms. Any assistance would be fantastic, until then I will muddle through
Will this resolve it? I do not know as of yet....
However, it should give them reason to pause and investigate
I did get an response asking me for another 45 days to investigate- so I wait.
