Thank you for your request made under the Freedom of Information Act 2000, relating tohomelessness, which we received on 16 June 2016.

I can confirm that Corby Borough Council has reviewed all relevant files and thatthefollowing information is given in response to your request:

1) How many people (individuals not family members) have presented to CBC as homeless? 767

2)How many people have made a homeless application to CBC? Please be advised that this information can be found at the following link:-

3) Of those that made a homeless application - how many were found intentionally homeless? Please see response given to 2) above.

4) Of those that made a homeless application - how many were found not to be in priority need? Please see response given to 2) above.

5) Of those that made a homeless application - how many were found not to be vulnerable? Please see response given to 2) above.

6) What organisation does CBC use to get a medical opinion on homelessness cases? Applicant’s own GP/Specialist.

7) What qualifications or memberships does the medical opinion organisation hold? N/A

8) Of those that made a homeless application - how many were found not to have a local connection to Corby Borough? Please see response given to 2) above.

9) Of those that made a homeless application to Corby, how many were found to have no local connection to anywhere, and what happened to these individuals? Zero

10)Of those who made a homeless application to Corby, how many were determined to have no eligibility or recourse to public funds? Please see response given to 2) above.

11) How many CBC tenants were evicted during this time period? 17

12) How many CBC tenants were evicted due to rent arrears, non payment of rent, or service charge arrears during this period? 17

13) How many housing support workers does CBC employ? Please be advised that Corby Borough Council do not employ Housing Support Workers.

14) How many financial inclusion workers does CBC employ? 2 x Full Time Financial Inclusion Officers.

15) What is the average caseload of a support worker, and what of the financial inclusion worker? Information not held in this format.

16) Are the support workers and financial inclusion workers qualified or authorised to give advice e.g. through AQS quality mark or Financial Conduct Authority? We only employ Financial Inclusion Officers who are not qualified Debt Advisors. Their role is not about giving financial or debt advice.

17) Please give a breakdown (in numbers and description) of all preventative measures taken for cases where a p1e (homeless prevention) has been claimed, to include how many bonds have been issues and claimed upon, how many s213 referrals have been sent and received, how many units of emergency and temporary accommodation is available to CBC and how many have they used?

18) How many people have been seen by CBC who did not require the full homelessness assessment? 634

19) With all of the above, how does CBC prevent double counting? Every homeless prevention case is verified by another officer before being counted.

20) What measures are used to determine whether accommodation offered is sustainable? All accommodation meets the Suitability Order for the household at the time of discharge.

21) Please provide the Equality Impact Assessment of your housing recharges policy. Please see below:-

22) How many more people have been housed due to Hotak v LB Southwark case law? Information not held.

23) How can you enforce people having to undertake pre tenancy training before going onto Keyways when it is plainly discriminatory and THE QUEEN (on the application of H and others) Claimant and EALING LONDON BOROUGH COUNCIL upheld that such schemes are unlawful? We do not believe our Pre Tenancy workshops are discriminatory. They are designed to assist andinform potential tenants of their obligations as a tenant. Elected members approved this initiative aspart of a wider Welfare Reform Action Plan in March 2015,which is designed to reduce risks associated with tenancy failure and eviction.
